Management Services Officer (Administration Officer FT/NOA) At World Food Programme


ABOUT PAM

This position is based in Bujumbura and reports to the Administration and Finance Manager.

THE ROLE

Support the delivery of quality, client-focused and value-for-money administrative services that enable national/local operations staff to deliver food assistance to beneficiaries, in line with WFP strategy.

As part of the WFP Management Services Unit in Burundi, the staff will be placed under the overall direction and supervision of the Head of Unit, to support the delivery of quality, client-focused and cost-effective administrative services that enable national/field operations staff to deliver food assistance to beneficiaries, in line with WFP strategy.

Support the delivery of high-quality, client-focused and value-for-money services, within the management services portfolio, which enable WFP to deliver food assistance to beneficiaries, in line with WFP’s strategy.

KEY RESPONSIBILITIES (non-exhaustive, within delegated powers)

Under the general supervision of the Head of the Administration and Finance Unit, the National Administrator will be responsible for the following tasks:

1. Assist in the preparation of the Management Services components of WFP country strategic planning and resource planning in line with WFP country and global strategies and policies, to facilitate efficient and effective service delivery

2. Support the preparation of annual functional plans and the implementation of policies, procedures, processes, standards and systems in support of WFP’s strategic objectives.

3. Gather data and prepare basic analyses to support effective planning and decision-making.

4. Contribute to the identification of resource needs to ensure the efficiency, profitability and speed of operations and services.

5. Maintain working relationships with WFP internal and external stakeholders, other UN agencies and government entities, ensuring the exchange of relevant data and identifying areas where operational alignment and cooperation could be improved.

6. Make suggestions for improving occupational safety and health (OSH) services and facilities.

7. Support a culture of environmental sustainability by modeling actions that promote sustainability in all activities.

8. Use digital tools and applications to their full potential, collaborating with technical experts to effectively adopt innovative technologies, thereby improving operational workflows and customer service.

9. Assist in the preparation and implementation of inter-agency initiatives related to United Nations reform in order to achieve savings and improve the quality of services.

10. Support field missions by documenting issues and gaps and proposing solutions for affected services or products.

11. Support the organization and design of learning initiatives aimed at building the capacity of WFP staff and partners to improve their understanding of management services regulations, policies, procedures, processes, standards and systems.

12. Follow standard practices in emergency preparedness and response to support WFP in rapidly deploying necessary resources to affected areas.

13. Other tasks as required.

QUALIFICATIONS AND EXPERIENCE

Education :

Advanced university degree in Business Management, Public Administration, Engineering or other relevant field related to Office Management and Administration, or first university degree (Bachelor/Bachelor of Arts BAC+3) with additional years of professional experience and/or training/courses.

Language :

Proficiency (level C) in the French language and knowledge of the English language (level B).

DESIRED EXPERIENCES TO ENTER THE POSITION

– Has at least 6 years of professional experience in the field and/or training in at least several sectors of management services activity (e.g. Asset Management, Facilities, Fleet, Travel or others).

– Has experience in obtaining insights and conclusions from data, trends and performance indicators.
