National Political Officer (NP1) At Organization for Security and Co-operation in Europe (OSCE)

Background:

The Political Officer reports to the Chief of Policy and Planning in the Head Office and to the Senior Political Advisor, and provides political reporting on and analysis of the evolving political situation in Bosnia and Herzegovina. The Officer also facilitates the flow of political information from the Mission’s Field Offices and State, Entity and Cantonal level bodies and institutions to the Policy and Planning Section. The Officer also maintains contacts with political actors in State institutions important to the Mission and its work, and maintains regular exchange and contact with working-level contacts in relevant domestic political organizations (political parties, foundations, interest groups, advisors within government institutions, etc).

Tasks and Responsibilities:

Under the overall supervision of the Senior Political Advisor, the successful candidate will be tasked with the following duties: 1. Actively following main political, economic and social developments in the country. Tracking the work of the State and Entity legislators, attending parliamentary sessions and sessions of other state-level institutions as required;

2. Analyzing and advising on legislation of interest to the Mission and providing the Mission’s position on these questions. Providing analysis of the political impact of legislation and identifying problematic issues related to this legislation. Informing the Chief of Policy and Planning of the main political issues and debates in areas important to the Mission’s work. Maintaining close contact with both leaders of political parties and State institutions and working level contacts as appropriate;

3. Liaising with the Mission’s field structure to ensure that political developments outside of Sarajevo are properly included in political reports and Mission planning;

4. Preparing reports, briefings and materials for briefing papers as required by the Chief of Policy and Planning; 5. Maintaining the flow of information within the Policy and Planning Section in the Head of Mission’s office and with Heads of Field Office and relevant Field Office Staff on significant political developments and areas of concern;

6. Attending events of interest for the Mission as required. Participating in Policy and Planning Section meetings and other internal meetings;

7. Delivering presentations on government structures and domestic politics at staff induction training sessions or for external visitors;

8. Performing other duties as required.

Necessary Qualifications:

  •  University degree in law, political science, international relations or similar field of study;
  •  Minimum of two years working preferably with international organizations, knowledge of administrative and political structures and affairs of Bosnia and Herzegovina and familiarity with the OSCE and other international institutions operations in BiH;
  •  Professional fluency in English and Bosnian/Croatian/Serbian languages with excellent communication (both oral and written) skills;
  •  Computer literate with practical experience using Microsoft applications;
  •  Holding a valid driving license.

Remuneration Package:

Monthly remuneration subject to social security deductions, is 3,379.75 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
