Meal Case Study At Oxfam


Background
Oxfam has been in Jordan since the 1990s. We work with local partners in Jordan for a future where everyone can reach their full potential, especially women and young people. We provide essential humanitarian assistance to Syrian refugees as well as vulnerable Jordanians, while promoting longer term sustainable solutions to challenges facing Jordan, with a focus on Climate Justice, Economic Justice and Gender Justice.

Under the Gender Justice programme, Oxfam is part of a regional consortium implementing the Masarouna “Our pathway” programme. The Masarouna initiative follows two interlinked pathways to achieve lasting change: influencing decision makers and communities; and strengthening civic space. Both pathways are supported by a cross-cutting capacity strengthening approach, in partnership with a range of civil society actors. Global and regional partners facilitate access to funds and bring technical and thematic expertise. The project builds on Oxfam’s expertise in using a rights-based and gender responsive approach, with a strong focus on advocating for vulnerable women and young people in Jordan.

Introduction to Required Services
The state of Sexual and Reproductive Health (SRHR) is considerably impacted by socio-economic factors; educational level, employment status, familial frameworks; as well as religious and political beliefs all play a critical role in one’s relationship with SRHR. In Jordan and the MENA region, SRHR is considerably confidential and remains a taboo in most educated and uneducated communities. Though very personal, SRHR exists as a community issue, as people are hesitant to engage in discourse, fearing community-based stigmatization. As a result of the community-wide reluctance to participate and engage with SRH-related discussion, many people have developed misconceptions concerning sexual and reproductive health, negatively impacting practitioner visits and overall SRHR frameworks, in the MENA region, this translates into difficulty accessing SRH services, related information and educational content, among other challenges. Societal and state actors’ failure to provide adequate education on sexual and reproductive health is often substituted by information available online and disseminated on social media.

The primary objective of this case study is to comprehensively examine the SRHR in the eyes of Media and how SRHR related topics are perpetuated from content creators, Journalists and Media.
The study aims to evaluate how media, including social media and traditional platforms, represent SRHR issues. This includes the portrayal of topics like family planning, reproductive health education, contraception, gender equality, and rights to sexual health. And assess the influence of content creators, journalists and media on public understanding and attitudes towards SRHR. This includes exploring whether media amplifies misinformation or plays a role in education and awareness.

Scope of SERVICES
The case study will encompass the following key components:

A)Social media platforms
•Evaluate how media, including social media and traditional platforms, represent SRHR issues. This includes the portrayal of topics like family planning, reproductive health education, contraception, gender equality, and rights to sexual health.
•Have the Social media platforms content moderation policies that impede the circulation of SRHR content, posing a serious challenge to rights activists, educators, experts, and NGOs active in the sector, as well as affected individuals seeking and imparting information.

B)Policies around SRHR content
•Are the SRHR content clear on the social media platforms, having a specific policy (advertising policies), or the community guidelines and education content in its “sensitive themes”, (YouTube, Instagram, Facebook).
•Explore how media coverage of SRHR impacts policy-making, public health campaigns, and advocacy efforts. It could also examine the role of media in shaping the civic space for SRHR discussions.

C)Challenges:
•Identify challenges content creators, journalists, and Media Professionals face in covering SRHR topics, such as societal taboos, political pressure, or lack of training.

D)Enhancing media contents on SRHR:
•Propose strategies and recommendations for optimizing media platforms to enhance SRHR knowledge and behavior change among young people (YP).
•Highlight ways in which media platforms can better engage and resonate with YP to promote positive SRHR outcomes.

Deliverables & TIMEFRAME
The case study is expected to result in the following deliverables:
•Comprehensive report detailing findings from the research, analysis, and interviews.
•Presentation of key insights related to how SRHR related topics are perpetrated from content creators, journalists, and media.
•Clear recommendations for optimizing media platforms for SRHR awareness and engagement among YP in Jordan.
The case study is projected to be concluded within 14 days covering research, data collection, analysis, and report generation.

Required Qualifications

The research entity submitting a proposal for this case study should possess the following qualifications:

  • Demonstrated experience in conducting research related to sexual and reproductive health and rights, media, and youth-related issues.
  • Proficiency in data collection methods, qualitative and quantitative analysis, and the ability to synthesize findings into actionable insights.
  • Familiarity with the Jordanian context, especially concerning SRHR and media content creation and usage among young people.
  • Strong communication skills to effectively engage with stakeholders, conduct interviews, and present findings.
  • Proven ability to deliver high-quality reports and recommendations tailored to different audiences.

Submission Requirements

Technical Proposal:

  • Introduction and background
  • Detailed description of the proposed methodology, including the approach to conducting the feminist quantitative and qualitative data collection.
  • Clear and realistic timeline outlining key milestones and activities for the entire duration of the case study.

Financial Proposal:

  • Detailed breakdown of the budget, including costs associated with literature review, data collection, analysis, stakeholder consultations, and any other relevant expenses.
  • Demonstration of cost-effectiveness in relation to the proposed scope of work and deliverables.
  • Proposed payment schedule linked to the completion of specific deliverables or milestones.
  • Financial offer including all costs, in Jordanian Dinars (JOD), inclusive 5% income tax for Jordanians, and 10 % income tax for internationals.

Evaluation Criteria

Applications will be assessed according to the following criteria:

  • Financial proposal 30%: reasonable budget for the proposed goals and activities and proper budget breakdown.
  • Qualifications and competencies 20%: relevant experience of the consultant who will be conducting the assignment in Jordan.
  • Technical proposal 50%: Completeness of the proposal including: the approach, the methodology, Timeline, expected output(s).
