IMPACT Initiatives (IMPACT) is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative (REACH), which aims to improve the impact of humanitarian, recovery and development action, through quality information, coordination and capacity building of partners in the sector. IMPACT has been present in Latin America and the Caribbean (LAC) since 2019. To implement REACH activities, IMPACT works with ACTED, an international NGO whose headquarters are in Paris and is present in thirty countries. The two organizations have strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

IMPACT is currently seeking a Senior Monitoring and Evaluation Office to integrate our nascent team into the Venezuelan mission.

The senior monitoring and evaluation officer will be responsible for supporting activities related to monitoring the activities of the CONAHVE Consortium, including baseline, mid and final evaluations. You will be responsible for the planning and design, collection, analysis, quality control, data and information management, design and writing of evaluation products, collection of good practices and lessons learned and participation in internal and external meetings in accordance with IMPACT guidelines.

Functions

Planning of the evaluation (s)
• Carry out the review and analysis of the secondary data, especially related to the project, necessary to implement evaluations;
• Provide technical guidance in developing robust and appropriate forms for collecting primary data and information in complex environments.
• Lead in the preparation of materials for the technical training of pollsters and / or field personnel.
• Lead in the preparation in a sampling framework of project beneficiaries for evaluation.

Collection of primary data
• Support with the collection, processing and analysis of quantitative and qualitative data as necessary for evaluations and monitoring of the consortium’s activities.

• Provide technical assistance for the methodological design, coordination, development and documentation of surveys, interviews or focus discussion groups (GFD), as necessary, with populations in vulnerable situations.

Data management
• Lead with the cleaning and analysis of quantitative data and with the processing and analysis of data using the statistical tools (such as R) available for this purpose.
• Lead in the complete elaboration of transcripts and “ debriefings ” accurate for each and every qualitative data collection exercise (interviews and focus discussion groups).
• Qualitative data processing and analysis using the data saturation and analysis grid
• Lead in the execution of all the necessary steps to achieve a quick and complete validation of the data and information collected.

Design and writing of information products
• Contribute to the preparation of reports and information products, ensuring that they comply with the standards established by IMPACT in terms of: quality, readability, consistency, ethics and data protection and other sources.

Research and learning monitoring
• Document lessons learned related to methodological, technological and technical aspects of the evaluation, and participate in scheduled feedback meetings.
• Monitor, record and alert teams in the field of potential errors in collecting primary data and information.

External relations
• In general terms, contribute to the creation of a positive image and a general credibility of the organization and the consortium;

Confidentiality and data protection
• The senior monitoring and evaluation officer will guarantee the strictest confidentiality of all the data collected and related processes, ensuring full compliance with IMPACT’s data protection policy and standard operating procedures. It will also take active measures to prevent any information and data belonging to IMPACT and its partners from being shared without authorization, or that they are collected in the course of their assignment to IMPACT.

Every IMPACT member is responsible for ensuring that all relationships with the communities in which IMPACT and its partners work are carried out in a respectful and consultative manner. Due attention should be paid to ensuring that communities are adequately consulted and informed about the objectives of the IMPACT program, activities, beneficiary selection criteria and methodologies.

Desired profile

Requirements
• University Degree in one of the following areas: Economics, Geography, Sociology, Data Science or related careers.
• At least two years of experience in social research and use of qualitative and quantitative techniques.
• Advanced knowledge of the MS Office software package (in particular, Excel).
• Advanced knowledge of Kobo / ODK.
• Be an entrepreneur with a great capacity for independent work;
• Have good attention to detail and commitment to produce high quality results;
• Show openness to feedback and willingness to learn;
• Demonstrate interpersonal and communication skills;
• Have flexibility and adaptability to changing needs and responsibilities;
• Ability to act in a complex and unpredictable security environment;

Desirable
• Relevant work experience in humanitarian or development environments;
• Experience in developing quantitative surveys and representative sampling techniques;
• Experience in facilitating training;
• Basic level of English.
• Basic management of data visualization software (PowerBI, Tableau, and others).
• Basic management of software for the processing of quantitative data (R, STATA, SPSS or others).

Conditions
• Fees defined based on the organization’s salary table; level of education, experience and security.
• Workplace: Caracas, Venezuela with possible trips in the country and the region;
• Duration of the contract: Employment contract for the provision of services for 6 months with the possibility of renewal.
• Start date: August 2024
