Organizational Setting

The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. REU also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Background

The Regional Office for Europe and Central Asia (REU) focuses on addressing challenges in Livestock Production and is seeking technical specialists to form a pool of experts. These experts will specialize in livestock production, animal breeding and selection, animal nutrition, feed production, dairy production and milk hygiene, and Farmers Field Schools. The selected candidates will be engaged for short, medium and long-term assignments to cater to the specific needs of countries and regions in the area. The aim is to develop a diverse team of specialists capable of tackling the multifaceted aspects of livestock production and its associated challenges effectively. The selected specialists will contribute to the advancement and improvement of Livestock Production in Europe and Central Asia, ensuring sustainable and productive agricultural practices.

Reporting Lines

Technical specialists will work under the overall supervision of the FAO Assistant Director-General and Regional Representative for Europe and Central Asia, the direct supervision of FAO REU Senior Animal Production and Health Officer and in close coordination with International Specialists. The specialists may be engaged on a short or long-term basis for the specific needs of the technical team in the area of Livestock Production.

Technical knowledge in the area of livestock production.

Tasks and responsibilities

Consultant/PSA shall possess the expertise to conduct some of the following tasks:

  •  Coordinate the establishment of FFS groups in the assigned area.
  •  Training the trainers and FFS facilitators in delivering training sessions.
  •  Develop and implement a monitoring and evaluation system to assess the effectiveness of FFS facilitators and trainers.
  •  Identify training needs of project beneficiaries and develop customized training plans to meet those needs.
  •  Provide technical support and coaching to FFS facilitators and trainers.
  •  Support local staff in the identification and recruitment of farmers for FFS groups in pilot areas.
  •  Facilitate the development and implementation of farmer-led action plans based on FFS activities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  •  University degree in Veterinary medicine or Master’s degree in Agriculture with specialization in Livestock Production or Animal Science, Agricultural Extension or similar field;
  •  Minimum 5 years of relevant experience
  •  Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian. (for PSA it can be required only one language)

Technical/Functional Skills

  •  Track record experience in developing manuals, curriculums and materials for Farmers Field Schools approach
  •  Experience in multi-stakeholders coordination, communication and collaboration
  •  Ability and experience in farmers’ field schools on livestock production and on farm technologies specialized on livestock production.
  •  Skills in report writing, trainings and compilation of reports
  •  Proficient in planning and conducting ToTs
  •  Ability to work in multi-disciplinary and multi-cultural teams is essential.
