Background

I. Organizational Context

It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

In Türkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkiye (UNSDCF) (2021-2025), UN Women works towards one overarching goal “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socio-economic development towards the advancement of gender equality in Türkiye”.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

Within this context, UN Women’s Europe and Central Asia Regional Office has been organizing a regional women’s entrepreneurship Expo to foster new partnerships for the women entrepreneurs of the region since 2021. Last year, UN Women Turkiye Country Office joined in this effort by organizing a satellite event for the Women’s Entrepreneurship Expo 2022 and convened the first-ever Gender Responsive Procurement (GRP) Summit in the country on October 21, 2022 with its partners, KAGIDER, and UN Global Compact Türkiye.

UN Women’s Europe and Central Asia Regional Office is organizing the third of its Women’s Entrepreneurship Expo Series in 2023 and UN Women Turkiye Country Office is collaborating with KAGIDER and HepsiBurada to organize a new satellite event under the Regional Expo: the Gender Responsive Procurement Connections 2023. Building on the success of last year’s Summit and considering the devastating impacts of the Feb 6th earthquakes in the country, UN Women Turkiye is aiming to equip women entrepreneurs and women cooperatives that have been impacted by the earthquake with practical skills and tools they can put to immediate use, and aid their economic recovery after the devastating earthquakes. By doing so, UN Women Turkiye will support women’s economic empowerment and resilience in the disaster zone.

The event seeks to respond to the needs raised in the Earthquake Rapid Needs Assessment conducted by UN Women Turkiye Country Office in collaboration with KAGIDER, and targets to open a space where women entrepreneurs and women cooperatives of the region can find the opportunity to re-start their production operations, with the power of procurement, e-commerce and capacity building activities. The Gender Responsible Procurement (GRP) Connections 2023 is planned to take place in early November 2023 in Hatay.

The GRP Connections will have two phasesPhase I: Pre-event Gender Responsive Procurement Connections:

  •  Companies in Turkiye will be invited to place orders for their year-end employee appreciation gift packages. The UN Women Consultant will work with HepsiBurada and KAGIDER to collect these offers and coordinate the production and shipment of goods with women entrepreneurs who will be producing and supplying the gift packages to the companies before the end of the year.
  •  Women entrepreneurs (WEs) and women cooperatives (WCs) impacted by the earthquake will be reached out to and their profiles compiled in a format that will inform procurement specialists to consider buying from them. These profiles will be incorporated into the ticaretinkadinlari.com ahead of the one-day in-person event. The profiles will also guide the mentorship pairings that KAGIDER will perform after the one-day event. The profiles will include an assessment of if they can produce products to be put into the year-end gift boxes.

Phase II: A one-day in-person Connection in Hatay

  •  Women entrepreneurs and women cooperatives of the region will be brought together with the e-commerce platforms and receive practical trainings on e.g. effective online presence, marketing, branding, financial literacy etc. They will also be assisted to register on the HepsiBurada and Ticaretin Kadinlari platforms without a charge.
  •  Private sector partners and public authorities will be invited to provide information on their support schemes.

In order to support the planning, organization, coordination and reporting of this event, UN Women Turkiye Country Office is seeking to recruit a National Consultant, experienced in event management, coordination and working with entrepreneurs (ideally in and around Hatay) to provide support in planning, preparing and organizing the GRP Connections 2023. The Consultant will carry out the day-to-day communication with the women entrepreneurs and women cooperatives and write up their short-profiles. They will also lead the process of creating an “employee appreciation box” using products of the participating women. The created boxes will be procured by willing companies looking to give yearend gifts to their employees. This task will include, among others, market research, benchmarking, product and production facility assessments.

The Consultant will also be responsible for distilling the interactions with participating women and coming up with an Outcome Report that summarizes the process of enabling the procurement of “employee appreciation boxes”, the physical event in Hatay, the achievements and limitations of the connections forged through the GRP Connections 2023 and identifying the potential next steps.

Duties and Responsibilities

II. Functions

Under overall guidance of UN Women Deputy Country Director and the direct supervision of Programme Analyst, the National Consultant is being recruited to support UN Women’s Gender Responsive Procurement Connections 2023 in Turkiye and provide technical expertise in the event planning, organization, coordination and reporting.

The Consultant will be responsible for the following:

  •  Being the primary Focal Point for communications with women entrepreneurs and cooperative partners looking to take part in the event
  •  Carrying out the daily communication with the participating women (e.g. responding to their emails, clarification requests, ensuring their participation in meetings, seminars etc) in close coordination with UN Women
  •  Compiling the profiles of women entrepreneurs and women cooperatives, and documenting their product lines and production capacities
  •  Planning and conducting meetings/orientation sessions with women entrepreneurs to guide them through the “employee appreciation box” creation process
  •  Coordinating the process of creation and provision of the “employee appreciation box” to companies (incl. market research, benchmarking, product and production facility assessments) in close cooperation with UN Women partners
  •  Guiding the entrepreneurs on products and pricing of the products that will be placed in the employee appreciation box
  •  Facilitating the networking between women entrepreneurs, women cooperatives and other partners as necessary
  •  Providing professional, proactive and client-oriented event management and coordination services (incl. post-event evaluation)
  •  Conducting a pre-event walk-through assessment of the event venue
  •  Providing guidance to UN Women teams and partners in preparing the Event Checklist/ToR
  •  Preparing an Outcome Report that summarizes the event, the achievements and limitations of the connections forged through the GRP Connections 2023 and identifying the potential next steps
  •  Completion of other relevant tasks / deliverables as agreed with the supervisor

All deliverables are expected be prepared in Turkish (and translated to English as necessary by UN Women).

III. Deliverables and Payment Schedule

Duration of the assignment is from 27 September 2023 – 31 January 2024. The Consultant is expected to spend up to 45 working days on a non-consecutive basis throughout the assignment.

*The number of working days are solely provided to give the National Consultant an idea on the work to be undertaken.

All deliverables shall be received and cleared by UN Women in Türkiye. All deliverables shall be in Turkish, in electronic version.

Note: The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women in Türkiye shall be the only criteria for the Consultant’s work being completed and eligible for payment/s.

Payment Schedule: The amount paid to the Consultant shall be gross and inclusive of all associated costs such as Travel, social security, pension and income tax etc. Payments will be made upon approval of deliverables by UN Women Türkiye, along with the Certification of Payment Form (COP) on the basis of the lump-sum price of that respective deliverable and pertaining payment documents signed by the National Consultant in addition to the timesheet indicating the days allocated for the specific deliverables and approved by the responsible Programme Analyst. While the National Consultant may invest less or more than estimated number of working days for each deliverable different than the estimated working days stipulated in the table in Section III, the amount of payment to be affected to the National consultant within the scope of this Assignment will be based on the lump-sum prices of the deliverables.

If any of the deliverables stipulated in above table are not produced and delivered by the National Consultants in due time and to the satisfaction of UN Women Türkiye, no payment will be made even if the National Consultants have invested time to produce and deliver such deliverables.

During assignment’s related missions, the National Consultant may use the facilities of the office (i.e. internet access, printing, copying, local phone calls, etc.). However, s/he is expected to use his/her own personal computer.

Mandatory Training Courses: The Consultant shall complete all the mandatory and other required UN training courses and modules on time. The certificates shall be submitted to the supervisor.

  •  Experience working in the earthquake region is an asset
  •  Previous professional experience with the UN or other international organisations is an asset.

Language Requirements:

VII. Travel

The Consultant will be responsible for all travel arrangements and expenses and daily subsistence allowances associated with undertaking this assignment. All travels shall be coordinated with UN Women Türkiye Office and shall be included in the total contract amount of the Consultant.

Indicatively three domestic journeys to Hatay/Istanbul/Gaziantep are expected to take place. Each mission is expected to last one day. The financial proposal template is explanatory in this regard. The taxi fees for attending the meetings are also under the responsibility of the Consultant. In case of unforeseeable Travel exceeding the travel budget of the Consultant, such costs should be agreed upon between UN Women and the Consultant prior to the Travel, and will be reimbursed, in line with the UN Women travel policy.

In the context of the assignment, wherever possible, the meetings can be carried out through online conferencing such as Skype, Zoom, MS Teams, etc.

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. The contract will be awarded to the Consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows: p = 30 (µ/z)

An interview/written test may be used as part of the evaluation procedure.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1.Daily fee

The daily price proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2.Travel costs

The Consultant will be responsible for all travel arrangements and expenses and daily subsistence allowances associated with undertaking this assignment. All travels shall be coordinated with UN Women Türkiye Office and shall be included in the total contract amount of the Consultant.

As per UN Women guidelines; the DSA consists of accommodation (50%), breakfast (6%), lunch (12%), dinner (12%) and miscellaneous expenses (20%). The DSA fee of the Consultant should indicate the lump sum fee for accommodation, breakfast, lunch, dinner and miscellaneous expenses. The Consultant will receive reduced DSA for the items as per the percentages stated above covered within the

organization provided by UN Women. Important notice: For each night away from the duty station, the Consultant will be paid one day DSA.)
