Logistics Delegates (Different bases) – TCHAD – H/F At French Red Cross


As a major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.

At’international, the CRF intervenes in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster risk management.

As in the professions it develops and implements in France, the French Red Cross internationally places all of its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, exit from the crisis and reconstruction activities aimed at best efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their full autonomy.

Country context

Chad, landlocked country as large as 2 times France in area, shares its borders with Libya, Sudan, Central African Republic, Cameroon, Chad and Nigeria. The country has about 16.3 million’ inhabitants (estimate HNO 2020) and ranks among the poorest countries in the world (IDH adjusted to inequalities of 0.401 ; 187th out of 189 countries, UNDP, etc, 2018). Its economy is still suffering the consequences of the sharp drop in oil prices in 2014, and with the loss of’investment capacity of the’ State, its health and human indicators remain very weak.

The French Red Cross (CRF) has been active in Chad since the 1970s, and has had a permanent delegation on site since 1998. From 2001 to 2009, the first actions carried out by the CRF focused on’access to’au and sanitation in the city of N’Djamena, France, then before S’extend in 2004 to the region of the Western Logone.

Post

Under the authority of the Logistics Coordinator in the capital or the Head of the’allocation Sub-Delegation, the Logistics Delegate is responsible for :

  • The implementation of the logistics strategy at sub-delegation level,
  • The supervision of the’ logistics support team of the sub-delegation,
  • Coordination of logistical responses in relation to the strategic and operational vision of activities on the sub-delegation, and,
  • The management of supplies, the fleet of vehicles and movements, equipment /telecommunication, buildings, stocks and security.
  • Monthly logistics reporting.
  • The implementation of internal controls of’achat files in order to ensure their completeness.

Responsibilities :

  • Purchasing and Supply Management
  • Vehicle fleet management and travel supervision
  • Management of telecommunication equipment and means
  • Management of technical buildings-installations as well as stock
  • Contribute to the management of safety in its’allocation area
  • Management of personnel logistics support at sub-delegation level.

Profile :

  • Training in logistics management type business school or Bioforce
  • Level : 2 years of’experience in a position of humanitarian logistics manager.

Related to the logistics support function :

  • Good experience in procurement and procurement management
  • Good control of equipment management
  • Mastery of the’computer tool (complete autonomy on Word and Excel)
  • Editorial and’ report-making capabilities
  • Good analytical and synthetic mind
  • Experience working in a difficult security environment
  • Ability to work in a rigorous and autonomous way with initiative and a sense of responsibility
  • Ability to work under pressure

Linked to the’specific mission environment :

  • Facilities for team work. A L’aise and flexible in human relations
  • Rigor, flexibility and’adaptation ability…
  • Good knowledge or experience of the Red Cross Movement (operation, mandates etc..) would be an asset.

Goz beida : CDD 3 months

Bongor : CDD 3 months

Iriba/Tine : To be opened subject to funding, and for a contract period of 6 months.
