Legal Advisor At International Committee of the Red Cross


(National contract based in Panama City)

OBJECTIVE

The Legal Adviser provides legal assistance to the Mission in International Humanitarian Law (IHL), international human rights law (IDHR) and national legal affairs and/or internationals of relevance to the ICRC. Likewise, it will monitor the implementation and integration aspects of IHL and DIDH in Panama.

Indispensable

  • Law degree and master’s degree in topics related to International Humanitarian Law (IHL), International Human Rights Law (DID, Public International Law, International Criminal Law or other similar areas
  • Minimum work experience of 5 years
  • Availability to travel inside and outside the country if necessary
  • Intermediate level of the English language (understanding, writing and speaking)
  • Excellent synthesis and writing capacity

  • Excellent communication and interaction capacity at different levels (civil and military authorities, civilian population, etc.)
  • Interest, knowledge and capacity to analyze the international, national and local humanitarian and socio-political environment.

  • Work experience with an international organizational or with national authorities
  • Interest in academic work and capacity for legal analysis. Being the author or co-author of academic articles can be taken into account.

MAIN RESPONSIBILITIES (DESCRIPTION OF FUNCTIONS)

  • Supports national authorities regarding the proper implementation and integration of IHL and the relevant DIDH regulations.
  • Supports the dissemination of IHL and relevant DIDH regulations with ICRC interlocutors such as national authorities, academia, security forces, justice operators, among others.
  • Analyzes the relevant context, advises and provides operational legal guidance on national and international legal frameworks and standards applicable to the contexts covered by the Mission.
  • Analyzes the situation, advises and provides operational legal guidance on applicable national and international legal frameworks and standards in relation to the ICRC’s operational needs in Panama.
  • Draft internal legal notes / analyzes and external reports including recommendations for the authorities; contributes with legal aspects in the preparation of working documents, reports or others related to the activities and objectives of the Mission, particularly regarding the humanitarian consequences of migration
  • Supports outreach activities aimed at specialized audiences (eg security levels) and the general public and supports the implementation of strategies, programs and action plans related to participation in treaties, the development of relevant national legal and political frameworks and mechanisms for their implementation.
  • Provides legal advice and technical assistance to national entities, particularly those in charge of the dissemination and / or implementation of IHL at the national level, as well as the Panamanian Red Cross and the national IHL commission
  • Provides advice to the authorities to promote IHL / DIDH in international forums.
  • Oversees progress in the national implementation of IHL and relevant DIDH standards.
  • Represents the Mission in meetings and activities with interlocutors. In this sense, it supports the tasks related to the elaboration and sustainability of a network of interlocutors of interest to the various areas of interest of the ICRC, contributing to the establishment of a network of contacts that encourages the activities inherent in obtaining support from the political actors concerned and humanitarian diplomacy.
  • Advisor on socio-political aspects of the Mission’s strategy and operations.
  • Supports protection objectives and activities (in particular, in the areas of migration, missing persons, sexual violence and use of force in DIDH)
  • Coordinates and supervises external advice on legal issues.
  • Maintains link and coordinates the relationship and activities with the security forces of Panama
