Purpose of the activity/assignment:
Review and revise MHPSS in Education guidelines and prepare training modules based on the new guideline.
Scope of Work:
The multifaceted situation affecting all people in Myanmar has been exacerbated by the COVID‐19 pandemic and the February 2021 military takeover. Furthermore, when Cyclone Mocha made landfall in Myanmar on May 14, 2023, it was one of the strongest storms ever recorded in the country. The consequences were severe, affecting an estimated 3.4 million people across Rakhine, Chin, Sagaing, Magway, and Kachin. Multiple deaths and injuries were recorded, and severe damage to shelters and key public infrastructure such as water supply, health institutions, schools, and electricity. According to the UNOCHA 2023 HNO report, Cyclone Mocha harmed 130,000 people.
Given complicated humanitarian situations, especially the recent climate disaster that added to the country’s military takeover, the absence of psychological‐pedagogical support for Myanmar students and teachers is a severe concern. Education officials, teachers, and community leaders are aware of the possible trauma that children have experienced, but they lack the appropriate knowledge and tools to assist them. Teachers must improve their skills in diagnosing and responding to tough emotions and recognizing situations that endanger children’s emotional safety or necessitate specialized solutions. If not addressed, chronic stress in children, youth, and teachers can have a wide range of adverse health and developmental consequences, including depression and anxiety; decreased resilience and self‐efficacy; school bullying and violence; teen suicide; addiction and substance abuse; and reduced self‐confidence, empathy, and self‐regulation affecting the participation and learning of children. This consultant will assist in the following tasks to support partners in implementing MHPSS activities:
- Review the existing MHPSS training guidelines and revise them as guidelines on MHPSS in Education to use in school and community learning and wellbeing centers
- Based on revised guidelines, prepare training modules for teachers and community facilitators/educators
- Provide two ToT training to the MHPSS task force from Department of Basic Education staff members (25) and staff (25) of UNICEF IPs implementing the education program.
Duty Station: Home-based remote assignment with 10 days travel to Naypyitaw
Duration of the Contract: Around 60 days spread over a period of 4 months. Part‐time assignment with delivery based.
Description of Assignment:
Task 1: Review and revise Guideline on MHPSS in Education.
Deliverable 1: Guideline on MHPSS in Education
Timeline: Aug‐Sept 2023 (30 days)
Task 2: Prepared training modules for teachers in schools and other learning facilitators in non‐formal, informal learning and community well‐being centers.
Deliverable 2: Training modules
Timeline: Oct 2023 (15 days)
Task 3: Provide training to teachers (who are currently working in the school) as the pilot training
Deliverable 3: 25 teachers are trained.
Timeline: Nov 2023 (5 days)
Task 4: Finalize training module and provide ToT training to the Department of Basic Education’s staff (Face to Face Training)
Deliverable 4: Final training modules and trained 25 teachers
Timeline: Nov 2023 (5 days)
Task 5: Provide ToT training to learning facilitators of UNICEF Education’s IPs (Face to Face Training)
Deliverable 5: 25 learning facilitators.

To qualify as an advocate for every child you will have…
- Master’s Degree or above in Education, Social Science, or Public Health.
- A Bachelor’s degree may be accepted in lieu of a Master’s degree combined with 2 additional years of relevant professional experience.
- Minimum 5 years teaching and learning experience, developing guidelines and training modules
- A minimum 2‐3 years’ experience relevant to the MHPSS in education
- Experience of providing ToT training on MHPSS to the teachers and community educators.
- Good knowledge of issues related to girls, children with disabilities, IDPs, refugees, and other vulnerable populations
- UN/INGO experience is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
