Malaria Chief of Party | Kinshasa, Democratic Republic of Congo | 2024 At Chemonics


Chemonics International seeks a Chief of Party (COP) for the anticipated USAID-funded Malaria Targeted Service Delivery and Laboratory Support Mechanism Activity in the DRC. This activity aims to develop malaria control activities that will contribute to the National Malaria Strategic Plan to decrease malaria morbidity and mortality. USAID/DRC, through the U.S. President’s Malaria Initiative (PMI), aims to improve the accessibility and quality of malaria service delivery, strengthen the technical leadership of the National Malaria Control Program (NMCP), and support local surveillance monitoring and evaluation, and therapeutic efficacy studies (TES). The COP will be responsible for providing overall strategic direction and leadership for the project; managing the development of technical strategies and work plans; monitoring programmatic, financial, and administrative performance; supervising the administration of standard project operating and financial procedures; managing short- and long-term technical assistance; and maintaining effective communication with the client, the headquarters office, the public and private sectors, and other donors and cooperating agencies. This position will be based in Kinshasa, Democratic Republic of the Congo. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include:
• Provide overall direction, leadership, and management to ensure effective
implementation of the activity;
• Maintain strong and positive working relationships with clients and partners including
USAID and local governments;
• Develop and implement annual work plans and budgets that reflect the priorities of
USAID, the Ministry of Public Health, and other key stakeholders;
• Implement strategies that demonstrably improve malaria prevention, testing, and
treatment, and reduce malaria mortality and morbidity;
• Supervise senior management team, technical and administrative staff, and
subcontracting organizations;
• Identify issues and risks related to project implementation in a timely manner
and institute appropriate program adjustments;
• Coordinate with relevant stakeholders in the provision of assistance to build the capacity
and capability of national systems;
• Ensure compliance with USAID, U.S. government, and Chemonics policies, as well as
local laws, regulations, and procedures;
• Performs other duties and responsibilities as required.

Qualifications:
• Advanced degree in public health, medicine, or a related field;
• Minimum 10 years of recent, relevant development experience designing, implementing,
and managing USAID or other donor-funded health programs of similar size, scope and
complexity;
• Proven success in managing malaria programs in the DRC and/or Central Africa is
preferred;
• Proven ability to work collaboratively with the local government stakeholders,
international donors, and local partners at national and sub-national levels; track record of
building capacity of local partners;
• Demonstrated supervisory work experience including supervision of technical teams and
subcontractor partners;
• Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they
relate to project and program compliance and reporting;
• Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and
written communication skills;
• Fluency in English and French required;
• Ability to live and work in Kinshasa, Democratic Republic of the Congo, and to travel
throughout the country as required in support of the project.
