MEAL Coordinator (National Position) At Voluntary Association for the International Service


Support the Programme Coordinator and the Head of Mission in the management and implementation of monitoring, evaluation and learning processes, activities and tools throughout the project cycle, in accordance with the monitoring, evaluation and learning plans, in order to ensure the quality and relevance of the intervention. Main Tasks:

● Support the Programme Coordinator in developing and revising the mission’s MEAL strategy, in line with AVSI standards.
● Provide relevant inputs in developing indicators and measurement tools in project proposal design and planning (logical framework, indicator definition, MEAL and accountability plans), ensuring that MEAL is an integral part of the project lifecycle and that resources are included in proposal development.
● Participate in the development, updating and implementation of participatory monitoring and evaluation tools and processes. Facilitate accurate data collection and effective reporting of monitoring information in line with agreed objectives, ensuring accountability to donors, clusters and beneficiaries.
● Follow up with the MEAL Officer on the timely implementation of surveys (baseline, endline, PDM and other surveys/exercises, etc.) in the intervention locations in accordance with the MEAL plans.
● Promote all aspects of the MEAL sector to support the creation of an organizational culture that promotes quality programming and ensures that the MEAL system is understood and supported at the mission level. Respect and promote AVSI policies and report to the Head of Mission any non-compliance with policies among teams or partners.
● Guide MEAL Officers in planning their work, developing ToRs and appropriate use of monitoring tools and support them in data analysis.
● Participate in regular meetings with the program team to monitor program implementation and adapt MEAL activities accordingly, as well as all MEAL-related activities carried out at regional and global levels.
● Conduct regular technical support visits to the field to support MEAL Officers and project teams in monitoring ongoing programs.
● Ensure that soft and hard versions (including electronic) of MEAL tools and files are properly archived, secured and easily accessible in accordance with standard mission procedures.
● Support MEAL Officers in formulating recommendations to improve activities and follow-up on recommendations.
● In collaboration with the Head of Mission and the Regional MEAL Manager, developed learning tools and promoted workshops and learning exercises with Program and MEAL teams.
● Participate in MEAL sector trainings and workshops, and represent AVSI at MEAL-related events as needed.
● Review and consider the project database at the beginning of each project.
● Support the program team in creating data collection tools, if necessary, and in the systematic analysis and collection of data for the projects.
● Develop and improve dashboards as requested by the Head of Mission and the Program team.
● Ensure regular updating of indicators in the project database and report project indicators to clusters and other stakeholders as needed.
● In collaboration with the MEAL and Accountability Officers, ensure the strengthening and development of quality MEAL activities and the establishment of effective and sustainable accountability mechanisms, including a complaints and feedback mechanism for beneficiaries, stakeholders and donors.
● In coordination with the Head of Mission systematically develop, refine, monitor, analyse and provide feedback on the Mission’s Complaints, Feedback and Response Mechanism (CFRM).
● Ensure that cross-cutting themes (gender, vulnerable categories, data protection, etc.) are respected in all MEAL activities and ensure that community engagement is carried out in an appropriate and respectful manner, managing expectations and providing a transparent beneficiary-oriented service.
● In collaboration with other MEAL team members, ensure that staff are regularly trained on the Accountability Based Approach (ABA).
● Assist in conducting complaint investigations by providing all relevant investigation documents, if necessary.
● Provide regular reports on the progress of MEAL activities. Prepare and submit quality reports ensuring that they are highly accurate, complete and well-documented.
● Support and review reports prepared by MEAL Officers by formulating recommendations for improving activities, and ensure follow-up on recommendations.
● Support the Programme Coordinator in producing high-quality analytical reports to illustrate the impact of AVSI, including evidence of good practices and replicable programmes, and ensure that they are communicated appropriately.
● Plan and supervise, in close coordination with the Human Resources department, the associated processes (recruitment, training/onboarding, assessment, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the adequacy of the workforce and the required level of knowledge, and to improve staff skills.Manage MEAL staff, monitoring and supporting them.
● Organize weekly meetings with staff members.
● Identify training needs for staff under his/her direct responsibility. Promote the use of learning systems and events in coordination with the different departments and the SMT.
● Ensure monthly planning of the MEAL team and report progress to the Head of Mission.

ESSENTIAL REQUIREMENTS

Education: University degree in Statistics, Political Science, Social Sciences (or any other relevant field) or equivalent training that includes studies related to quantitative analysis.
Professional Experience:
• Minimum of three years of experience in MEAL (Monitoring, Evaluation, Learning and Accountability).
• Experience in designing, planning and conducting quantitative surveys and qualitative research.
• Experience in implementing MEAL systems.
• Experience in supporting the writing of project proposals.
• Expertise in information management systems (knowledge and prior experience in the use of data collection, data management and statistical analysis tools) and good level of Excel skills.
• Experience in implementing beneficiary complaints and feedback mechanisms desirable.
