The vacancy is located in Bogotá with trips to the project’s areas of action. The position belongs to the area of family farming and inclusive markets.

Hierarchical dependency

Under the general supervision of the FAO Representative in Colombia, the Program Officer, the technical supervision of the senior specialist in Family Farming and Inclusive Markets; and direct supervision of/the project coordinator and the senior specialist in purchases and contracts of goods and services.

Field of specialization

The missionary professional in infrastructure has the following tasks and responsibilities.

Tasks and responsibilities

  •  Present a work plan in FAO format, according to the expected products in these terms of reference.
  •  Work in a comprehensive and articulated manner with the professional specialized in infrastructure, the professionals of the DHA Pillars, transversal approaches and the socio-business, commercial, environmental and the specialized agricultural professional.
  •  Identify and consolidate the necessary information related to the establishment of productive infrastructure, planting and maintenance; construction and / or adaptation of productive infrastructure or property improvements, in the digital folders provided by the Territory Renewal Agency ( ART ), at the feasibility level, to make the proper updating and structuring of comprehensive projects with cross-cutting approaches.
  •  Make a review and update of the institutional guide for project structuring, for which you must: – Collect and review the institutional inputs of the ART for structuring projects with the establishment of productive infrastructure. – Analyze the state of the art of the ART project structuring process. – Make a socialization and validation of the update of the structuring process. – Train ART officials and allies and teams in the territory in the contents of the guide for structuring and updating.
  •  Accompany and guide the structuring of projects that contemplate the construction and / or adaptation of infrastructure, according to the nature of the territories and their dynamics, that respond to: – Prioritization of territories, initiatives, value chains and communities capable of leading them to projects structured according to the Master Structuring Plans ( PME ). – Analyze the PME instruments and portfolio of ART projects to define potential scope and partners of each project to be structured. – To agree with communities and territorial actors technical scope to define the technical scope of the projects, which incorporate planting and maintenance actions; construction and / or adaptation of productive infrastructure. – Collect information, technical inputs,territorial socio-economic characterization for the formulation and definition of project formats that contemplate the establishment of productive infrastructure, planting and maintenance; construction and / or adaptation of productive infrastructure, at the feasibility level. – Structure the preliminary documents of projects that contemplate the construction and / or adaptation of infrastructure. – Territorial validation and adjustment of projects with territorial actors. – Territorial validation and adjustment of projects with territorial actors. – Territorial validation and adjustment of projects with territorial actors.
  •  Deliver validated projects to the ART of comprehensive projects with the construction and / or adaptation of infrastructure.
  •  Accompany and guide the structuring of “Integrating projects” with construction and / or adaptation of infrastructure, depending on the nature of the prioritized territory and its dynamics, for which it must: – Complement the ART “Integrating project” strategy of projects that contemplate the construction and / or adaptation of productive infrastructure. – Analyze the territorial planning instruments, competitiveness agendas and portfolio of ART projects to define scope of the prioritized PDET area. – Guide the agreement with communities and territorial actors to define the technical scope of the “inclusive project” – Guide the collection of information, technical inputs, characterization for the formulation and definition of formats for the Integrator Project,in cases that contemplate the construction and / or adaptation of infrastructure. – Manage information and data analysis that support the structuring of the integrating project in the prioritized PDET area. – Accompanying the territorial and national validation of both the ART and the potential related partners belongs to the integrating project.
  •  Make the update of agricultural projects that contemplate the construction and / or adaptation of infrastructure for which you must: – Consolidate technical annexes and updated feasibility documents. – Carry out socialization and consultation exercises with the participating population to evaluate the implementation form ( direct by communities or FAO operation ). – Territorially validate the update of the feasibility. – Send updated feasibility documentation with prior territorial validation to ART at the national level.
  •  Support the projection of purchasing plans and mechanisms for the acquisition of goods and services by municipality, the complementary elements and equipment, the ventures with infrastructure, applying FAO purchasing requirements and procedures.
  •  Support technical reconnaissance visits to the properties to determine technical and financial viability of possible interventions and recognition of existing infrastructure.
  •  Support the revision of the designs with the corresponding architectural / structural details according to the current regulations for productive and / or rural community infrastructure that is defined during the updating processes, structuring and implementation of projects.
  •  Support the implementation of civil works projects that prioritize and determine the project with producers, and that are technically and economically viable, according to the evaluation you make from your competences.
  •  Support the implementation of the determined works in the areas prioritized by the project.
  •  Carry out the procedures before curatorship, planning and corresponding entities to obtain licenses and permits established by law for the execution of the works in the cases that apply.
  •  Make detailed budgets and amounts of work for each of the interventions that will be carried out.
  •  Support the construction of terms of reference for the execution of works when required.
  •  Review the feasibility sheets, the technical and financial evaluation of proposals for the implementation of the different community and / or productive infrastructure works.
  •  Advise and accompany the community for their effective participation in the development of the works or Interventory of works.
  •  Follow up on the administration of construction resources.
  •  Document in the work logbook and train who is appropriate to support this work, the start and end date of the work, the variations and / or authorized modifications, monthly physical and financial advances, daily controls on income and output of materials and personnel, machine-hours worked by own and rented equipment, daily parts of machines, the weekly wages invested in the work by the staff, as well as the difficulties that could affect compliance with the established schedule.
  •  Make follow-up visits to the construction site.
  •  Verify the operation of the facilities and equipment that will form an integral part of the works in accordance with the corresponding technical specifications.
  •  Develop record plans where required.
  •  Carry out the documentation process and guarantee the preparation of all the supports related to the execution of the work.
  •  Carry out an inventory of complementary needs of prioritized infrastructures.
  •  Maintain close communication and information on infrastructure actions and prepare follow-up reports, which must be presented to the coordination of the project and the professionals of territorial link of the project and through them to the other dependencies that are established and considered pertinent.
  •  Carry out its activities, in accordance with the parameters and guidelines established by FAO.
  •  The consultant must consult, study and appropriate the PROTOCOL FOR THE REPORT OF CASES OF EXPLOITATION AND ABUSE

COMMUNITY SEXUAL ( delivered by Human Management ) and report immediately, according to it, the cases that are known to it. FAO Colombia has zero tolerances for any practice of sexual exploitation and abuse.

  •  Promote the generation and dissemination of good gender practices in accordance with FAO’s gender equality policy.
  •  Draft, document and present reports of results of execution of the planned activities.
  •  Facilitate the documentation and systematization of lessons learned.
  •  Delivery of reports that account for the progress of activities, indicating the achievements obtained and the aspects to be improved in the development of the assigned activities.
  •  Timely diligence at the time of withdrawal from the organization, the charge delivery certificate and, in the event of supervisory functions, follow up on the correct delivery of the position of the personnel in charge.
  •  Any other work related to the project that was required by the general coordinator, that is related to the nature of the position.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  Professional in architecture or civil engineering.
  •  Professional experience of more than five ( 5 ) years in the audit and / or coordination of civil works.
  •  Practical knowledge of Spanish ( C level ) spoken and written.
  •  Colombian nationality.
