Organizational framework

The job is located in the Territorial Operational Unit ( UTO ) established in San Miguel, El Salvador.

Hierarchical dependency

The/the monitoring and follow-up analyst will work under the general supervision of the Assistant Representative ( Programs ) of FAO El Salvador and under the direct supervision of the RECLIMA Coordinator and the Territorial Sub-Coordinator for San Miguel ( UTO 2 ), performing the following functions: Field of specialization

The Monitoring and Monitoring Analyst in coordination with the Monitoring and Monitoring Specialist will be mainly in charge of designing, implement and coordinate the plan and strategy for monitoring and monitoring the RECLIMA project. Likewise, it will be in charge of ensuring that the information is compiled / uploaded and handled properly, to then systematize and disseminate all the quantitative and qualitative information related to the indicators and results that will be managed.

Tareas y responsabilidades

  •  Brindar apoyo para la implementación del plan de monitoreo, seguimiento y evaluación en campo del proyecto RECLIMA en San Miguel, La Unión, Morazán y Usulután en coordinación con el equipo coordinador, técnico y administrativo del proyecto de la Unidad Técnico-Operativa (UTO) de San Miguel, así como acompañar a las instituciones participantes y actores clave en territorio para lograr los productos y resultado del proyecto.
  •  Apoyar la implementación del plan de monitoreo, seguimiento, así como diseñar los instrumentos para la recolección de datos utilizando instrumentos/herramientas acordes con los indicadores establecidos, verificando la calidad de los datos recolectados de acuerdo con los criterios preestablecidos en el Marco Lógico del proyecto.
  •  Provide support to stakeholders and partner organizations for the implementation of the Project, in the use of data collection protocols differentiated by sex and age groups, data use strategies, reports and best practices for results-based management.
  •  Support verification of compliance with project activities in the field so that they contemplate mechanisms for measuring appropriate indicators.
  •  In collaboration with the Monitoring, Monitoring and Evaluation Specialist of the Project Management Unit ( PMU ) and the RECLIMA technical team of specialists, support in the design of the instruments/data collection tools based on the monitoring and monitoring plan and organize the data collection process according to the collection instrument.
  •  Support the PMU Monitoring and Evaluation Specialist in preparing the project POA and contribute to the priority setting process for preparing the Project’s priority matrix.
  •  Support gender-organizations and environmental safeguards specialists in the design and implementation of an M&E system that includes priority cross-cutting themes ( gender, indigenous populations, environmental safeguards ) for FAO and partners, which fulfill the commitments agreed in the framework of social and environmental management, gender and indigenous peoples action plan within the framework of FAO approaches and tools and that complements the project monitoring system.
  •  Contribute to the elaboration of terms of reference of support personnel to the specific area according to the required monitoring design and project activities to be implemented.
  •  Process data and generate reports/reports based on analysis needs and organize information according to project objectives using the different software for data recording and analysis, obtaining descriptive analysis of the field information.
  •  Prepare, together with the Specialist in Monitoring, Monitoring and Evaluation of the Project Management Unit ( PMU ) and in coordination with the UTO San Miguel deputy coordinator, the monitoring reports, quarterly, semi-annual and annual providing recommendations according to the various users, and supporting the development of the intermediate and final evaluations of the project.
  •  Alert the PMU M&E Specialist, to the UTO Subordination of San Miguel and to the RECLIMA specialist technicians of necessary corrective measures linked to resource implementation times and project logic respectively in the eastern part of the country; as well as timely reporting on the status of compliance with the logical framework indicators and compilation of verification sources
  •  Actively support reporting according to standards and guidelines adopted by FAO and donor; coordinate monthly, quarterly reports with implementation partners and partners, annual and any other that is necessary, according to the models established by the Project Management and the counterpart considering the theory of change, the logical framework, monitoring matrix, baselines, reference documents and others.
  •  Support the meetings of the Project Working Groups that are convened.
  •  Follow up on the timely application of the gender, youth and indigenous peoples approach and perspective in all project actions, as well as in registrations, data processing, plans, schedules, monitoring, planning and systematization instruments.
  •  Support and verify the quality of capture of information disaggregated by sex, age groups and feeding of the platforms established for monitoring project results and the goals defined for Project Coordination in the eastern zone.
  •  Perform other related tasks as required under the multitask approach.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional with bachelor’s level in Agricultural Sciences, Natural Resources, Social Sciences, Economics, Project Management, related careers.
  •  A minimum of three years of experience in monitoring and monitoring large-scale projects.
  •  Spanish language proficiency ( C level ) and desirable intermediate level ( B level ) of English.
  •  National of El Salvador.

  •  Experiencia en organizaciones de ayuda humanitaria o desarrollo internacional.
  •  Buen manejo de métodos y enfoques de monitoreo y seguimiento (cuantitativos, cualitativos y participativos).
  •  Habilidades fuertes utilizando MS Excel, Base de Datos y al menos un programa de software de análisis estadístico (por ejemplo: STATA, SPSS, Power BI).
  •  Diseño e implementación de sistemas de M&E, así como en desarrollo e implementación.
  •  Experiencia en el intercambio de conocimientos sobre mejores prácticas, diseño y desarrollo de personal de capacitación y facilitación de grupos focales, talleres y otras metodologías de recopilación de datos cualitativos;
  •  Excelentes habilidades de análisis y redacción de informes
  •  Capacidad para dirigir la planificación estratégica, gestión basada en resultados y para la presentación de informes.
  •  Conocimientos sobre adaptación al cambio climático, gestión de recursos naturales y gestión del riesgo de desastres.
  •  Capacidad para dirigir la formulación, ejecución, seguimiento de programas y proyectos de desarrollo y fortalecimiento
  •  institucional.
  •  Manejo avanzado de computadoras en ambiente MS Windows y Plataforma MS Office.
