They will work under the general direction of the UNFPA representative and the direct supervision of the Assistant Representative, and will work closely with other program staff in the UNFPA country office. They will lead the Sexual and Reproductive Health team in the country office and will work in collaboration with the Ministry of Health, regional Health Authorities, partner NGOs, UNS agencies and bilateral and multilateral donors to improve family planning, maternal health, adolescent-friendly health services, and essential reproductive health supplies.He / she provides leadership and technical support for the implementation of capacity-building work plans in the provision of quality, integrated and rights-based SRH services, Family planning, including for adolescents and youth, as well as the growing demand for informed and voluntary family planning services for women and men of reproductive age. The Program Analyst analyzes and assesses relevant political, social and economic trends, guiding and facilitating the delivery of UNFPA’s programs. You will report to the UNFPA Deputy Representative. Job Purpose: At the UNFPA country office in Honduras and in the context of the implementation of the ninth country program, it will play a vital role in the UNFPA Country Office. It will provide technical and programming support, guidance and quality advice to the reproductive health project team, ensuring construction, sharing, management, learning and development of reproductive health knowledge, as well as that of national counterparts, when necessary. You would be responsible for:Provide dedicated leadership and technical support to national efforts to expand and sustainably finance the high-quality, comprehensive national sexual and reproductive health program for all populations, even in humanitarian emergencies. TO. Results-based management  Advises the formulation of Annual Work Plans ( PATs ) and the development of activities related to the area of Reproductive Health, in technical and political aspects, in such a way as to ensure that they contribute to the products of the Country Program and that they comply with UNFPA rules and procedures. It ensures that gender and human rights issues are reflected in the formulation of all the activities of the Country Program. Streamlines and supervises the implementation of PATs related to CPD products framed in the area of “ Sexual and reproductive health services ”, ensuring that national capacities are strengthened, both centrally, regionally and locally.  Establishes collaborative relationships with partners, and other UNS agencies, facilitating the efficient and timely achievement of results and identifying training needs of the personnel involved.  Monitor the expenses and disbursements of the PATs at your expense to ensure that delivery is in line with the approved budget and knows the established delivery levels.  Of the PATs under its responsibility, it analyzes and reports on the progress of its activities, depending on the scope of the results,using UNFPA Guidelines and Instruments for Monitoring and Evaluation; collaborates with PAT staff in identifying resource constraints and deficiencies and facilitates the development of recommendations for corrective actions.  Analyze and interpret the political environment, relevant social and economic progress towards achieving universal access to sexual and reproductive health and identifies opportunities for UNFPA assistance and intervention. In terms of Sexual and Reproductive Health, ( o ) is kept up-to-date on new development policies and strategies, through the analysis of policy documents, strategic documents, national plans and development frameworks and prepares summaries and inputs for political dialogues, technical assistance coordination and development frameworks.At the end of each year, it contributes to the evaluation of the office in relation to the expected results in each product related to the SSR.  Assists in the initiatives of the Country Office for resource mobilization, preparing relevant documentation, for example, PAT summaries, conference papers, speeches, donor profiles, and participates in meetings with donors and public information events.  In collaboration with government counterparts, the Regional Office for Latin America and the Caribbean ( LACRO ), Non-Governmental Organizations ( NGO ) and other partners, contributes substantively to the formulation, implementation and evaluation of the Country Program and its PATs, in line with the Government’s priorities and in accordance with UNFPA programs, policies and procedures. Synthesizes information on UNFPA experiences and lessons in Sexual and Reproductive Health, to offer technical support and disseminate such information, including internal technical seminars, workshops and meetings and use of mass media. It promotes, facilitates and assigns data collection mechanisms to strengthen the evidence necessary to promote changes in the quality of care in the health system. B. Strategic technical support  Explore the environment and provide contributions on technical problems to the Country Representative in order to identify gaps and significant needs in the areas under his responsibility. Identify emerging problems in the area of sexual and reproductive health policies and programs, and develop evidence-based arguments,and operational strategies that enhance UNFPA’s strategic positions and related policies, frameworks and programs.  Support the development of policies, guidance frameworks, standards, instruments and tools aimed at better sexual and reproductive health for women and girls in national development frameworks, poverty reduction strategies and public investment.  Develop relevant indicators, tools and guides to achieve substantive evaluations.  Identify and provide advice on issues in the area of sexual and reproductive health, on the comparative fundamental role of UNFPA and its specific contribution to the changing development agenda. C.Promotion and partnership  Advocate and develop alliances that strengthen the national health system to provide comprehensive SRH services for all populations that are affordable, accessible and of high quality. This will include advice on strategic policies and the formation of strategic alliances for the implementation of policies at the national level.  Lead national advocacy efforts with partners and facilitate the adoption of an integrated approach to SRH, including in humanitarian emergencies. This integrated approach is complemented by a focus on issues of quality and availability of care, and improvements in the reproductive health supply security system. Lead the development of project proposals on SSSR / Input assurance in SSR / RHCS/Humanitarian and their link to build the UNFPA comprehensive portfolio of sexual and reproductive health in Honduras in association with other key actors.  Collaborate with partners, including UN agencies, NGOs and government partners to promote integrated approaches to improve reproductive and maternal health, particularly in areas such as ( i ) Improve access to contraceptives and lifeguards for maternal health medications; ( ii ) improve coverage and access of family planning methods; ( iii ) guarantee comprehensive SRH services ( Menstrual Health, prevention of STIs-HIV, Prevention of CaCU, among others ) with emphasis on adolescents and young people and the most laggards;( iv ) ensure the availability of quality emergency and routine maternal health services.  Collaborate with other UN agencies and development partners to promote and provide integrated technical support for reproductive health, maternal health, assurance of life-saving SRH inputs ( particularly with PAHO-WHO, UNAIDS, UNICEF, PSI, FP2030, IPPF, among others ) and to carry out operations research and implement the results.  Get involved with government counterparts, specifically with the Ministry of Health and its departmental regions,Finance Secretariat to ensure that Honduras has allocated sufficient funds for the SSR workforce and Reproductive Health commodities as required under Phase 3 of the global program of USP supplies ( UNFPA Supplies Partnership ).  Advocate with the government and development partners for increased and sustained funding for family planning and reproductive and maternal health programming.  Support effective communications to raise awareness of Sexual and Reproductive Rights and the assurance of life-saving SRS supplies. D.Capacity building and technical support  Provide government and non-governmental organization counterparts ( NGO ) technical assistance and advice on evidence-based approaches and strategic directions to strengthen quality of family planning and maternal health services, including in humanitarian emergencies.  Provide technical assistance to partners to ensure an effective demand for family planning, reproductive, menstrual and maternal health services, as well as reproductive health basic products.  Strengthen national capacity in contraceptive technology ( including long-term methods, LARCS )  Provide support to government counterparts for the preparation of the National Supply Plan and in the analysis and dissemination of data on the state,movement and use of PF / SR basic products.  Support to national partners to integrate family planning products, maternal health, menstrual health, HPV and Reproductive Health.  Participate in UNFPA and FP2030 technical networks on family planning while maintaining communication and feedback loops on all substantive work.  Develop partner capacity in Minimum Initial SSR Service Package as part of the country office response to humanitarian emergencies.  Provide technical assistance to the government to develop mechanisms for the strengthening and sustained financing of the health system with an emphasis on SRH. AND. Evidence and development and dissemination of knowledge  Contribute to identification,analysis and synthesis of technical knowledge and evidence-based information on family planning, reproductive and maternal health and assurance of life-saving SRS inputs.  Coordinate and technically support the implementation of various surveys / mechanisms for collecting data on Family Planning, assurance and availability of contraceptive methods, availability of inputs for menstrual products, obstetric and neonatal emergency care, initiated by the office and programs.  Help organize and actively participate in desk meetings and reviews and conduct monitoring missions to assess the progress of program implementation in the SSR component including actions substantial follow-up and appropriate administrative.  Collect,compile and share relevant data on family planning and input assurance and life-saving SR and maternal health, including those necessary to meet UNFPA donor reporting requirements.  Continuously design, monitor and analyze the implementation of substantive programs, including the preparation of work plans and budgets on the SDSR program.  Assist in conducting operational research and program evaluations, and advocate for mainstreaming results and lessons learned in updating strategies and approaches to improve the effectiveness of national program implementation and UNFPA operations. Consolidate, document and disseminate good practices in securing SRH supplies, menstrual health and maternal health. Conduct the analysis and synthesis of trends and research findings in the area of sexual and reproductive health including the prevention of unwanted pregnancy, the prevention of preventable maternal deaths, and the transmission of HPV and other STIs.  Ensure that evidence, technical knowledge and analysis of lessons learned are gathered, managed and disseminated, and to be made available for implementation in Country Program activities, in collaboration with the UNFPA and LACRO technical team.  Gather informative materials and general documentation in areas of importance to the country representative.  Other tasks that the Representative designates. Qualifications and Experience: Extensive knowledge on the operation and structure of the health system and the current health situation in Honduras and the Central American region.  Professional, work and / or academic experience in sexual and reproductive health of at least 5 years, preferably with a vulnerable population.  Experience of at least 3 years, in formulation and implementation of international technical cooperation projects on Reproductive Health issues, preferably with the United Nations System and UNFPA; knowledge of the format of the Annual Work Plans is desirable.  Experience and capacity to mobilize resources and to support policy formulation.  Excellent writing and communication skills, in Spanish. Essential experience in project development and implementation including coordination and substantive technical aspects  Experience in project monitoring and evaluation using the logical framework  Experience in the use of information financial projects, budgeting, monitoring of budget execution, preparation of financial reports of projects  Work experience with international organizations.  Desirable: knowledge of the mandate of UNFPA and the Honduras Education Cooperation Program: University professional in the health area with a degree of specialization in public health, administration and management of health, demography, public administration, or other related fields projects.
