Mobile Implementation Officer – Security H/F At Doctors Without Borders


Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened : mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care. The French section is present in about thirty countries.

Within the framework of’an additional’activity, we are looking for une MIO – Mobile Implementation Officer – Security.

Mission:

In October 2017, the Operations department created a MIO Security position. The· MIO works under the responsibility of the Security Focal Point. It is the mission of’ to accompany teams in the review of their security management, in connection with the local context and operations.

The’intervention of the MIO Security consists in supporting the teams on the needs that’elles have themselves identified while integrating the different departments (Opes, Med, Log, Admin) in the reflection. It will conclude with the drafting of’a plan of’action. This’action plan, reflected and worked on by the teams, will therefore be adopted and implemented by the coordination and the cell. If the request is made by the operational managers, it will also be able to help the field teams to set up standardized safety procedures. MIO Security will also promote good practices on projects within the mission and share them with other lands.

The MIO Safety also plays a key role at MSF OCP in responding to a critical incident: it prepares teams upstream in the field ; it will be possible to deploy· on the ground in coordination or in support of the field crisis unit.

Between his field assignments, the MIO Security MIO supports the Focal Point Security to work on the capitalization and dissemination of good practices and to participate in discussions on the implementation of’ operations in hazardous areas with the cells.

Main responsibilities :

The position is mainly field-based with a ratio of about 70/30’ between field and headquarters, with durations of stay between 2 weeks and 1 month per trip. Between missions, the MIO will work at headquarters in collaboration with the security focal point.

Support of teams in the field in the review of their security management

  • Prepare the terms of reference for the visits according to the objectives set by the field coordination, the desk and the direction of operations
  • Awareness of MSF staff on risk-taking and security management policy, paying particular attention to the participation of national staff
  • Safety management diagnosis, involving applied security, in the field with improvement proposal
  • Workshop animation ( stakeholder mapping, risk analysis … ) with field teams involving national staff
  • Assistance in the drafting and implementation of security policies on missions
  • Writing with field teams an action plan
  • Be in support of cells (RC, ARC, RRH and superlog) to ensure continuity of the work carried out in the field

Support the safety focal point on the preparation of MSF OCP to the response of’ critical incident :

  • Identify with the missions the target personnel
  • Coordinate with the’unity psycho-social support the implementation of module on diffusing after a critical incident
  • Organize and facilitate a workshop to respond to a critical incident in the field
  • Identify with the field teams the work axes to improve our preparation in the field
  • Assist the safety focal point on the’organisation of’ training workshop to the response of’ critical incident of headquarters staff.

To support the operations department in the implementation of’operations in hazardous areas

  • Participate in a crisis cell following’a critical incident.
  • Assure the’interim project coordinator or head of mission in hazardous areas or as a result of’a critical incident.
  • Participate in discussions on the implementation of’operations in hazardous areas with operations management and cells.

Provide advice and direct support to operations in collaboration with the SFP

  • Responsible for participating in the’ identification of’equipment dedicated to safety management, their implementation in the field and capitalization of’ experience on their use.
  • Responsible for making available to cells and grounds a set of document frames and protocols for security management and keeping them up-to-date.
  • Contributes to the preparation for the « gestion » d’major incidents, advises and accompanies in the decisions relating to the management of these situations.
  • Performs’assessment /advice /field learning missions on’analysis and management of general or specific risks (for example kidnapping).
  • On request, advises and accompanies cell managers, logistics managers and heads of mission in the’ risk analysis, development of safety guides and procedures, etc, contingency plans and reporting system.
  • Participates on a regular basis in the briefing and debriefing of teams on specific security topics.
  • In charge of the administrative management of the climb software of’incident Sindy.

Profile sought :

  • At least 12 months of’experience on 2 different humanitarian fields as coordinator (head of mission, logistics coordinator, project coordinator) are essential.
  • Previous experience in the training of’adults is an asset.
  • Experience required in the management of complex security contexts and appreciated in crisis situations. Experience at MSF headquarters in Paris is a plus.

Skills :

  • Media production.
  • Methods of’animation and’assessment of’training workshops (previous participation in the training of trainers or facilitator of trainings provided by the’S Training Unit OCP for example).

Languages : French and English B2 minimum to the’written and to the’oral.

Conditions :

CDD 1 year full time. Field contract, remuneration level 13 according to the MSF field salary grid and according to the’sancientity and’experience (from 2770€ gross monthly to 3292€ gross monthly.)

Location : 70% of the time on the intervention grounds of Médecins Sans Frontières and 30% at the headquarters ( Paris )
