Organizational framework

The Food and Agriculture Organization of the United Nations and the Government of Guatemala signed the Country Programming Framework ( MPP ) 2022 – 2025, It defines the national priorities that FAO will address through actions at the country level within the scope of its strategic frameworks. These priorities aim to guarantee FAO’s comparative advantages to contribute to the achievement of the goals established in State policy instruments such as the K’atún National Development Plan Our Guatemala 2032 ( CONADUR-SEGEPLAN, 2014 ), the National Development Priorities ( SEGEPLAN, 2016 ), the General Government Policy 2020-2024, as well as the United Nations Framework for Cooperation on Sustainable Development in Guatemala ( MC ) and Agenda 2030,contributing directly to the three Sustainable Development Goals ( ODS ) highlighted in the new FAO Strategic Framework 2022-2031: SDG1 ( end of poverty ), ODS2 ( zero hunger ) and ODS10 ( reduction of inequalities ). This agreement establishes three priority government areas to be addressed by FAO, these are: 1 ) More productive, prosperous and inclusive territories for a better life, 2 ) Food security and better nutrition, and 3 ) Resilience and better environment. These are areas that are in line with the MC and with the new FAO Strategic Framework 2022-2031, which promotes accelerating progress towards the 2030 Agenda through four improvements: better production, better nutrition, better environment and a better life without leaving anyone behind. Field of specialization

Monitoring and evaluation of projects, within the framework of the Emergency Center for Transboundary Animal Diseases program ( ECTAD ), the general orientation of the Senior Officer for Animal Health/Coordinator of the UNCTAD World Program ( NSAH ), in line with the management guidance of the program of the Emergency and Rehabilitation Officer / Head of the World Program Budget ( REA ) of the ECTAD, in close coordination and collaboration with members of the UNCTAD team in the Latin American and Caribbean region, with the technical supervision of the Animal Health Officer in the Latin American and Caribbean Region and close coordination with a leading regional and other countries project.

Tasks and responsibilities

– Ensure monitoring of the progress of project indicators, outputs and endorsements as they appear in the logical framework. – Monitor the progress of activities and project results to ensure that the planned deadlines are met. – Ensure that the results of monitoring and evaluation are effectively disseminated to all project partners, FAO regional and global unit, to guarantee the learning of lessons and the improvement of the execution of the project. – Identify monitoring and evaluation capacity development needs and facilitate capacity development for other project field staff – Participate in monitoring and evaluating project activities, in coordination and monitoring meetings.- Serve as a link and maintain relationships with the focal point for monitoring and evaluating the project in the Ministry of Agriculture, Livestock and Food ( MAGA ) to ensure an effective flow of information needs management. – Ensure the integrity and regular updating of FAO monitoring and evaluation tools ( FPMIS Quality Assurance Section ) for the project. – Periodically document the effects and impacts for the beneficiaries of the project, covering various aspects of the products and results of the project. – Facilitate a wide dissemination of the results of the project and promotional activities through various means ( press, radio and television ) in coordination with the project communicator. -Support and organize the media,at key project events to cover and report on the event, in addition to supporting coordination, preparation and logistics of the event. – Develop information and reporting products to support decision-making during the project progress review exercise and develop materials for advocacy, knowledge sharing, advocacy, as well as to communicate the results of the project. – Ensure that all project reports ( monthly, quarterly, final and others ), are collected in a timely manner and reflect the outputs and results of the project in relation to the logical framework of the project. – Facilitate the collection of data and information on the different components of the project for the preparation of reports.This includes participation and contribution to project knowledge management activities, meetings with the technical part, with the actors involved when required. – Support the consolidation of national reports in regional and global reports, in accordance with the guidelines established with the donor. Also make status reports and full reports for internal use, as well as for presentation to donors. – Supports the updated maintenance of the FPMIS with the relevant information ( insertion/reporting, budget, budget reviews, extensions ). – Support in the preparation of technical specifications and terms of reference for contracts, workshops and Letters of Agreement ( LOA ).- Suggest strategies to improve the efficiency and effectiveness of project execution by identifying bottlenecks, as well as recommending corrective actions to project management. – Promote the exchange of good practices and lessons learned in the countries with the ECTAD project at the country, regional and other regions levels. Identification of potential synergies and initiatives of the global ECTAD, as well as SUR-SUR cooperation. – Support the delivery of information and data relevant to the communication and visibility of the project. – Prepare updates and any other relevant information required by the team involved in the project at regional and global level. -Identify, with the support of the team, good practices with a gender and indigenous peoples approach when appropriate. – Promote the exchange of good practices and lessons learned in the countries with the ECTAD project at the country, regional and other regions levels. THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

– University degree in studies related to development, project evaluation, administration or public health; – Three years of relevant experience in monitoring and evaluation / knowledge management; – Three years of relevant experience in projects related to animal health, health and public health. – Practical knowledge of the Spanish language and level B ( intermediate ) of the English language ( oral and written ). – Guatemalan nationality.

Technical / functional skills

Selection criteria

– Basic knowledge of animal health, the country and aspects of health. – Training in monitoring and evaluation systems or information management; – An understanding of FAO policies and programs will be positively valued. – Familiarity with the administrative, operational and financial procedures of the United Nations will be valued.
