Alert International

International Alert is an international organization under British law that works in peacebuilding through research, advocacy, capacity building, inclusive dialogue, and advocacy, political and citizen participation. In his field, Alert sometimes works alone, but often in collaboration with other national and international stakeholders.

Present in Mali since 2013, International Alert operates in the regions of Segou, Mopti, Sikasso and Timbuktu.

Job objectives

The M&E Manager will work under the hierarchical supervision of the Country Director and the SPDAO technical supervision, in close collaboration with the Programme Manager. Its role will be to ensure that the programme teams are supported and will be in charge of the quality assurance component of the projects implemented by the’organisation for an effective implementation of the strategic plan country. The holder of the position will play an important role in the monitoring, the’assessment and the’learning and accountability process. The position will inevitably participate in the development of new innovative project initiatives. Using the appropriate dashboard monitoring,’ evaluation and project monitoring tools to track the’ achievement of indicators and results of different projects. The M&E Manager will assist the Program Manager in a realistic planning of projects, monitoring and’ evaluation of the progress of indicators and technical reporting (Deliver reports). The position holder will also have leadership in project evaluation in planning and reporting on programmatic performance to management.

Overall responsibility

The M&E Manager will provide technical support to all the functions of’international Alert to ensure an effective implementation of the strategic plan meeting a high quality standard.

  1. Follow-up

Take the lead in the development and implementation of’a monitoring plan to track the’ achievement of indicators, specific and global objectives of the country program.

  1. Evaluation

The M&E Manager will take the lead in the development of’project evaluation, data collection and’analysis tools in accordance with the monitoring evaluation plan, and, also it will facilitate the recruitment of consultant for evaluations set course and end of projects. He will be in charge of ensuring that each project implemented by the country programme has a’ follow-up evaluation drawn up in advance of the implementation of the project. As a result, it ensures the quality of the’intervention through the measurement of its impact and possible proposals for corrective measures to ensure programmatic efficiency.

  1. Rapporting

Produce periodic updates on the quality of the’programmatic implementation in relation to objectives and indicators.

Participate in the’ development of performance reports as well as technical program reports in accordance with donor quality requirements.

Collect and document success stories.

Propose appropriate collection and’analysis methods

  1. Management of’apprenticeship

Facilitate the collection and the’archiving of data in a qualitative way within the’organisation

S’sensure of the replication of good practices, documentation and the’use of qualitative information to improve future projects.

Specific responsibilities

S’ensure that the projects developed adhere to the programmatic project management standards of’international Alert at the global level.

Establish a basic mechanism for the management of’learning including the documentation of Baseline, Outcome, Impact and Endline.

Support the compilation and synthesis of the’information to update the monitoring matrix, the M&E plan and other monitoring tools to the needs for conservation,’operationalization, and, the development of new initiatives and organizational communication

Serve as a support desk for the’programmatic implementation and provide a performance guide for the monitoring of the strategic plan

Take the lead for all the activities of capacity building in terms of M&E the staff of the various projects including the standard training courses at’Alert or with its implementing partners.

Conduct and facilitate’learning events to capture good practices and strengthen the’ achievement of programmatic objectives

All other tasks assigned by the hierarchical supervisor

Other obligations and responsibilities

  1. Develop and set up monitoring and evaluation mechanisms that meet project requirements
  • Put in place tools for collecting qualitative and quantitative data, according to project performance plans, indicators and objectives and in close collaboration with project managers ;
  • Use new information and communication technologies to collect, analyze, and report data ;
  • Develop a database correlated with the tools put in place, for each project, which allows the effective and precise analysis of the results and changes brought about by these projects ;
  • Coordinate the collection of qualitative and quantitative data, providing technical support to’Alert field workers, community structures and partner organizations to ensure this collection ;
  • Support the development of tools for the basic, mid-term and final evaluations of projects
  • Analyze on the basis of the data collected the changes-effects made by the projects, and draw up internal monitoring/evaluation reports as well as for reporting to donors, including « case studies and success cases » ;
  • Ensure excellent collaboration with the Monitoring and Evaluation teams of other consortium members of which Alert is a member.
  1. Actively participate in the development and implementation of S&E plans by ensuring the’integration of the concept of « conflict sensitivity » and « gender sensitivity » :
  • Develop monitoring and evaluation tools to measure the degree of conflict sensitivity of key activities and the degree of gender sensitivity ;
  • Set up a tool for’ analysis, monitoring and prevention of the occurrence of events that may lead to conflicts caused by projects ;
  • Document cases that have occurred and/or cases that have been prevented during the life of projects.
  1. Consolidate and process the data collected on the ground by the field agents of’Alert and by partner organizations in a database and to draw out the results in relation to the indicators of the projects :
  • Consolidate and analyse the qualitative and quantitative data collected ;
  • Maintain up-to-date intervention data and monitor indicators of change ;
  • Collect the lessons learned and make an analysis of them during the execution of the projects by proposing appropriate strategies of’adaptation in collaboration with the manager of the portfolio of the peacebuilding and the leaders of projects.
  1. Provide technical assistance and training in monitoring and evaluation :
  • Strengthen the capacity of’Alert field agents and partners to’use of S&E tools ;
  • Ensure regular monitoring of the quality of data collected by project teams and partners ;
  • Develop a system for the classification of all reports, forms and tools for Monitoring and Evaluation ;
  • Support project evaluations, through the development of RDTs for core studies, CAP studies, final and mid-term evaluations, and, contribute to and participate in the planning of the implementation of evaluations when necessary ;
  1. Contribute to exchanges and’learning within’Alert – and with peer organizations – on S&E peacebuilding projects :
  • Support and participate in activities to share lessons learned from monitoring and evaluation with’ other’Alert programs ;
  • Actively participate in the internal meetings of’Alert/Mali and the’Africa Programme ;
  • Provide input to the ‘Frame of results’ d’International Alert, for the Mali program, and to any communication tool on Alert in Mali (brochure, publication) ;
  • Contribute to the development of methods and tools for monitoring and evaluation of’International Alert in general (outside Mali) and share lessons learned from projects with’ other’Alert programmes, including, including with the’ Design, Monitoring & Evaluation (DM&E) team in London.

Displacements

This position is based in Bamako but the/ the selected candidate(e)(e) will be required to make trips to the regions of implementation of’Alert Mali programs and may be required to make occasional international trips.

  1. Expected Profile

Essential qualifications :

  • To hold a university Master’s degree in social sciences, rural development, statistics, economics or similar field
  • Have experience d’at least 5 years in the field of monitoring and evaluation of projects in the field of cooperation, governance, international development and which shows a progression of responsibilities and competences, the, including the’ supervision of monitoring systems and evaluation of partners ;
  • Have experience in the written reporting of’project-related activities ;
  • Demonstrate a strong aptitude for drafting the reports of’analysis of’impact clear and succinct ;
  • Ability to link lower outcomes to higher outcomes across different project components, identifying variables to be tracked so that induced change can be measured ;
  • Have a command of spoken and written French ;
  • Good knowledge of’English (spoken and written) ;
  • Present thinking skills and’critical analysis ;
  • Demonstrated ability to work objectively and apolitically ;
  • Ability to handle conflicts tactfully ;
  • Be sensitive to the’approach genre ;
  • Ability to work under pressure and with autonomy while maintaining the’ethics of the’organization and maintain the quality of work ;
  • Ability to’organize your time and know how to effectively determine work priorities ;
  • Able and willing to take proactive decisions and adapt them according to the results of project monitoring ;
  • Demonstrate team working skills ;
  • Commitment to’’s approach and values, in particular regarding the needs of populations affected by conflict and respect for diversity.

Desired qualifications :

  • Hold a master’s degree in social sciences, rural development, economics or similar fields ;
  • Have at least 5 years of experience in the area of peacebuilding ;
  • Have knowledge and practical experience in applying the « conflict sensitivity approach » ;
  • Have direct experience in monitoring and evaluation of projects using a gender-based approach ;
  • Control of data analysis software ( EXCEL, SPSS, STATA, etc. ) and new technologies for data collection
  • Experience in team supervision.
