ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations. Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

Information and Technology Solutions – Knowledge and Information (ITSKI) provides information services to the Bank Group and the public. The services are provided by two units: Library & Publishing (ITSLP) and Archives & Records (ITSAR). This position is in the World Bank Group Library which is in ITSLP.

The World Bank Group Library provides services to approximately 30,000 WBG staff and consultants in Washington, DC headquarters, and worldwide. The unit provides access to many eResources (databases, eBooks, eJournals, etc.), reference and research services, training, and custom solutions for organizational information needs. While physically located in HQ, the Library delivers most of its content and services virtually.

The World Bank Group – ITSKI is looking for an experienced IT Analyst, Client Solutions who plan, develops, and maintains the library technical infrastructure to streamline the user experience and the delivery of library services, support library clients, provide guidance on content curation and integration, support library clients, and provide technical expertise to manage data feed initiatives and maximize data-driven decisions.

Position Details

The WBG Library seeks an innovative, service-oriented, and collaborative professional to serve as a hands-on library IT analyst responsible for support of the library systems to meet the evolving needs of our diverse user community.

Reporting to the Team Lead of Library Content & Access Management, this position works collaboratively with members within the team, as well as with other teams in the Library, ITS, Knowledge Management, and vendors, to facilitate search, discovery, and delivery of library services and resources across different enterprise platforms and formats.

The ideal candidate is IT Analyst, Client Solutions with broad and current knowledge of technology, standards, library applications, and industry trends.

This position is based in the WBG office in Sofia, Bulgaria with 4/1 days a week office/home work. The selected candidate will be based in the Sofia WBG IT Hub in support of the global operations, including WBG staff and librarians located around the world.

Key Deliverables

  •  Develop, implement, and evaluate solutions and applications based on requirements and specifications provided by the WBG Library.
  •  Maintain and provide day-to-day monitoring, maintenance, and ongoing support of the library’s solutions and applications.
  •  Suggest improvements, additions, and changes based on client feedback.
  •  Prepare and share documentation, training sessions, and knowledge transfer.

Specific Responsibilities

  •  Maintain library client-facing solutions, such as website, research guides, discovery services, and others as required.
  •  Provide technical assistance, develop, and maintain integrations between library content and enterprise systems.
  •  Deliver technical support to library clients, troubleshoot, and follow up with vendors and clients as needed.
  •  Maintain user-friendly analytical dashboards to detect usage and trends of library content to inform decisions and initiatives.
  •  Maintain databases and workflows for data collection for analytical dashboards.
  •  Support access and authentication tools and initiatives.
  •  Provide back-up support to the system librarians in managing library applications and solutions.
  •  Support awareness and discovery projects of library content.
  •  Evaluate emerging technologies to streamline user experience with library services.
  •  Participate in bank-wide IT exercises as needed.
  •  Train colleagues and end-users in using library digital services.
  •  Perform other duties as assigned.

Selection Criteria

  •  Bachelor’s or Master’s degree in information science or computer science or equivalent with 2 years relevant experience OR equivalent combination of education and experience.
  •  At least three years of experience developing and delivering IT solutions.
  •  Proven experience in the delivery of web-based applications.
  •  Language requirement: Must be fluent in English (written and spoken).
  •  Preferred candidates are currently based in Bulgaria.

Minimum Requirements

  •  Understanding and practical experience with APIs, experience with JSON, XML, XSLT, and web services.
  •  Understanding and practical experience with programing languages (JavaScript, HTML, CSS, etc.).
  •  Understanding or working knowledge with frameworks and libraries like .NET or Angular.
  •  Analytical skills and experience on data visualization or logs analyzers tools (e.g. Splunk, Excel, Tableau, Power BI, or Adobe Analytics).
  •  Ability to adapt and learn new technologies quickly.
  •  Proficiency in large data file analysis and manipulation.

Desirable Requirements

  •  Understanding or working knowledge of SQL database management systems.
  •  Experience with Single Sign-On (SSO) technologies (Azure AD, OpenAthens, etc.).
  •  Experience with discovery technologies or integrated library systems e.g. Alma/Primo (Ex Libris)
  •  Understanding or working knowledge of data programing languages (Python, R, Java, PHP, etc.)

Note: The selected person will be hired on a three years renewable term contract which can be extended based on business needs and performance.
