Duration of the contract: 12 months renewable

According to Article 4.2 ( e ) of the Staff Regulations, the filling of vacant posts in technical cooperation projects is not governed within the framework of Annex I to the Staff Regulations and is done by direct choice of the Director-General.

Appointments to technical cooperation contracts do not confer the right to a career at the ILO or to an automatic renewal of the contract or a conversion for a commitment of another kind to within the Organization. Introduction

The Republic of Senegal has been part of a national vision for development and the fight against poverty in which social protection is a priority in recent years. It is, in fact, listed as a priority area of the Emergent Senegal Plan ( PSE ) across axis 2 entitled « Human capital, Social protection and Sustainable development »

In this context and in order to improve the access of workers in the informal economy to social protection, the Government, under the Leadership of the Ministry of Labor, Social Dialogue and Relations with Institutions, initiated a process for the establishment of a simplified social security scheme for workers in the informal economy called « the Simplified Scheme for Small Taxpayers ( RSPC ) ». The implementation of this scheme is part of the flagship reform of the PES « Access of the informal economy to social protection ».

The institutional architecture of the RSPC provides for the establishment of social mutuals and links with existing national mechanisms, in particular the Universal Health Coverage Agency, the Social Security Fund and the Social Security Institution, for the organization and management of the plan. A pilot phase of the RSPC started in 2021, with the establishment of a National Social Mutual of Craftsmen of Senegal ( MSNAS ) which implements the health insurance branch in synergy with the CMU.

The implementation of this scheme requires the development of suitable tools and procedures as well as the strengthening of the capacities of the actors involved.

It is in this context that the ILO, with the financial support of the GIZ Government, is implementing in the Republic of Senegal, the « project Extension of social protection to workers in the informal economy ».

The areas of intervention of the project include: – The capacities of the national social mutual insurance of artisans are strengthened

– The physical and material fields of the RSPC are gradually being extended

The two-year project started in January 2023 and is implemented by the ILO office in Dakar.

The ILO is seeking to recruit a ( e ) Coordinator ( national ) e ( of Project to ensure the implementation of the project in Senegal.

Essential functions and responsibilities

The ( national ) ( e ) Project Coordinator will be responsible for ( e ) :

  •  Ensure the coordination and effective implementation of the project through the planning of activities, technical monitoring, efficient and diligent execution of tasks, in accordance with values, ILO rules and procedures.
  •  Ensure effective and efficient programming and administrative and financial management of the project and its budget.
  •  Develop conceptual notes and terms of reference for consultants and subcontractors; recruit consultants and service providers ; supervise the implementation of contracts according to ILO standards and in alignment with the results of the project; comment, revise, edit and publish the technical reports of the consultants.
  •  Prepare periodic technical and administrative reports, progress reports, including final reports, and support the assessment.
  •  Plan, organize and participate in technical missions, conferences, seminars, workshops, training sessions and meetings relevant to project activities ;
  •  Ensure good visibility of the actions of the project and its lessor; design and organize communication activities relating to the project and the ILO’s intervention in the field of social protection, .

7. Maintain close relationships with national project partners ; identify needs and organize training and awareness-raising activities to strengthen the capacities of ILO constituents in social protection. Emphasize a gender-sensitive approach and the inclusion of young people with disabilities in project activities.

8. Participate and represent the ILO in coordination meetings of development partners, in particular the Thematic Groups of Social Protection in Senegal, within the framework of the interventions of the United Nations System.

9. Identify synergies with other social protection projects ’ and contribute to the development of resource mobilization strategies.

10. Perform any other task required by his supervisor .

Qualifications required

Training

First level university degree ( license or equivalent ) in the field of economic and / or social sciences.

Experience

At least two years of experience in the fields of economic and / or social policies, social protection and / or poverty reduction policies.

Languages

Excellent mastery of the French language orally and in writing. A good knowledge of the English language would be an asset.

Skills

Demonstrated ability to implement development cooperation activities, projects and programs. Good knowledge of the project management cycle and the rules and procedures for the management, monitoring and evaluation of development cooperation projects. Good knowledge of the role and operations of the activities of the organizations of the United Nations system for development. Ability to initiate complex dialogue and negotiation processes with ILO constituents and social partners and technical and financial partners. Ability to work proactively and independently, in a team and under pressure. Ability to perform various conceptual analyzes necessary for the development, administration and evaluation of projects.Confirmed ability to assume all responsibilities related to the position, to act with integrity and transparency while respecting social, ethical and organizational standards and to respect all commitments on time, the required costs and quality standards.
