ordan, like many countries in the region, faces significant vulnerabilities to climate change, compounded by its arid climate, reliance on limited natural resources, and competing government priorities due to regional instability. The country currently struggles with severe water scarcity and other climate change impacts, including rising temperatures and extreme weather events. Jordan is also becoming more susceptible to landslides and droughts. The country’s significant refugee and migrant population, combined with urbanization, strains its health system. Jordan’s current climate and health strategies could benefit from an enhanced focus on vulnerable groups’ needs and improved local implementation. Climate variability in Jordan contributes to heightened health risks, particularly through the spread of climate-sensitive diseases and the increased frequency of extreme weather events such as droughts, heat waves and flash floods. Jordan’s health sector is further strained by these climate-induced challenges, particularly in underserved and vulnerable communities, such as rural communities and mobile populations, who face heightened risks of malnutrition, waterborne diseases and heat-related illnesses. This underscores the urgent need for adaptation to climate change impacts and disaster risks.

As part of the Migration Multi-Partner Trust Fund (MMPTF)-funded joint regional programme “Harnessing Synergies between Climate Change Adaptation and Risk Reduction in Migrant-Inclusive Health System Responses”, IOM, in partnership with the World Health Organization (WHO) and the United Nations Office for Disaster Risk Reduction (UNDRR), seeks to strengthen synergies between climate change adaptation, and disaster risk reduction in Jordanian health systems. Furthermore, this project aims to highlight and support gender mainstreaming, through a human mobility lens into national public health adaptation and DRR strategies This consultancy assignment, which will be administered within the joint programme framework, entails a desk-top review by an expert to inform the identification of up to three vulnerable locations. This desk review will contribute to the identification of the areas that are most susceptible to climate-induced hazards affecting human migration patterns and provide in depth information on health vulnerabilities to be addressed within the project
The consultancy assignment also includes planning and facilitating three workshops associated with the desk reviewed to engage stakeholders in discussions. . .

Responsibilities

Tasks to be performed under this contract

Category B Consultants: Tangible and measurable outputs of the work assignment.

The consultant will be hired to conduct a comprehensive mapping of existing literature on climate change, disaster risks and health impacts in Jordan. This includes performing a desk review based on available resources and literature to identify the most vulnerable areas to the intersections of climate change impacts, disaster risks, and health risks and to provide strategic direction on the specific vulnerabilities related to the three-nexus climate change, health and human mobility. The analysis will have a strong focus on gender elements, and it shall produce specific gender recommendations for gender-sensitive programming in the selected areas.

• Develop the desk review methodology for literature review on the three nexus and attending or facilitate meetings necessary meetings with relevant stakeholders to ensure comprehensive and actionable guidelines. (by the first week)

• Provide a draft revision, analysis of gaps identified in the collected documents.

• Ensure the review includes a substantive gender analysis and elaborate to which extend gender elements are incorporated in the documents. This will be done following gender markers provided by IOM.

• Facilitate and conduct three meetings\workshops with the IOM team and key project stakeholders, including but not limited to the Ministry of Health, Ministry of Environment, Jordan Center for Disease Control JCDC, and other relevant parties.

• Ensure the inclusion of gender-disaggregated data and ensure discussions address gender-specific vulnerabilities due to climate change.

• Compile and analyze the collected data to identify the most vulnerable locations in Jordan, with a focus on the unique challenges faced by migrants and other mobile populations due to climate change, including a strong focus on gender equality.

• Share results and analyzed data for review before submitting the final report with IOM.

• Share the final report and analysis of identified the most vulnerable locations in Jordan, including gender-specific vulnerabilities and strategies for addressing these disparities.

• Workshops will be conducted in the three identified locations, to validate the findings from the desk review, targeting health practitioners, local government representatives, and community leaders.

• Develop engaging and informative materials based on the insights from the desk review report.

• Compile a comprehensive report summarizing the outcomes and key insights from the workshops, including gender-responsive actions and policies.

Performance indicators for the evaluation of results

• The analytical depth, accuracy, and strategic relevance of reports.
• Success in the identification and evaluation of vulnerable areas to climate change.
• Quality and timeliness of deliverables, adherence to the Terms of Reference, and effectiveness in achieving project objectives.
• Ability to incorporate comments from stakeholders and IOM.

Qualifications

Education

• Bachelor’s degree in environmental health, Climate Sciences, Public Health, Migration Studies, or a related field. A master’s degree in a relevant discipline is highly desirable.

Experience

• Extensive experience in desk reviews, vulnerability and adaptation assessments, climate change impact analyses, disaster risk assessments, and health impact assessments, particularly with migrant populations, and developing gender-sensitive approaches.

• Familiarity and experience with engaging governmental entities, particularly the Ministry of Health, Ministry of Environment, and other governmental institutions on climate change or health-related issues.

• Previous experience of working on climate change adaptation, public health, or disaster risk reduction projects, particularly in the context of Jordan or the Middle East.

• Proven ability to mainstream gender considerations into climate adaptation, disaster risk reduction, and public health programming, with a focus on collecting and analyzing gender disaggregated data.

• Proven ability to facilitate workshops and engage with diverse stakeholders effectively.

Skills

  • Excellent analytical, writing, and presentation skills.

Languages

  • Fluency in both oral and written English is required. Working knowledge of Arabic is highly desirable.

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
