Overview of position:
Our clients Somalia Community Stabilization Unit (CSU) encompasses community stabilization programming & environmental peacebuilding programming. Environmental Peacebuilding (EP) programming harnesses the gains made by previous stabilization programs of our client such as breaking the climate Conflict in Galmudug (Deegaan Bile Galmudug as shorthand) & stabilization support to Somalia II (Daryeel as shorthand) & aims to contribute to climate security efforts in Somalia. By creating conditions to simultaneously restore the environment & foster peace & stability, the social contract between Somali citizens & state institutions is rebuilt in an environmentally sustainable way, thereby providing a bridge to longer term development interventions.
Under its EP portfolio, our client is implementing several programs / projects across the 4 states Jubaland, Southwest state, Hirshabelle & Galmudug. These include the EU funded breaking the climate conflict cycle in Hirshabelle, Danish funded forging a greener peace in the Hirshabelle state of Somalia, FCDO funded Rapid Stabilization Support to Somalia (RSS) & several projects in the pipeline by other donors.
Under the overall supervision of Senior Program Coordinator (TRP) & Head of Sub Office & direct supervision of the Senior Program Coordinator (Community Stabilization / CS), the EP program under CSU seeks to recruit a National Program Officer (EP) WHO will be responsible & accountable for the political liaison at the federal, state, regional & district level, as well as management & coordination for the EP programs within our clients project in Somalia, based in Mogadishu.

Role objectives:
Lead & manage coordination of EP activities with government at federal, state, regional, district level to ensure that programs are launched jointly & government counterparts are informed punctual every step of the process.
Actively contribute to the development & the execution of the CS strategy for Somalia under the EP component for our client in the country in line with the national stabilization strategy & government mandates & in coordination with the CS Senior Program Coordinator & in close collaboration with other units of the mission, the regional office, national & local authorities, beneficiary communities & other relevant CS stakeholders.
Proactively identify EP program development opportunities, new thematic areas of technical intervention & strategic partnerships that would promote the expansion of the SP portfolio. Liaise effectively with government at federal, state, regional & district level to advocate for adequate funding to sustain EP program & actively contribute to proposals for funding.
Actively work to position our client as a lead in innovative, operational & technical EP programming, in accordance with institutional strengths & mandate vis a vis government, other stabilization & environment related partners in Somalia as well as with EP programs.
Lead the design process & oversee compliance of technical specifications for the implementation of the required EP infrastructure & services to guarantee quality of the output & alignment to international & national standards & donor requirements.
In coordination with Program Manager (EP), ensure a sound financial management of projects, that the budget lines are respected & monitor burn rates for the effective use of the funds.
In coordination with Program Manager (EP), the resource management unit & procurement & logistics unit, oversee all EP related procurement efforts for supplies, infrastructure & services, ensuring that the processes are transparent & in line with our client & their donor’s regulations.
Coordinate closely with Engineers, M&E, field teams, procurement & finance units to ensure timely implementation of various steps relating to the respective units within the activity cycle.
Manage & oversee field staff working on EP activities across South Central Somalia to ensure that linkages with government & communities are active & that the quality & timeliness of field activities are attained through regular team meetings, field visits, on site discussion with government & communities.
Identify & document success, lessons learnt, challenges / bottlenecks encountered in project implementation especially at field level & regarding government & community engagement working with the M&E team, as well as Program Manager (EP) to identify feasible solutions to the challenges encountered.
Together with Program Manager (EP), lead the development & adjustment of methodologies, contingency plans, approaches & standard operations procedures to respond to emerging challenges in the field through a consultative process with other relevant parties within EP team & if needed other relevant Somalia units of our client.
Undertake regular travel to target location when needed to enhance government, community & local partner ties as well as to regularly monitor progress of activities.
Perform any other duties as may be assigned.

Project reporting:
This role works under the overall supervision of Senior Program Coordinator (TRP) & Head of Sub Office & direct supervision of the Senior Program Coordinator (Community Stabilization / CS).

Key competencies:
Master’s Degree in International Relations, Environmental Sciences, Social Sciences, Humanities, Law, Economics or from an accredited academic institution with 5 years of relevant professional experience or Bachelors Degree in the same fields with 7 years of relevant professional experience.
Experience in the management of environmental peacebuilding & / or community stabilization programs in countries experiencing instability or transition in Somalia is an advantage.
Experience working with the government at a federal, state, regional, district & local level primarily with Ministry of Interior.
Experience in the design & field implementation of environmental peacebuilding & / or community stabilization activities.
Experience in the design & field implementation of innovative interventions that promote or create conditions for environmental peacebuilding including through enhancement of horizontal trust (inter & intra community), as well as vertical trust (between the local government & their constituents).
Experience on Humanitarian, Development, Peacebuilding Nexus (HDPN) programming.
Experience collaborating or coordinating with stabilization or environmental agency partnes (UN agencies, international organizations & international specialized NGOs) in Somalia.
Knowledge of UN, international organizations’ & NGOs mandates & programs in the area of environmental peacebuilding & community stabilization.
Experience in managing national staff.
Experience in local partner liaison & community engagement at field level.
Familiarity with pastoral, agro pastoral & nomadic ecologies & economies.
Thorough knowledge of rural project implementation approaches.
Experience in managing stakeholder relationships & ability to communicate with different stakeholders.
Ability to manage multiple, simultaneous & shifting demands / priorities under tight deadlines.
Understand land issues (land tenure systems, ownership & user rights) in the agriculture sector.
Demonstrable understanding of Somali regional /c ountry social issues & analysis.
Ability to collaborate within teams & cross boundaries.
Good knowledge of the UN work system & ability to work under minimum supervision & effectively with people of different national & cultural backgrounds.
Must have 7 years of relevant work experience in Africa.
Must be fluent in English & Somali.
