The Norwegian Refugee Council (NRC) is seeking a dedicated, resilient and dynamic professional to take on the role of Monitoring, Evaluation and Learning (MEL) Manager to lead our country-level MEL strategy. This key position focuses on designing, implementing and monitoring MEL strategy, SOPs and budgets to ensure compliance and exceedance of MEL standards, supporting strategic and programmatic decision making through effective testing and learning.
RESPONSIBILITIES
What will your responsibilities be?
- Line management responsibilities for directly reporting staff. This includes the performance management process; establish clear objectives aligned with the country’s strategy and priorities, and track and support staff achievement. Additionally, responsible for key processes such as workforce planning, recruitment, staff induction, staff development and Duty of Care.
- Responsible for providing MEL technical support, guidelines and trainings across the CO , and sharing knowledge with MEL staff to ensure they meet NRC MEL standards and requirements. Also contribute to the induction of new personnel with training in NRC’s MEL processes.
- Responsible for developing the OC monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and the global MEL framework, policy and strategy.
- Lead the processes and design of the office and program monitoring, evaluation and learning systems at the country level, ensuring that learning is integrated, accurate and relevant.
- Develop specific MEL SOPs for the CO in response to contextual challenges, in accordance with NRC’s minimum MEL standards ensuring necessary resources.
- Technical input to program monitoring, evaluation and learning plans , including methodological guidance and resource planning.
- Ensure the implementation and use of global and regional MEL developments at the CO level . Also lead new technical developments to respond to the needs of MEL in the context.
- Ensure that learning moments are institutionalized in the OC , with systems in place to analyze and use monitoring and evaluation data and support the program and CMG to interpret and use the learning for strategic and programmatic decision making. This includes contributing to the development, learning and adaptation of multi-year program strategies.
- Ensure planning and quality control of all monitoring and evaluation activities throughout the PCM cycle, including technical support for Theory of Change, MEL plans, indicator reference sheets, data quality assessments and evaluation processes.
- Ensure systems/processes are in place to ensure high quality reporting in the NRC Global Outcomes and Outcomes Reporting System (GORS).
- Adherence to NRC policies, and specific responsibility for the policies and procedures of NRC MEL functions.

QUALIFICATIONS
Education and Experience Requirements
- 5 to 7 years of demonstrated experience in managing the design, execution and supervision of monitoring, evaluation and research of large or medium-sized international projects or programs.
- Higher degree in economics, research methods, social sciences or a related field
- Technical competence and prior experience in applying various program evaluation methodologies and approaches.
- Excellent analytical, communication, interpersonal, writing, collaboration, problem-solving, planning/organization, and facilitation skills;
- Advanced experience in qualitative and quantitative data analysis and tools.
- Spoken and written command of Spanish and English.
- Experience supporting MEL for one of the NRC core competencies will be an advantage
