Doctors of the World has been present in the Democratic Republic of Congo (DRC) since 1994 and today operates in 2 provinces of the country (Kinshasa and Tanganyika) through several’urgences and development programs.

The association intervenes in Tanganyika to improve access to health care for populations affected by conflict. We are carrying out a programme of support to the Nyemba health zone in Tanganyika province, where inter-communal conflicts have led to massive population displacements and significant humanitarian needs. The objective of MdM is to reduce the morbidity and mortality of displaced and host persons, strengthening and restoring access to basic health services (providing free and quality curative and preventive care, including, improved access to a continuum of sexual and reproductive health care, rapid emergency response to epidemiological alerts).

With its sub-coordination office in Kalemie that ensures the steering and consistency of activities, MdM faces several logistical challenges, such as :

  • rehabilitation of health centres damaged or destroyed by conflict,
  • the delivery of medicines and medical inputs to areas with high logistical challenges, including,
  • the movement of medical teams at a regular frequency,
  • coordination with other humanitarian actors, health authorities and beneficiary communities.

These challenges are exacerbated by the lack of road infrastructure, the structuring of the PORT and airport’, the insecurity linked to armed groups and inter-ethnic conflicts. We must therefore adapt our means of transport to the specificities of the intervention areas.

The post

Under the hierarchical responsibility of the site coordinator, you will have the role of planning and implementing the supply and technical logistics activities on the basis of Kalemie. To this end, you will be the guarantor of the standards, protocols, and procedures MdM to facilitate the establishment of the mission and projects.

Specifically, your primary responsibilities are :

Management of medical input supplies and other program-related items

  • Verify compliance with all MdM procedures and donors in place at all stages of the’ supply chain
  • Implement an effective and documented procurement planning process in conjunction with the program and logistics teams
  • Track regular orders for base and office
  • Receiving and controlling orders from different services
  • Support and supervise the purchasing and inventory managers in their respective tasks related to the’ supply chain
  • Be the guarantor of inventory management
  • Participate in the smooth running of transport for the’base supply
  • Support the logistics coordinator for the planning of procurement, transport and supply of the base

Management of the car fleet

  • Recruit and train drivers in MdM driving rules
  • Support and supervise the charroiot officer in the planning and monitoring of movements and vehicle fleet management
  • Upgrade safety equipment in all vehicles
  • To ensure the monitoring, storage and use of spare parts and consumables of’ maintenance
  • Ensure the management of waste

Equipment & premises

  • Ensure the maintenance and safety of all MdM equipment and properties in accordance with procedures
  • Establish contracts with suppliers responsible for the maintenance of the necessary equipment
  • Classify and keep logistics service documents
  • Ensure compliance with procedures and the proper use of tools in all logistical, support and programmatic aspects
  • Be the guarantor of the quality of logistics reporting
  • Train and sensitize teams to MdM procedures and tools

Management

  • Recruit, supervise and animate the’ logistics team
  • Supervise and evaluate the national logistics staff of the base
  • Write/revise the job profiles of the’logistics team according to the evolutions of the program
  • Train the’ logistics team to standard MdM procedures
  • Develop a managerial approach that involves the transfer of skills and’ accompaniment of people on their positions

Management of communication and telecommunication systems

  • To scale the means of communication at the level of the program and the base of Tanganyika according to the possibilities and constraints related to the field
  • Ensure the proper functioning and use of communication equipment and compliance with communication procedures and protocols in connection with the logistics coordinator
  • Train the staffs of the mission to the proper use and maintenance of communication and telecommunication equipment

Management and monitoring of computer park

  • Ensure the sizing of the computer park according to the needs of the program and the base of Tanganyika, its maintenance and its proper use
  • Accompany departments in the implementation of’a backup and file sharing strategy through the tools made available by the’organisation

Management of specific tasks

  • Supervise the logistics manager in its construction/rehabilitation tasks as well as the’ supply of approved equipment
  • Guarantee that the works respect the deadlines of’ execution
  • Monitor and report on logistics activities
  • Participate in the various inter-NGO logistics and security coordination meetings at the level of Tanganyika
  • Draft terms of reference and logistical reports in case of exploratory missions
  • Participate in the drafting of donor reports as well as monthly reports
  • Participates in the preparation and implementation of the rapid responses on the logistical aspects

Security

  • Support the site coordinator, in conjunction with the logistics coordinator, on the update of the security plan
  • Participate in the security watches at the level of the zone of intervention’ and in other zones having an impact on the province, in connection with the coordinator site
  • Ensure the understanding and application of the security rules in place for the international and national staff of the base or on mission on the base
  • Guaranteeing the safety and security of MdM buildings
  • Be the guarantor of the proper functioning and use of the equipment related to safety
  • Writing and updating the roadbook

Profile sought

  • Logistics training bac level or equivalent BAC+2/+3 level
  • Minimum 1 year experience in a similar position in the humanitarian field.
  • Significant experience in’achats procedures of humanitarian donors, in procurement, stock management and vehicle fleets.
  • Experience in launching emergency project and basic’opening.
  • Experience in management of’teams and training.
  • Experience in security management in a volatile security environment.
  • Excellent capacities of’organization,’anticipation and coordination.
  • Ability to work at a sustained pace and within deadlines.
  • Rigor and autonomy.
  • Ability to work in a team and in a multicultural and multidisciplinary environment.
  • Mastery of the Office Pack.
  • Excellent command of French in writing and oral.
  • You adhere to the values and militant positioning of Doctors of the World

Employment conditions

  • Status: employee
  • Fixed term contract
  • Open from 15 July 2024 until 30 June 2025
  • Gross monthly salary of 2991 euros
  • Equivalent 13th month paid in 2 times – from 6 months of’seniority of actual work
  • ’expatriation premium of 10% of gross salary per month
  • Support for transport (home – mission), visas, vaccines
  • Accommodation in a collective house
  • 22.5 RTT /year
  • 5 Weeks paid leave /year
  • Mutual (60% participation of MdM and 40% of the employee)
  • Insurance (repatriation.).
