Design and implementation of the MEAL system of the EJM project in Morocco;- Management of the EJM project reporting system in Morocco;
- Strengthening the MEAL capacities of our local partners;
- Support to the project team in Morocco for monitoring the activities of our local partners and organizing various activities;
- Contribution to the update of the regional MEAL.Tasks to be completed:
- Design and implement the MEAL system for the EJM project in Morocco. This system must at least include a) The tools and plan for collecting and managing data and activity reports; b) the indicator monitoring table and plan; and c) the risk analysis matrix and their mitigation plans;
- Ensure the monitoring and evaluation of the EJM project in Morocco and the management of knowledge and learning;
- Support the overall planning of the project and contribute to the harmonization between the planning of activities and the expected results / indicators to be achieved;
- Ensure management of the reporting system: collect statistical and analytical information and develop narratives/summaries of activities carried out;
- Provide the necessary support to partners involved in the implementation of the project in the management of the reporting system and accountability mechanisms as well as the monitoring of indicators;
- Support the implementation and coordination/monitoring of project activities through regular and close monitoring of activities carried out on the ground by our local partners;
- Support the project team in Morocco during the planning and implementation of various activities;
- Contribute to the updating of the regional MEAL through the adaptation of the regional MEAL plan to the national context and the provision of local data in accordance with regional requirements.
- The incumbent is required to conduct these activities in accordance with the technical guidelines, planning, and budget forecasts previously validated by the project coordinator in Morocco. He or she is also required to maintain absolute confidentiality and impartiality. He or she also declares his or her willingness to assume, within reasonable limits, activities not listed above that are crucial to the implementation of the EJM project in Morocco.Deliverables:
- Working methodology with a detailed schedule for the implementation of MEAL activities in Morocco;
- Data collection, management and analysis tools;
- Indicator monitoring plan and table with a reference sheet (indicator protocol);
- Operational monitoring plan for implementing partners in Morocco
- Risk analysis matrix and risk mitigation plan;
- Monitoring report & support for local partners;
- Learning plan and a documented report of good practices and lessons learned.Duration and progress of the mission:Duration :
- The effective duration of this mission is 6 months between May 1, 2025 and October 31, 2025.Procedure:
- The recruited person will be based in Rabat with frequent travel, particularly to our implementation partners in Oujda and Casa, throughout the mission.
- She will have to travel to closely monitor the implementation of activities, corresponding to approximately 50% of her working time.
- The project partners are located in the following 3 regions: Oriental/Oujda, Rabat-Salé and Casa.Qualifications, skills and experience required :Academic qualifications:
- Hold at least a Bac+5 diploma in a field relevant to this mission (social sciences, statistics, etc.).Professional experience required:
- At least 5 years of experience in a similar position with at least 2 years in the implementation of results-based monitoring and evaluation activities in the field of child protection, education and/or training-integration;
- Experience and expertise in the design of tools for collecting and analyzing statistical information;
- Proven experience in the use of ICT in the collection and analysis of statistics and in the design and management of databases;
- Experience in monitoring and evaluating projects/actions targeting the migrant population with a good knowledge of the migrant protection ecosystem in Morocco within the framework of an international cooperation project is a major asset.Required skills:
- Understanding the themes of migration, education and support for young people for their socio-professional integration;
- Understanding the context of EJM in Morocco;
- Flexibility and organizational, coordination and management capacities;
- Very good practical knowledge of the use of information and communication technologies as well as statistical data management applications.
- Have a sense of responsibility, initiative, anticipation and autonomy in work.
- Fluency in French. Fluency in Arabic and English will be assets.
- Ability to ensure compliance with the Child Safeguarding Policy (PSE) by all Partners and their employees.
