  •  Purpose of consultancy

The consultant will be part of medical team to take care of staffs and partners deployed during emergency response

3. Background

During the recent 21st Century, the African region continues to face several humanitarian crises—such as man-made disasters, natural disasters, and major infectious disease outbreaks- and remains vulnerable.

Multiple types of crises often occur simultaneously and take a significant toll on human life and the global economy. The WHO Africa Regional Office deploys large numbers of personnel in various parts of Africa, and it is the mandate of the Staff Health and Wellbeing Services to support deployed personnel with adequate medical and psychological support while deployed in complex environments and continue to support them with all the necessary information and strategies for staff and self-care.

With the regular stressors intrinsic to the humanitarian aid work environment, the Staff Health and Wellbeing department desires to ensure that adequate assessments and medical preparedness strategies are thoroughly evaluated to ensure the personnel work and live in environments with adequate medical support to prevent extreme illness, stress and burn-out, which is crucial to sustained beneficiary support and organisational success.

This support comprises a dedicated team of medical practitioners (MedEvac Coordinator, Occupational Health Nurse, and Staff Counselor) to ensure professional and timely delivery of all Primary Health Care, Resuscitative Emergency Trauma and Medical stabilisation, CasEvacs and MedEvac, Occupational Health & Safety, and psychological care outcomes in line with standard WHO policies and procedures.

The MEDEVAC Coordinator | OHS Officer will work closely with the WHO staff, partners, and stakeholders in the region to ensure the smooth and efficient operation of the medical evacuation system. The position requires a highly skilled medical professional with emergency response and evacuation coordination experience. The successful candidate will also have a robust occupational health and safety background and excellent communication and interpersonal skills.

  •  Deliverables

The incumbent is assigned all or part of the following responsibilities, which are performed according to the needs and agenda :

  •  The Incumbent will adhere to the professional code of conduct of WHO and the International Civil Service while executing his duties within the WHO/AFRO Incidence Management System structure.
  •  Coordinate multi-agency/sectoral collaborative efforts to reduce risk from possible exposure to risks or hazardous conditions; strengthen occupational health and safety in WHO offices and places of accommodation and other high-risk work settings.
  •  Coordinate all medical evacuations and supervise the SHW team in the field by
  •  Providing capacity development on health-related issues and ensuring the delivery of appropriate training programs.
  •  Collaborate in the review of new or revised standard operating procedures.
  •  Develop, promote, disseminate, and update new guidelines and policies about occupational health and safety at the workplace within the emergency incident management system.
  •  Provide technical advice and guidance for protecting occupational health and safety in WHO-operated/led workplaces/offices, field missions, facilities, and international medical teams.
  •  Undertake occupational health and safety risk assessment of WHO-operated/led workplaces, monitor working condition-related problems, provide technical guidance for solutions, and ensure compliance with occupational health safety procedures.
  •  Support the WHO/AFRO SHW Medical services with organizational and operational delivery of Emergency Medical Response and Preparedness during ongoing and future outbreaks and emergencies.
  •  Monitoring and evaluating WHO/AFRO SHW Medical Services response to outbreaks and emergency response activities and sharing lessons learned and best practices.
  •  Design and establish briefing/training sessions and workshops in collaboration with relevant teams in the country, HQ, UN agencies and other relevant partners in occupational health within the context of safety, outbreaks, and emergencies.
  •  Provide medical consultations for health problems related to work. In case of acute illness or injury that may arise during office hours, provide advice, counseling, emergency medical care, first-aid (walk-in clinic) & coordinating medical evacuations as required.

5. Qualifications, experience, skills and languages

Educational Qualifications

Essential:

University degree in Medicine from a recognized institution.

Current unrestricted registration and license to practice medicine in the home country.

Current BLS, ACLS, PALS, and ATLS Certification

Desirable: Postgraduate training in Occupational Medicine or Primary health care, such as; family medicine or internal medicine, emergency medicine, or public health

6. Experience

Essential:

A minimum of 5 years of experience with international exposure in health services in national or multi-national Organizations in the private or public sectors.

Sufficient recent clinical experience in coordinating Medical Evacuations, Emergency Preparedness in the outbreak and epidemic response in developing countries, and supporting humanitarian emergency response field operations in conflict and resource-limited settings

Desirable:

Experience in occupational health.

Professional experience in a multicultural environment.

7. Skills/Knowledge: Essential: Excellent knowledge of Microsoft Office applications.

  •  Languages and level required (Basic/Intermediate/Expert):

Essential: Expert knowledge of English and/or French.

Desirable: Intermediate knowledge of English or French as the other language.

  •  Location

On site: On emergency field.

  •  Travel

The consultant is expected to travel.

  •  Remuneration and budget (travel costs are excluded): a. Remuneration: Band level B – USD 7,000 – 8,480 per month

b. Living expenses A living expense is payable to on-site consultants who are internationally recruited): currency and rate will be communicated depending on Duty station.
