About the mission

Solidarités International (SI) first intervened in 2019 in response to Cyclone Idai. Due to the crisis in Cabo Delgado, SI conducted an assessment in Mueda in May 2021 and by July 2021 had begun implementing lifesaving activities in Mueda. SI has progressively extended its activities implementing activitiess in whole Cabo Delgado province especially in Mueda, Nangade, Muidumbe, Palma, Mocimboa da Praia districts.
In 2024, SI Mozambique focuses into integrated, multisectoral programming including Rapid Response Mechanism, WASH, Food Security Livelihoods, Non Food Items, and counts on 150 staffs and a budget of 10M euros thanks to the financial support of BHA, ECHO, SDC, CDCS, UNICEF, AERMC

In Mueda in particular, the projects are funded by BHA; SDC; CDCS; ECHO; UNICEF / wash package HP sanitation water suply in IDP setting camps / large WASH infrastructures trehabilitation/construction (from large water network supply, boreholes drilling, Rain Water Harvesting System…) / RRM interventions / contingency cholera / support to technical district authorities.

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

General objective:

The Field Coordinator is the head of base of operations for Solidarites International in Mueda, responsbile for support and programmtic functions, and ensuring the overall implementation of activities, coordinating between departments and base and coordination offices.
The Field Coordinator analyses the security situation in their particular area. He/she implements, applies and updates the organization’s safety management tools and helps define them if necessary. He/she is responsible for ensuring that his/her team complies with all security and safety regulations.
The Field Coordinator is responsible for the immediate management of any security incidents that might occur in the area where you are working.
The Field Cooridnator is also in charge of the external representation and coordination with local authorities and external partners in Mueda base area of intervention.

The main challenges:

Multiple potentially conflicting priorities with already operational delays with challenges to meet deadlines and assure timely expenditure of budgets;
Ability to attract key positions due to the remoteness of the area and perceived poor security.

Priorities for the 2/3 first months:

Ensure the launch and good implementation and monitoring of the mission’s flagship project, a large WASH Infrastructure rehabilitation of awater network benefitting 130,000 people;
Follow-up on the smooth launch of new activities under BHA top-up and new CDCS project;
Continue supporting RRM team in accessing three newly opened areas of operations, and facilitate opening more if necessary;
Support and monitor the implementation of capacity strengthening efforts especially for managers identified to move to higher position(s) in the base.

Sizing of the team :

70 staffs in total for Mueda base
Direct management: 1 MEAL Manager – 1 Admin Manager – 1 Logistics Manager – 1 WASH Infrastructure Manager – 1 WASH HP/Sanit & Shelter Manager – 1 Field Coordinator Assistant. The base also engagse a high number of community Volunteers to support the WASH activities

Education / academic background:

Bachelor degree in political science, risk analysis or other qualifications in related field

Specific skills and experience:

3-4 years experiment in the humanitarian sector
3-4 years on a similar position

Technical and Transversial Skills:

Knowledge and comfortable use of Microsoft 365 and SHarePoint;
Knowledge of support and programmatic functions and use of follow-up tools like OFUs, LFUs, APUs etc.;
External representation and leading and participating in high level meetings with authorities and partners;
Ability to conduct trainings and presentations;
Rigor and agility,autonomous, organized, ability to priorities and to work under pressure;
Capacity to ensure the startegy is well followed and the plan of action is implemented properly;
Good security management skills will be key in this sense;
Interest and great capacities in representation.

Language:

English ( written & spoken) – Mandatory
Portuguese – Desirable
Spanish – a plus if not portuguese speaker

A salaried position:
According to experience, starting from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Living conditions in Mueda are exceptionally good given the remoteness of the location. SI has invested greatly in the guesthouse and office premises, in terms of cleanliness, pest control, establishing an outdoor area with space for sports and liesure activities (volleyball, petanque, darts etc.), gardening (many crops in place, and space for more) etc. Regular travelers to and from Pemba ensure a supply of goods not found in Mueda (coffee, olive oil, certain spices etc.). Cook available, providing meals on working days for lunch and dinner. During weekends oportunities to cook or visit simple local restaurants.

Context can change quickly, while at the time of writing the situation remains calm, a strong monitoring is important. The position will be vacant after an election period, where relative calm is expected after small turbulations. Rwandese forces continue to deploy in Cabo Delgado, mainly in coastal areas. OAG movements have been at a low incidence in Mueda base’s area of operations so far, but their movements are recently being noted close in-land towards Mueda and might impact operations in the future.
