IT and Information Manager At The Center for People and Forests (RECOFTC)

RECOFTC operates in the Asia-Pacific region, with country program offices in Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Viet Nam.

We invite candidates to apply for the position of IT and Information Manager for the Knowledge Management, Information Technology and Strategic Communication (KMITSC) unit. The successful applicant will be based in the RECOFTC Main Office in Bangkok, Thailand. The contract is for a 24-month duration, with the potential for extension based on funding availability and satisfactory performance.

Task and Duties

The IT and Information Manager is a member of the KMITSC Unit. The Manager will manage IT operations, and design, develop and implement data and information management systems, programs and initiatives across RECOFTC and in service of national, regional and international stakeholders. The Manager reports directly to the KMITSC Director and works closely with the KMITSC team and other staff members, partners, and service providers.

The IT and Information Manager’s specific tasks and duties include:

Lead and manage the design, development and implementation of systems and tools to meet RECOFTC’s evolving needs including for digital communication, finance, collaboration, monitoring and evaluation, e-learning, and other functions

Design effective data and information management strategies, plans, activities and tools to meet RECOFTC’s internal needs including business intelligence tools for data-driven decision making; and for external-facing online platforms

Manage the operations of RECOFTC’s digital infrastructure, platforms and services on-site and cloud server, ensuring key systems are maintained, updated or modernized and major issues responded to appropriately

Develop and manage the implementation of IT policies and processes including those for privacy, security and equipment management, and planning for transitions and staff adoption as systems, technologies and processes change

Manage the IT and information management team, coordinate activities and provide guidance and skills development to the team and other staff across RECOFTC as required

Ensure technical standards and provide oversight in contracting and implementation of systems and tools for information management including business systems, SharePoint, website, apps, databases, e-learning

Prepare inputs, including priorities and budgets, for the annual work program in relation to digital technologies and data, information and knowledge management

Ensure gender equity and social inclusion are integrated into IT and information management activities

Ensure RECOFTC’s Policies and Procedures, Code of Conduct, and Gender Policy are followed

Perform other duties as assigned by the Director of Knowledge Management, IT and Strategic Communication unit

Qualifications and experience

The IT and Information Manager will have the following qualifications and experience:

Essential

  • University degree in digital data and information systems, information/knowledge management or related fields
  • A minimum of 10 years’ progressively responsible professional experience in the design and implementation of digital solutions and information management
  • Experience in leading information systems for information management and communication covering multi-country and culturally diverse teams
  • Experience in developing IT strategy in alignment with business goals
  • Experience in handling IT on-premise and cloud infrastructure, including system integration
  • Experience in developing, implementing, and monitoring data and information management and privacy policies
  • Experience supporting users and designing solutions in the Microsoft 365 environment—including designing Microsoft SharePoint information architecture
  • Experience managing staff members and consultants
  • Experience in budgeting, work planning, performance management and reporting
  • Excellent communication skills
  • Excellent English language speaking and writing skills

Desirable

  • Experience developing and implementing digital applications including websites, apps, databases, intranet and interactive platforms involving spatial information
  • Experience in design thinking and ability to engage staff in designing solutions
  • Experience in designing systems and tools to support monitoring and evaluation
  • Familiarity with Geographic Information Systems (GIS) and remote sensing
  • Experience working in the Asia-Pacific region
