Mobile Implementing Officer (MIO) – Food security and nutrition H/F At Doctors Without Borders


Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened : mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care. The French section is present in about thirty countries.

As part of the support for field teams, we are looking for a :

Mobile Implementing Officer (MIO) – Food security and nutrition H/F

Mission :

FOOD insecurity and malnutrition are major public health issues. For several years, we are facing a worsening of the situation at the global level, and an increase in volume and quality requirements.

In 2023, 28 OCP projects are involved in malnutrition management, outpatient (16 projects, 193,000 admissions) or hospital (20 projects, 43,000 admissions).

Objectives :

  • Strengthen medical-operational support for projects combating child malnutrition.
  • Support the’organization of care with regard to the problem of undernutrition induced by the disease (medical or surgical).

Main responsibilities :

Under the supervision of the nutrition referent OCP, and functional link with the cell/coordo/terrain operations :

Support the’opening of projects

  • Ensure the reinforcement of projects for specific identified needs, for example new’activity components (e.g. PB-oedema-Family, psychosocial stimulation, strengthening of the hospital-ambulatory continuum, implementation of’a primary or secondary preventive component etc.), or when’a priority objective is identified on a field (statistical collection, patient circuit, diversion of inputs)
  • Support the’assessment of food security and the overall nutritional response
  • With the team of infectious and tropical diseases, vaccination and epidemic response and HPCE, you will participate in the development of a decentralized care model, and promote integrated care approaches.

During the field visits

  • Plan and organize all nutrition-related activities, their organizational design and sizing, as well as the associated budget, in order to effectively maintain the continuity of nutritional care at optimal levels of quality.
  • Oversee the implementation of the nutrition programme in accordance with the protocols and standards of MSF. This includes :
    • Develop business plans for outpatient patients, including,
    • Monitor the progress of patients and discuss problematic cases with nutritional assistants, and set up a reference system,
    • Verify that medical and nutritional prescriptions are being performed,
    • Verify the dissemination, knowledge and application of medical, nutritional and anthropometric protocols,
    • Supervise nursing care and hygiene conditions.
  • Ensure that all personnel using medical equipment are qualified and trained. Ensure that the cleaning and minor maintenance are carried out in accordance with the protocols. Report any malfunction to the biomedical department of the project.
  • Ensure that mothers are well informed about the operation of the center and the state and development of their child: their tasks (help with cleaning, feeding the child, etc.).
  • Supervise, in collaboration with the pharmacist and the medical referent of the project, the management of the pharmacy, ensuring the reception and storage of orders, preparing new orders if necessary, monitoring expiry dates and consumption habits to ensure rational use and ensuring that pharmacy stocks are constantly updated and above minimum levels of safety.
  • Ensure the correct recording of nutritional data (registers, nutrition factsheets, morbidity factsheets), establish weekly and monthly statistics for the outpatient department
  • Supervise, in close collaboration with human resources, recruitment processes, training, etc, and’assessment of the nutritional staff of the project to ensure both the sizing and the quality of knowledge required, to improve the skills and capabilities of the staff.

Profile sought :

Training/Experiences :

  • Nurse or Doctor
  • MSF experience at least 2 years
  • Experience of’at least 12 months on a project including a child malnutrition component
  • At least 2 field experiments on emergencies
  • Recent clinical experience in pediatrics. The patient-centered approach is essential.

Skills & Qualities required :

  • Strong interpersonal skills, team spirit, networking, knowing how to establish a good contact with your interlocutors.
  • Ability to work not only with other specialists, but also as a team with staff in the field and at headquarters.
  • Sense of organization, initiative and good communication skills.
  • Ability to convince, anticipate and plan.
  • Expertise in scientific analysis and reporting.
  • Skills in Microsoft Office.
  • Good synthesis and reporting ability.
  • Good knowledge of Excel, Word, Praxis computer tools. Know the basics of DHIS.

Languages : english and French, B2 level essential. Mastery of’other languages is an asset.

Status : 12 Months full-time CDD. Frequent travel on MSF grounds to be expected.

Conditions :

Field contract, remuneration level 10 according to the MSF field salary grid according to the’seniority and the’experience.
