The International Committee of the Red Cross (ICRC), is an impartial, neutral and independent humanitarian organization. Headquartered in Geneva, Switzerland, the ICRC’s mandate is to provide protection and assistance to victims of armed conflict and other situations of violence, provides humanitarian assistance in emergency situations and promotes respect for international humanitarian law and its integration into national legislation. As part of the development of its activities in Haiti, the ICRC is recruiting one(e) (1) candidate(e) for the post below :

Legal & humanitarian affairs advisor

Purpose

The/the legal and humanitarian affairs adviser helps to define, develop and implement strategies to contribute to the achievement of the delegation’s legal and diplomatic objectives. He/She contributes to the promotion of respect for humanitarian principles, to the knowledge and implementation of corresponding international law and to the acceptance of the ICRC towards the interlocutors concerned.

Primary responsibilities

  1. Advises the Delegation on legal issues under national or international law (DIH/DIDH/standards on the’ use of force).
  2. Analyzes the’political and humanitarian environment and advises the delegation on its diplomatic engagement.
  3. Supervises and directs independent research and analysis on the’political and humanitarian environment, on specific legal issues and on other more general points of the national legal system.
  4. Contributes to IHL dissemination activities organized for both specialized audiences and the general public, to the implementation of strategies, strategies and, programmes and action plans in connection with the’ accession to the IHL Treaties as well as’ to the Development of adequate legal and policy frameworks and mechanisms for the implementation of these treaties to the national level.
  5. Follows the evolution of the implementation of IHL and relevant norms of international human rights law (IDHR) at the national level.
  6. Participates, alone/e or with the Head of Delegation, in the various meetings/platforms of humanitarian coordination (CT platform etc.).
  7. Supports the objectives and activities of protection (including in relation to detention, missing persons, etc.).
  8. Contributes, where appropriate, to the achievement of other objectives of prevention or protection of the delegation.

Knowledge, experience and minimum requirements :

  1. University degree in law and good knowledge of the national and international legal framework
  2. 2-5 years of professional experience in the diplomatic, humanitarian, human rights promotion, IHL or other relevant field
  3. Excellent command of oral and written French ; creole courant ; basic knowledge in english
  4. Good knowledge of computer tools (text processing, Excel …)
  5. Good capacity of’analysis
  6. Availability and flexibility, ability to work under pressure, good ability to communicate regularly with your hierarchy
  7. Ability to work in a multicultural team
  8. Ability to’adaptation and’adhesion to rapid changes while managing a large volume of work
  9. Sense of confidentiality and discretion
  10. Methodical, precise and rigorous
  11. Spirit of initiative and sense of organization
  12. Ability to interact constructively with all types of’external interlocutors (representatives of authorities and civil society) and to represent the ICRC to these actors.
