Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. Our teams are committed to supporting civilians who are victims of marginalisation and exclusion, or affected by natural disasters, wars and economic collapses, by responding to their basic needs. Our aim is to provide emergency aid to uprooted people to help them regain their dignity and self-sufficiency. The association runs an average of 200 projects per year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructure, water, sanitation, hygiene and economic recovery. PUI assists some 7 million people in 20 countries: in Africa, Asia, the Middle East, Eastern Europe, France and Latin America.

The PUI Colombia Mission has been officially operational since January 2019 and focuses on addressing the urgent needs of Venezuelan migrants and refugees, as well as vulnerable Colombians. This is expected to be achieved through a multi-sectoral and integrated program focused on health, housing, protection, food security and water, sanitation and hygiene, within programs located in Norte de Santander, Santander and Arauca.

General objective

The Logistics Manager ensures the proper implementation of an adapted and organized logistics framework, an efficient supply chain and a correctly sized supporting logistics. Supports good logistics practices and the application of PUI procedures on base, working directly with the Logistics Coordination in Bogotá. General management of the logistics team. The Logistics Manager contributes to the security management of the base. Implements the necessary actions in relation to security, protection of people, property and premises. Supports the Field Coordinator in the collection of data related to security in the PUI Coverage Area and produces the relevant documents and reports as required.

We are looking for a logistics professional (Supply Chain, Management, transport, purchasing…) with a minimum of 3 years’ experience in NGOs and Security Management or Volatile contexts. You must have knowledge in Energy, IT and mechanics, you must know how to manage and control inventories, stock, warehouse management and vehicle fleet management.

MAIN ACTIVITIES OF POSITION

ENSURE EFFICIENT LOGISTICS MANAGEMENT ;

  • Ensure ongoing and regular communication on all logistical aspects. Ensure knowledge from your area of ​​the activities carried out on the ground (visit key points) in the projects to guide the logistical requirements.
  • Know and apply the Mission Logistics Procedures Manual at the base
  • Know and apply the PUI Logistics Procedures Manual; Ensure compliance with the processes and procedures at the base
  • Ensuring quality and accountability of efficient logistics management
  • Efficient budget management, in agreement with finance

ENSURE CORRECT MANAGEMENT OF ACQUISITION PROCESSES;

  • Apply appropriate purchasing procedures for supplies, works and services, in accordance with PUI and donor regulations
  • Ensures the correct implementation of the supply chain at the base and guarantees proper execution.
  • Supervises all purchasing processes, ensuring compliance and transparency; guarantees the proper application of competitive processes.
  • Continuously analyze the local product market.
  • Organization and archiving in accordance with PUI’s physical and digital archiving policy.
  • Review of purchase files before validation by the logistics coordinator
  • Alert the logistics coordinator and the field coordinator of irregularities in the processes or difficulties reported by the base team.

MANAGE ASPECTS OF OPERATIONAL LOGISTICS

  • Supervision, monitoring and reporting of the use, maintenance and consumption of equipment, communications and team infrastructure according to standardized logistics procedures by PUI.
  • Inventory management, control and monitoring of stocks and warehouse management. Identify and update logistics needs of the office and projects.
  • Management of premises and offices
  • Efficient vehicle fleet management

REPORTS; ENSURES LOGISTICAL REPORTING WHILE RESPECTING VALIDATION DEADLINES

  • Internal: Preparation, consolidation and sending of all monthly and weekly logistics reports as requested: supplier report, purchase tracking, contract tracking, durable equipment report, telephone plan tracking, etc.
  • External; sending of the information requested by the logistics coordinator necessary for reporting to the donor.

LOGISTICS AND COORDINATION TEAM MANAGEMENT

  • Designs the overall logistics response to projects and ensures efficient logistics support in accordance with PUI procedures
  • Ensures that PUI procedures and rules are implemented in the Projects
  • Ensures that team members under their supervision have clear objectives, are aware of and apply PUI logistics procedures and regulations
  • Design the configuration of the logistics equipment necessary for the project to ensure efficient and effective support for PUI operations
  • With the support of the FIN&HR Manager, ensures that all applicable HR policies are known and applied by the logistics team
  • Ensures technical advice, through the Logistics Officer
  • Host the logistics meeting at the grassroots level, and participate in the logistics coordination meeting
  • Actively participates in the coordination of the base with the other managers and under the supervision of the Field Coordinator

SECURITY MANAGEMENT (Working with the Field Coordinator)

  • Conduct security context analysis and maintain interaction with key players in the area
  • Updating and creating the different security documents of the base, with the support of the Field Coordinator
  • Alert and share safety information to the Field Coordinator and the rest of the team
  • Participate in the implementation of logistical means (material and human) at the security level of the base and the teams on the ground
  • Participate in exploratory missions
  • Backup of the Field Coordinator in his absence
