Livelihood & Food Security Project Manager Burkina Faso Fada N’Gourma At Norwegian Refugee Council


Context

Burkina Faso is going through a humanitarian crisis exacerbated by the’ insecurity and the impacts related to climate change. Indeed, some localities in regions with high security challenges are difficult to access and are only supplied by air or by land convoys under military escort. Despite substantial response efforts by the Government and partners, the humanitarian situation has not improved sufficiently to reduce the vulnerability and needs of the affected populations. Based on the results of the March 2024 integrated food security phase classification framework (CPI), in the projected period (june-july-august), more than 2.7 million people would require immediate food assistance.

The Norwegian Council for Refugees (NRC) is an independent humanitarian organization present in Burkina Faso since 2019 to support the government’s efforts to provide a humanitarian response to victims of displacement. It works to save lives, alleviate suffering and preserve human dignity during and after crises. It is also committed to the humanitarian principles of’humanity,’impartiality, neutrality and’independence. NRC’s humanitarian interventions are based on its programming expertise in core competencies such as protection from violence, shelter and essential household items (MEAs), and, education, water, hygiene and sanitation (WASH), livelihoods and food security (LFS), as well as information, education and,counselling and legal assistance (ICLA) for displaced persons as well as vulnerable host communities.

NRC Burkina is looking for a Project Manager Means of subsistence and food security (LFS) who will ensure the implementation and quality of the LFS program in the’Area Grand Est which cover the regions of the’Est, Centre – Nord and Boucle du Mouhoun in close collaboration with the other NRC Key Skills. The ideal profile will be a passionate and committed humanitarian worker, with at least three (03) years of experience in a managerial position in a humanitarian/rehabilitation context. NRC is looking in particular for a project manager Means of’s and Food Security (LFS) with the strength and vision to support project teams. A manager and a connector,with strong skills in project planning and management /programmes and a person with a solid understanding of the context of Burkina Faso and especially the regions of the’Est, is, the Centre – Nord and the Boucle du Mouhoun. Role & responsibilities

  • Support the process of proposals, budgets, modifications, project reviews and reports and ensure high technical quality.
  • Support monitoring and evaluation of programmes and monitoring of indicators in collaboration with project teams and the monitoring and evaluation department.
  • Develop and lead needs assessment (in collaboration with area programme teams, protection team and monitoring and evaluation team), core, intermediate and final evaluations.
  • Represent NRC in donor, regional/provincial directorates and relevant ministries, as well as in relevant humanitarian coordination meetings in the country.
  • Actively promote and operationalize synergies between the LIVEability and food security (LFS) programme and other NRC programmes in order to move towards integrated programming (with emphasis on on the LFS, Wash, Shelter, Education, Protection,’ICLA/HLP) and maintaining the promotion of clean energies for a better environment.
  • Contribute to recruitment processes for all LFS staff.
  • Contribute to the implementation of minimum standards for safe and inclusive programming across programmes, through capacity building, guidance and interdepartmental engagement.
  • Promote and monitor that project activities are safe and inclusive, in accordance with relevant guidance and the country office action plan.
  • Implement training on relevant topics including market analysis, entrepreneurship, safe and inclusive programming, NEAT+, etc.
  • Regularly visit project sites with LFS staff to assess the quality and relevance of the intervention and provide staff with on-the-job learning. If necessary, advise on the reorientation of activities and work plans to ensure that project objectives are met.
  • Ensure capacity building of project staff and transfer key competencies.

Professional skills for this position:

  • Master or engineer (bachelor equivalent + 5) in agronomy, agriculture, environment, geography, socio-economic or any other related degree
  • Minimum 3 years of experience in a humanitarian or development context as programme manager Means of’s existence and Food Security with NGOs in a humanitarian context ;
  • Experience working in complex and volatile contexts ;
  • Food security expertise – with a particular focus on basic economic security (food production inputs, tools and equipment, income generation initiatives, food security, social safety net).
  • Mastery of written and oral French ;
  • Strong ability to manage the whole cycle of’a project ;
  • Force of proposal for new projects and’opportunities ;
  • Experience in conducting multisectoral’ evaluations and’analyses ;
  • Ability to work closely with local authorities and decentralized technical services ;
  • Good representation in humanitarian coordination working groups ;
  • High level of communication, flexibility and negotiation.
