I. BACKGROUND

The World Health Organization ( WHO ) is the specialized agency of the United Nations for health in the world. Its mission is to promote health, preserve global security and serve vulnerable populations. The WHO country office in Senegal implements the 13th general work program which defines vision and strategic direction and covers the period 2019-2025 and aims to contribute to the achievement of the targets of the triple billion: 1 billion additional people benefiting from universal health coverage; 1 billion additional people better protected in the face of health emergencies ; and an additional 1 billion people with better health and better well-being.The general program of work is articulated in a biennial program budget which is approved by Member States at the World Health Assembly. The first program budget covered the period 2020-2021 and the second 2022-2023 is being implemented ( 2nd year ).

The finalization of the draft of the 2020-2021 biennial report and the preparation of the 2022 annual report will allow the country to document the work and achievements of WHO in Senegal.

The report highlights the main areas in which the work of the country team contributes to the achievement of the results of the tripe billion. The report also demonstrates accountability, transparency and accountability to government, development partners, donors and is an important tool for strengthening advocacy and partnership.

The report on activities carried out by WHO must be accessible to the community, government, academics, academicians and development partners. It will be popularized through all available channels and in a fairly innovative way.

WHO is seeking to hire a dynamic and highly qualified individual consultant as a report writer to support the finalization of the 2020-2021 biennial report and the preparation of its 2022 annual report.

Finalize the 2020-2021 biennial report and prepare the full 2022 annual report of the WHO Senegal office.

IV. Consultant’s tasks and responsibilities

Under the supervision of the program administrator at WHO Senegal and WHO representative and in close collaboration with the programs, the consultant will assume the following tasks :  Propose and discuss the structure and format of the relationship with the planning, budgeting, reporting, evaluation and communication team ( presentation of the content, better use of case studies, visual elements, etc. )

 Review reference documents, including, but not limited to, WHO style guidelines, weekly, quinzomade, quarterly, biennium assessment reports, program reports, donor reports and any other document that may trace the work and achievements of WHO in the past two years

 Include results framework aspects: products, results and impact if possible including case studies

 Consult external sources as required by the planning team

 Write and edit the text of the biennial report – including tables and graphs, if necessary

ensuring the accuracy and timeliness of all content ( Number of pages to be discussed ).

 Consolidate other contributions in the annexes to the biennial report, to include financial information, partnerships and information on publications, among others

 Finalize the biennial report, integrating all program contributions and feedbacks, ensuring accuracy, clarity and consistency

V. Qualifications, Experiences, Skills and Languages

➢ Qualifications

Master in Communication, Journalism, Public Relations, Social Sciences or a Related Field

➢ Experiences

 At least 10 years of relevant professional experience

 Experience in producing results-based reports for international organizations and in drafting texts ( at least 2 samples )

 Experience in data and trend analysis.

 Work experience in a field of Results-based Management ( GAR ) is an asset.

 Experience in the production of company products

 Familiarity with United Nations and WHO reporting requirements

  •  Experiences of similar missions carried out by him, including the client concerned and especially an SNU agency, the services performed, the results obtained and the certificates of good end of mission execution.
  •  High mastery of Word and Excel applications

Languages

Excellent knowledge of French and practical knowledge of English.

VII. METHODOLOGY

The ( the ) consultant ( e ) will propose the methodology to be applied which will then be discussed and validated by the office.

The representative’s office will organize with the consultant who will be selected, a framing meeting on the good understanding of the terms of reference at the start of the mission and a meeting to return the deliverable before the production of the final document will be organized.

A final document will be prepared and submitted for validation to the office by a workshop.
