General Objective of the position : The Monitoring, Evaluation, Accountability and Learning Manager (MEAL Manager) aims to lead, strengthen, improve and implement monitoring and evaluation systems within the DRC program.

You will be responsible for managing the MEAL team and developing the team’s capabilities, as well as ensuring that the DRC MEAL unit meets the minimum standards set by HQ.

Responsibilities:

MEAL Unit Management and Supervision

  • Lead and manage the MEAL team (including planning, performance, well-being and people development) at DRC Colombia.
  • Provide technical support to field Monitoring and Evaluation staff to ensure consistency in data collection and analysis to support program development and quality.
  • Coordination and supervision of all aspects of the Monitoring and Evaluation processes.
  • Oversee the process of needs assessments, baseline studies and impact evaluations.
  • Conduct periodic activity monitoring and field visits to monitor data collection/implementation
  • Capacity development through training, feedback, coaching of monitoring and evaluation staff and the program in data collection, monitoring and analysis.
  • Improve staff monitoring and evaluation capacity to ensure accountability, facilitate planning and strengthen service delivery.
  • Lead the development of Monitoring and Evaluation strategies and tools and ensure coordination of the contributions of the Monitoring and Evaluation teams to the country strategy, proposals and reports.

Monitoring and evaluation

  • Ensure that activities/projects are implemented in accordance with agreed strategies, objectives, principles, implementation plans and donor requirements.
  • Ensure monthly monitoring of qualitative and quantitative indicators and share progress with the SMT
  • Analyze collected data and write impact evaluation and benchmark reports
  • Continuously improve and update data collection tools so that they can be used in the particular context.
  • Review and implement the DRC Impact Assessment and Monitoring and Evaluation Framework
  • Provide technical support to program staff during the development of funding proposals, particularly logical frameworks and Monitoring and Evaluation frameworks and plans.
  • Develop and maintain a Monitoring and Evaluation system, to measure achievement and progress towards program goals and outcomes, which can be easily used in reports.
  • Ensure the quality of data collection and entry processes.
  • Manage the various databases and summary sheets to monitor the measurement of achievement and progress towards program goals and outcomes through the Monitoring and Evaluation system.
  • Provide technical support to ensure that DRC can articulate and document relevant best practices and regularly assess performance against agreed programme objectives and indicators.
  • Ensure successful implementation and sound management of databases and information systems across all program areas.
  • Assist in the management of external evaluation processes from start to finish.

External relations and representation

  • Develop and maintain strong relationships with relevant stakeholders (partner organisations, etc.) by providing advice and technical support on monitoring and learning techniques and tools as required.

Experience and technical skills

  • Minimum 5 years of related experience
  • Specific experience in humanitarian assistance programs, related to MEAL functions, at least 3 years
  • Strong knowledge of Monitoring and Evaluation principles and processes, including database management, reporting, etc.
  • Field work experience in the monitoring and evaluation of humanitarian projects;
  • Experience working in consortia and providing technical support to partner organizations
  • Proven leadership skills and competence in people management.
  • Experience working in multicultural environments.
  • Proven facilitation and training skills with diverse audiences or in interagency settings
  • Proven understanding of research methodologies and the nature of evidence that will influence key decision makers in the field.
  • Excellent handling of MS Office, especially Excel
  • Good management and administration of databases.
  • Management of information collection systems (KOBO, Survey Monkey)
  • Good knowledge of written and spoken English.

Education :

Professional in Economics, Industrial Engineering, Statistics, or a related professional field. With specialization or Master’s degree in political science, economics, statistics, international cooperation, humanitarian assistance, or other similar fields.

  • English (fluent)
