National Chief of Democratic Governance (NP3) At Organization for Security and Co-operation in Europe (OSCE)

Background:

The post is located in the Democratic Governance Section (DGS) that operates within the larger organizational structure – Human Dimension Department (HDD). The DGS consists of Head Office (HO) staff and staff located in nine Field Offices (FO) across the country. It comprises three distinct but nonetheless interconnected portfolios: political dialogue, anti-corruption, and social cohesion. It also includes a cross-cutting reporting portfolio. In general, the DGS works on safeguarding democratic and good governance principles at all authority levels, and ensuring that institutions and governments are responsive, transparent, effective, representative and accountable.

The main purpose of the job is the day-to-day management and implementation of the Democratic Governance Project of the Human Dimension programme. The incumbent is also responsible for providing advice to the Deputy Head and Head of the Human Dimension Department on programme related matters, including current trends, achievements, problems and future planning. The incumbent supervises the staff within the pillar so that their activities are incorporated into the planning and implementation of the HDD programme and to ensure that there is coherence between all project elements. The incumbent is in close contact with the other Project Managers, Heads of Field Offices and with field staff addressing democratic governance issues on the ground.

Tasks and Responsibilities:

Under the direct supervision of the Deputy Head, HDD, the successful candidate will be tasked with the following duties: 1. Providing strategic guidance and overseeing and co-ordinating the day-to-day implementation of the Democratic Governance project. This includes all activities related to the Parliamentary Assembly of BiH, Parliament of the BiH Federation, Republika Srpska National Assembly and the Brcko District Assembly of BiH, selected cantonal assemblies and municipalities, Anti-corruption bodies and institutions at all levels of BiH as well as civil society organizations; approval of work plans and scrutiny of proposals for budgetary approval; taking lead responsibility in developing, co-ordinating and evaluating governance activities aiming at achieving improvements and sustainability of good governance standards at the local, regional and higher levels of government (canton, entity and state); ensuring commonality of approach in all governance interventions, including consistency in standards to be achieved, through the development of a coherent strategy and consistent methodology; ensuring consistency and co-ordination in the development and implementation of the section’s different elements in order to guarantee that optimum impact is achieved from the human and financial resources employed;

2. Developing and maintaining relationships with parliamentary leadership at all levels and securing their support for the implementation of Section’s activities. Providing expert advice to individual MPs, Committee Chairs, Parliamentary Secretaries, and Secretariat staff members, as necessary. Ensuring that parliamentary committees and plenary sessions are monitored in accordance with directions provided by the Deputy Head and Head of the Human Dimension Department and that appropriate reports are produced;

3. Ensuring that staff of the Democratic Governance Project work as a coherent team and provides Field Officers with guidance in the field of governance. This includes regular visits to the field and establishing effective coordinating mechanisms;

4. Together with the other Project Managers, assisting the Deputy Head and the Head of the Human Dimension Department with the development and formulation of strategy through identification of lessons learnt, current trends, achievements, problems and future plans, and identify cross-cutting synergies among areas of HDD work;

5. Co-ordinating the development and implementation of the project’s budget and human resources planning. Integrating project evaluation and long-term impact assessment practices into all policy and project work;

6. Co-ordinating with international and domestic organizations active in the field of governance and development (working level), in order to prevent duplication and to ensure that the programme achieves maximum benefit from related initiatives.

Necessary Qualifications:

  •  First-level university degree in Law, Political Science, International Affairs, Public Policy
  •  A minimum of six years of professional experience in an international organization; or an NGO active in the (broad) democratic governance sector;
  •  Established understanding of the state of democratic governance in BiH strongly required;
  •  Established understanding of project management strongly required;
  •  Excellent communication, planning and organizational skills;
  •  Computer literate with practical experience in Microsoft applications;
  •  Professional fluency in English with excellent communication (both oral and written) skills and in the local language.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 4,239.42 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
