In addition, the extension of development cooperation contracts is subordinated to several conditions including: the availability of funds and the continuing need for the functions performed, in addition to satisfactory performance and conduct.

Introduction

The right to freedom of association and the effective recognition of the right to collective bargaining have been recognized as fundamental rights by the international community through the International Labor Organization ( ILO). These rights and freedoms are based on the ILO Constitution and are essential in the promotion and realization of social justice. The most visible application of respect for freedom of association and collective bargaining takes place in the national workplace when it is guaranteed to employers ‘and workers’ organizations and to all workers and employers a climate conducive to the exercise of these fundamental rights.

Mexico has ratified the Freedom of Association and Protection of the Right to Organize Convention, 1948 ( No. 87 ) and the Convention on the Right to Organize and Collective Bargaining, 1949 ( no. 98 ). Likewise, Mexico approved in 2017 and 2019, the Constitutional reform and the reform of the Federal Labor Law, respectively, laying the foundations for a new labor justice system in the country and establishing processes to guarantee the principles of freedom of association and collective bargaining aimed at ensuring the representativeness of trade union organizations, certainty in the conclusion of collective labor contracts and union democracy guaranteeing the personal, free, secret and direct vote of the workers.

Mexico is a signatory party to the Treaty between Mexico, the United States and Canada ( T-MEC ), trade agreement that includes labor provisions such as the obligation to respect in law and in practice the rights and principles contained in the ILO Declaration on the principles and rights Fundamental at work, adopted in 1998 and amended in 2022, with an emphasis on the rights to freedom of association and collective bargaining.

In this framework, the ILO is carrying out the development cooperation project called ” Initiative on Observation and Commitment to Realize the Rights of Freedom of Association and Collective Bargaining ” ( OBSERVAR ). The project provides support to the Government of Mexico in democratic processes in the workplace, in which the ILO participates as an observer, to help foster an environment of trust in the transition to a new model of labor relations in the country. The project also provides technical assistance to ILO tripartite constituents to improve understanding and practice of the rights and principles of freedom of association and collective bargaining, through training and capacity development activities.The project provides a platform for exchanging experiences among ILO tripartite constituents at the international level on good practices regarding the application of the principles of freedom of association and negotiation collective, nationally and internationally, and its links to trade agreements.

Hierarchical lines

The National Liaison and Communication Officer will be under the supervision of the Principal Technical Advisor of the project and the Director of the ILO Office for Mexico and Cuba.

Main roles and responsibilities

  •  Technically support the ILO Mexico-Cuba in the implementation and monitoring of project actions with the STPS and other key actors with a focus on ILO tripartite constituents.
  •  Provide the Advisor/a Chief Technician and senior management of the project and the Office the information necessary for the development and execution of quality information and communication products and services, punctual and widely accessible through communication and multimedia platforms. Contribute to the formulation of national communication plans in accordance with the strategic priorities established by the Regional Office and headquarters. Maintain control of the work of personnel who perform tasks related to communication and information management and guide their work.
  •  Lead the preparation of information sessions, context information, technical reports and periodic progress reports and statistical data on the status of general project activities. Represent the project in inter-agency forums and meetings, prepare briefing notes on important issues and developments, and follow up on it where appropriate.
  •  Contact technical officials and counterparts in nationally competent organizations and secretariats, government offices, constituents and other organizations, to track and speed up execution and meet goals.
  •  Provide support in the organization and execution of observation missions in different locations.
  •  Identify communication and information needs and priorities and provide technical advice to staff and stakeholders concerned on communication approaches and products that can best help convey key messages related to the project and reaching different types of public. Write briefing notes for the supervisor and disclose information among beneficiaries, partners, the office and other interested parties, if applicable.
  •  Order or be in charge of research, writing, editing and / or translation in Spanish or English of communication and information products specifically intended for specific types of public, in particular newsletters, opinion articles, special reports, fact sheets, brochures, discussion topics and speeches that convey convincing messages, based on empirical data and focused on finding solutions.
  •  Stay up-to-date on developments in applicable standards, best practices and related technologies. Keep track of documentation services and maintenance and updating of web pages, databases and content management systems for the Internet, ensuring consistency of information and compliance with applicable regulations. Share this knowledge with the project and / or partners and provide guidance.
  •  Organize press conferences, media interviews and other public information events to publicize ILO activities and results among the general public. Respond to inquiries of different kinds about the activities of the Project.
  •  Conduct polls, monitor websites and social networks and use parameters to measure and evaluate the effectiveness of communication activities and to guide and formulate future communication strategies. Prepare reports in this regard.
  •  Perform other related tasks assigned to you.

Education

Minimum: University degree in journalism, communications, public relations, international relations, social sciences or other related branches.

It will be considered as an advantage: Having knowledge of the principles on freedom of association and collective bargaining, as well as knowledge of the process of policy formulation and project implementation.

Bring solid knowledge to information management.

Experience

A minimum of two years of professional experience in communication or information management, including experience in press releases and other texts related to communication

Social media management.

The proven experience of having effectively worked with government entities in charge of policy making and with development partners will be valued.

Previous experience in the United Nations System will be considered an advantage.

Languages

Excellent command of the Spanish language and advanced command of the spoken and written English language.
