The health and savings departments of the Ministry of Public Health and Population ( MSPP ) face various problems attributable, among others, the lack of human resources in quantity and quality which negatively impact planning, supervision, monitoring of activities and training of staff. Adding to these weaknesses, those linked to the irregularity of the institutions’ input supplies, the main obstacles to a quality service offer based on the principles of globality and equity have been identified. The Expanded Program on Vaccination ( PEV ) is not exempt from this situation.

Considering this difficulty and within the framework of the implementation of GAVI TCA-2022-23 ( Technical Country Assistance ), the UNICEF immunization program recruits a consultant to support the MSPP through the National Coordination Unit of the Vaccination Program ( UCNPV ) in the implementation of innovative strategies for promotion of equity in immunization. The consultant will be responsible for providing technical support for carrying out the planning, monitoring the operational implementation of routine activities, of the approach Reach Each Municipality ( ACC ) or Reach Every District ( RED ) and AVS, monitoring and monitoring the achievement of the expected results, in the health departments of the Far North, namely ( North, North-East, North-West, Artibonite and Center ).

For better efficiency and good collaboration with government personnel, the ( the ) consultant ( e ) e ( in a workspace in the UNICEF sub-office of Gonaïves. However, it ( it ) could be called ( e ) to join the UNICEF immunization team based in Port-au Prince for online or face-to-face work sessions.

How to make a difference?

Under the direct supervision of the immunization / NOC specialist in the UNICEF immunization program, the ( the ) consultant ( e ) e ( will work in close collaboration with the departmental teams and will assist them in planning, implementation and monitoring and evaluation of vaccination activities. It ( it ) will carry out field visits ( supervision visits / programmatic visits ) to see the implementation at operational and community levels and provide them with technical support. It ( it ) will participate in the weekly meetings of the UNICEF online immunization team for better monitoring of the implementation of the activities for which it is responsible.

To qualify you must…

  •  Higher university degree in public health ( master or doctorate ), plus a university degree in Public Health, Community Health, Pediatrics, Epidemiology.
  •  Have the proven ability to work in a multicultural environment and to establish effective harmonious relationships both inside and outside the organization
  •  Have the proven capacity for team coordination and supervision.
  •  Having the ability to work in close collaboration with government bodies
  •  Have the capacity to work in a team but also independently with a minimum of supervision
  •  Have control over Microsoft Office ( Word, Excel, Power point ) software.
  •  Minimum five-year experience in the field of vaccination and / or in the management of maternal and child health, community health at national and or international level
  •  Experience in implementing vaccination strategies
  •  Training experience and ability to organize and facilitate training and make presentations
  •  Experience in data analysis and reporting
  •  The mastery of French ( oral and written ) is required. Good practical knowledge of ( spoken and written English would be an asset.

The selected candidate is solely responsible for ensuring that the ( applicable ) visa and the medical insurance cover required to exercise the functions of the contract are valid for the entire duration of the consultation. The selected candidates are subject to confirmation of the status of full immunization coverage against SARS-CoV-2 ( Covid-19 ) with a vaccine approved by the World Health Organization ( WHO ), who must be satisfied before starting the mission. It does not apply to consultants who work remotely and are not expected to work or visit UNICEF premises, places of program delivery or interact directly with the communities with which UNICEF works, or move around to exercise functions for the’UNICEF during the term of their consultant contracts.
