Mission and objectives
UNDP works in about 170 countries and territories, helping to achieve eradication of poverty, and the reduction of inequalities and exclusion. It helps countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience to sustain development results. Present in Guinea-Bissau since the signature of the Cooperation Agreement with the Government of Guinea-Bissau on 29 June, 1975, immediately after the independence, UNDP focuses its interventions in the country in the support to democratic governance, sustainable, inclusive and resilient development, working for a future that offers equality, dignity and opportunities for all following the commitment to the 2030 Agenda for Sustainable Development. UNDP is partnering with the Government of Guinea-Bissau, local and international NGOs, the sister UN agencies, Civil Society Organizations, private sector and local communities to identify local solutions to face global and national development challenges through access to methodology, knowledge sharing, consulting and wide network of technical international cooperation.
Context
The UNDP Office in Guinea-Bissau was established in 1979. The office is guided by its extended Country Programme Document (CPD) 2022-2026, intervenes in different practice areas, including sustainable development (local economic development and employment promotion, climate change adaptation/environment) and democratic governance (justice and rule of law, elections, public administration, and decentralization, CSOs (civil Society Organizations), support to parliament). The office has over 20 active projects, with a staff over 100 people and an estimated total delivery over $20 million/year. The monitoring and evaluation function in UNDP Guinea-Bissau is based within the Programme Management Support Team (PMSU) that is also the focal point for M&E. The unit includes the Programme Specialist (Head of the Unit) and the International UNV M&E officer. The Unit is under the supervision of the Deputy Resident Representative for Programme, to whom the team members report. The UNV Monitoring & Evaluation Officer will report to the Head of PMSU. The unit contributes to strengthening UNDP Country Office Monitoring and Evaluation capacity and meeting corporate standards regarding management performance within the framework of the UNSDCF 2022-2026 and the UNDP Country Programme Document (CPD) 2022-2026.
Task description
The UN Volunteer will, under the supervision of the Head of PMSU, contribute to: Strengthen the results-based monitoring and evaluation system in the Office – Participate in the development and implementation of monitoring and evaluation plans; Contribute to the development of data collection tools for activities in the field. – Contribute to the preparation of semi-annual and annual program reviews/reports and ensure timely reporting of programme/projects. Improve national Country Office Management Performance – Participate and support the Projects Quality Assurance (PQA) exercise and ensure quality control of reports. – Contribute to maintain a good standing of the Office in the CPI (Comptroller Performance Indicators) indicators – Support projects compliance with Programme and Operations Policies and Procedures (POPP) standards. – Support the establishment of projects monitoring databases. – Contribute to the updating of the Program database (i.e., using UNDP platforms); – Ensure data quality. Support planning, monitoring and evaluation exercises under both CPD (Country Program Document) and UNSDCF (United Nations Sustainable Development Cooperation Framework) 2022-2026. – Participate in meetings of the UN Monitoring and Evaluation Group. – Participate in the development and implementation of the UNSDCF monitoring and evaluation plan. – Facilitate the availability of UNDP Program indicators to UNSDCF Outcome Groups and support in the formulation of monitoring indicators.

Required experience
3 years of experience in Areas of Expertise: a. Monitoring and evaluation b. Familiarity with project / program planning, management, monitoring and evaluation frameworks, c. Socio-economic data collection and analysis techniques. d. Interest in the UN and adaptability to a multicultural environment. At least three years of professional work experience at the national and/or international level monitoring and evaluation or project management or other relevant programmes; experience working in the UN or other international development organization is asset. Strong commitment to working for sustainable development and human rights; Excellent oral and written skills; excellent drafting, formulation, reporting skills. Accuracy and professionalism in document production and editing. Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. Sound security awareness.

Required education level
Master degree or equivalent in Monitoring and Evaluation Advanced higher degree and qualification in the areas of Economics, Development Studies, Statistics, or other related areas or a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree of professional experience, preferably in developing countries and UN are preferred.

Living conditions and remarks
Capital: Bissau; Population of Guinea-Bissau: 1.449.230 (45 % Muslims and 10% Catholic, 45% other), according to 2009 Population and Housing census. Climate: Bissau approx. 25°-30°; Rainy season from June to October. Health: The health sector is very precarious. The United Nations have their own health centre for basic health care services. Language: Official language: Portuguese; Spoken language: Creole; Working language at the United Nations: English and French. Electricity and Communications: Some areas of Bissau have electricity nearly 24 hours per day, others depend on generators. There are several internet cafes in Bissau. The country code is 245. MTN and Orange are the mobile phone companies in the country. Money/Banking: There is access to banks and to 24/7 local ATM services. Security: Although there is a certain political instability, the day-to-day life is calm. Neither the International Community nor the population of Guinea-Bissau is not affected the political instability. The UN staff members are equipped with Codan Radios (VHF) for communication with other UN staff members and UN Security Department. [Provide brief description of relevant living conditions in duty station – e.g., security situation, access and air travel, climate, cultural awareness such as dress code / alcohol use, cost of living, accommodation options, availability of food/water/electricity, medical facilities, banking facilities, communications infrastructure, etc. Guinea-Bissau provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
