UN Women is the United Nations entity for gender equality and the empowerment of women. This Agency was created to accelerate progress in meeting their needs around the world. UN Women supports United Nations member states in adopting international standards to achieve gender equality and works with governments and civil society to design laws, the policies, programs and services necessary to ensure the effective application of these standards and that women and girls benefit from them around the world. Context

UN Women, rounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development-opment, human rights, humanitarian action and peace and security. UN Women Mali supports the implementation of the National Gender Policy through its strategic note which is aligned with the UNSCDF around the following four main pillars: i ) governance and female leadership; ( ii ) economic advancement of women; ( iii ) the elimination of violence against women and girls; iv ) women and peace and security, humanitarian action. The triple mandate of UN-Women ( Normative, Coordination and Operation ) provides additional opportunities for impact.Under the supervision of UNW Mali Representative Resident, the Partnerships and Resource Mo-bilization Specialist will provide technical support to the development and management of UN Women Mali strategic partnerships and relationships, and resource mobilization strategy.

Task description

Within the delegated authority and under the supervision of the Country Representative Resident or his/her designated mandated representative(s), the UN Volunteer Partnerships & Resource Mobilization Specialist will undertake the following tasks: 1. Develop and manage UN Women’s Mali strategic partnerships

  •  Manage and coordinate relationships with key partners; provide technical inputs to senior management’s efforts at the country level to develop new and innovative partnerships;
  •  Set and monitor annual priorities, goals and key performance indicators (KPIs) for UN Mali partnerships;
  •  Provide strategic advice to the Country Office on building and maintaining partnerships and positioning with potential donors, including country Civil Society Advisory Groups (CSAG);
  •  Advise Country Office on the design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and donors. 2. Manage, and facilitate the implementation of UNW Mali resource mobilization strategies and initiatives
  •  Manage the development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country initiatives and outreach activities;
  •  Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding;
  •  Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts;
  •  Provide technical support to the development of project proposals in line with the UN Women’s strategy and the interest of donors;
  •  Undertake ad-hoc donor studies, research, and other activities to identify funding opportunities; update the resources mobilization strategy as needs emerge. 3. Build trust and maintain effective relationships with donors
  •  Provide technical support to UNW Mali senior management team in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
  •  Act as a direct entry point for donors, building institutional relationships;
  •  Provide regular updates on donor profiles, databases (e.g. contacts management) and do-nor intelligence;
  •  Identify opportunities to secure additional non-core resources;
  •  Provide technical support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes, where appropriate. 4. Coordinate the submission of high quality and timely reports to donors
  •  Maintain systems to promote compliance with the terms of grants and agreements, across the region;
  •  Provide technical support to program managers for the preparation of high quality and timely donor reports; Coordinate with the Monitoring and Reporting Specialist for the collection of information and preparation of results-based reports for external constituencies. 5. Provide advice and support to strengthen internal resource mobilization capacity
  •  Advise and support UN Women Mali Country Office and field offices on resource mobilization procedures and guidelines as well as funding modalities;
  •  Facilitate partnership and resource mobilization training to program staff and managers including the development of tools and products, as needed;
  •  Advise on the creation of UN Women Mali communication products, packages and positions. 6. Participate in knowledge building and sharing and advocacy efforts
  •  Contribute to the development of knowledge products and mechanisms to effectively position UN Women Mali in the country/region wherever possible;
  •  Share knowledge and enhance organizational learning among UN Women Mali through the development and use of on-line tools, templates, tips, mechanisms and guidelines;
  •  Monitor emerging issues that could affect partnerships and resource contributions at the national level (risk management). Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers program mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
  •  Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day);
  •  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  •  Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  •  Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  •  Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
  •  Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs:
  •  As an active UN Women team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UN Women and its beneficiaries in the accomplishment of her / his functions, including: o Baseline survey instruments developed; o Data collection instruments streamlined and demonstrated transfer of skills to UN Women Mali staff; o Reports related to monitoring visits generated and processed; o Overall coordination between UN Women and other UN agencies strengthened; o Good quality reports and working documents produced to inform decision-taking by UN Women management and programs; o Capacities of national personnel and counterparties strengthened; o Quality knowledge management tools made available
  •  Provide a final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Required experience

5 years of experience in resource mobilization, communications/ advocacy, and/or business development; o Experience in gender equality and women’s empowerment; o Experience working with civil society organizations, international institutions and donors; o Experience working in the UN system is an asset.

Required education level

Master degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women’s studies, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Living conditions and remarks

Living conditions vary from stable environments to very changing and dynamic ones. Be aware that many UN Volunteers work in remote, isolated duty stations where basic comforts may be limited. Many other UN Volunteers work under routine conditions, such as capital cities, with all modern conveniences available. Our assignments are categorized as “family” or “non-family” duty stations, depending on the nature of the assignment and the security context. Bamako is categorized as non-family duty station.
