Mission

The MHPSS Coordinator is responsible for the design of MdM MHPSS strategy and modalities in the area of intervention, the correct implementation, monitoring, and evaluation of MHPSS activities in line with MdM quality standards. He/she also ensures the technical support, protection mainstreaming in all programs, training, and supervision of MdM and partner MHPSS teams.

Geographical scope of intervention

The position will be based in Jerusalem with frequent travels to the West Bank and Gaza Strip (when security conditions allow it), occupied Palestinian territory.

The MHPSS Coordinator will report to the Country Coordinator.

Functions

Technical support to MHPSS Program:

Ensure Assess needs and ensure technical framework coherence of MdM’s MHPSS intervention through technical supervision put in place for MdM’s staff and partners following MdM’s standards and in line with Palestinian health policies and MdM Palestine mission strategy.

Support the field team in developing and implementing relevant protocols, programs, and referral mechanisms in coordination with MedCo to ensure proper integration.

Ensure processes to monitor quality and follow-up of activities are in place and applied by MdM and partners.

Plan, coordinate, validate Information, Education and Communication (IEC) MHPSS materials to support MHPSS activities.

Ensure protection mainstreaming is integrated into MHPSS programs and activities, including GBV and other vulnerable groups targeted and considered.

Follow-up on MHPSS staff’s capacities and skills, identify development needs through the application of the MdM Palestine Supervision Framework and organize relevant training and capacity-building initiatives (directly or through external resources).

Innovations in Mental Health and Psychosocial Support:

Develop innovative tools, approaches, modalities, and interventions to enable access to MHPSS services aiming to bridge the existing gaps due to the under-developed system of MH care or protracted conflict-induced limitations (e.g.: community-based MHPSS programs, community MHPSS focal points).

Adapt existing interventions to hardly accessible areas or with no physical access to beneficiaries.

Training activities:

Develop appropriate training objectives, planning, contents, evaluation tools, and didactic materials for the interventions PM+, mh-GAP, EASE, and other WHO methodologies, Community-Based MHPSS programs, GBV, and several topic areas as defined by programmatic needs.

Identify the training needs of staff on MHPSS and GBV and organize relevant trainings (directly or through external resources).

Ensure implementation of theoretical and on-the-job training for the MHPSS team (directly, or through external resources).

Evaluate, based on the initial objectives and core competencies contemplated in the MdM Palestine Supervision Framework, the acquired capacities of the trained staff based on the set of established frames of competencies).

Ensure regular updates and maintenance of the MHPSS course/modules content on the e-Minerva platform for MHPSS technical induction – training, ensuring it remains current and aligned with program needs.

Continuously upload new materials, resources, and tools to enrich the course, incorporating feedback from users and field developments to respond to MHPSS team learning needs.

Monitor user engagement and participation, addressing any technical or content-related issues to enhance accessibility and learning outcomes.

Protection Mainstreaming and Support

Provide technical support to the Protection Officer for the design, implementation, and monitoring of protection mainstreaming strategies across MdM and local partner activities, ensuring alignment with international standards and best practices.

Collaborate closely with the Protection Officer to ensure that MHPSS and protection activities are mutually reinforcing and integrated at Medical Points, Primary Health Care (PHC) centers, and other intervention sites.

Support the adaptation and implementation of protection mainstreaming tools, protocols, and guidelines to ensure protection is embedded in MHPSS interventions, particularly in Gaza.

Collaborate with the Protection Officer and MHPSS teams to ensure timely and appropriate referral pathways for individuals requiring protection services, including those related to GBV, child protection, and safeguarding.

Work with local partners and external service providers to strengthen and expand referral networks, ensuring seamless coordination between MdM, local partners, and other service providers.

In coordination with the Protection Officer, provide capacity building and training for MdM staff and local partners on protection mainstreaming, PSEA, GBV, child protection, and safeguarding.

Collaborate with the Protection Officer to develop monitoring and evaluation frameworks for protection actions within MHPSS programs, ensuring that key indicators related to protection are tracked and that outcomes are effectively measured.

Advocacy and communication:

Contribute to the development of the communication strategy of MdM in reaching the strategic objectives of the MHPSS program.

Develop, lead, and participate in advocacy activities in line with the MHPSS advocacy strategy and plan in close collaboration with the advocacy officer.

Monitoring:

Validate the interventions proposed and monitor their effectiveness.

Follow up the MHPSS intervention implementation and ensure it is in line with the project’s timeline and quality standards.

Coordinate with Medical coordinator and Field Managers the implementation of technical support of MHPSS Referents on the bases.

Human Resources:

Participate in defining Job descriptions/ToRs for MHPSS staff, recruitment, training, and coaching MHPSS Referents and other team members as needed to build local capacities among the MdM MHPSS Team.

Follow-up, update, and revise the competency framework for MHPSS team (Supervision Framework), as part of the annual appraisal and staff review processes or based on the need aimed at monitoring technical performance.

Participate in objective setting and performance appraisal for MHPSS staff.

Follow-up on the staff-support intervention for MdM’s staff, planning necessary measures and activities to ensure MdM’s staff mental health is adequately supported in collaboration with the General Coordinator and Administrative Coordinator.

Proposal Writing and Reporting:

Contribute to the identification, design, and proposal writing of MHPSS intervention.

Provide regular technical reporting on MHPSS activities to the General Coordinator, coordination team, and technical referent in HQ in line with established technical report structure.

Contribute to donor reports by analyzing the M&E data related to MHPSS activities collected and consolidated from field implementation.

Analyze and develop impact indicators to ensure MHPSS’s results.

Ensure follow-up on technical implementation reports at the field level (e.g. training reports).

Coordination and representation

Coordinate and collaborate with public and private actors and with the international network of MDM, which intervene in the same sectoral and/or geographical areas.

Participate in the mechanisms of humanitarian coordination within the scope of its competencies, and if necessary, represent Médicos del Mundo towards institutions, organizations, and media.

Participate and be part of the International Network.

Participate in the Steering and Coordination Groups of MDM Network as required.

Risk management

Identify and assess risks in the area of responsibility and suggest mitigation measures.

Contribute to the mitigation of psychosocial risks.

Other responsibilities:

Participate in Coordination team meetings.

Represent MdM in external meetings relevant for MHPSS and GBV.

Plan and develop tools for the assessment needed to develop MdM’s program and integrated MHPSS activities.

Required qualifications

Academic background:

Psychologist or psychiatrist.

Desirable:

Master in International Cooperation and/or Humanitarian Aid and Project Management.

Complementary training in clinical work is an asset

Training in gender and gender-based violence and project cycle management are assets.

ToT WHO psychological interventions certifications (mh-GAP, PM+, EASE).

Minimum requirements

Language: Fluent English (written and spoken). Arabic is a major asset.

Computer requirements: Office pack user level.

Experience

Experience working in different cultural contexts. Knowledge of the political, social, and cultural context of Palestine is an asset.

Knowledge in public mental health, as well as integrated MHPSS intervention models in promotion/prevention and treatments at the primary health care level.

Knowledge of guidelines and principles, good practices, mental health and psychosocial support in emergency settings.

Ability and proven capacity in planning and monitoring MHPSS programs in line with the psychological and psychosocial consequences of violence, massive displacement, and prolonged – armed conflicts, including gender-based violence.

Strong oral and written skills, particularly in providing technical support for proposals, reports, and advocacy materials.
