REASON FOR THE POSITION

MSF is committed to preventing abuse and fulfilling its obligation to deal with all allegations of abuse in a timely and professional manner. MSF has systems in place to address and respond to abuse across its operations and in its offices, including the MSF standards for case management for the investigation of the abuse of persons.

As MSF expands its outreach activities on expected behaviours and abuse, as well as its reporting mechanisms, it is expected that the number of abuse complaints will increase, this is the trend at MSF since 2018.

Thus, to strengthen its response to abuse, MSF is seeking to create an international pool of investigators/investigators to investigate allegations of abuse of people, in line with MSF’s typologies of abuse. The pool will be composed of investigators/internal (mfs staff) and external (non-members of MSF staff) investigators who will work with MSF behavioural and investigative officials to conduct abuse/investigation investigations/violations of MSF’s behavioural commitments/code of conduct (for MSF entities that have a code of conduct), as assigned by the head of the international pool of investigators/investigators. The head of the international pool of investigators/investigators will respond to MSF requests for investigations, maintain the pool to’ensure that sufficient qualified investigators/investigators are available to meet the needs of MSF.

You will receive training in case management and investigations, and beginner/beginner investigators/investigators will be paired/twinned with experienced/investigators/experienced to learn MSF investigation procedures and process.

NOTE that you will not receive additional remuneration for this role (if you are currently employed by MSF), or, but you need to commit to spending time and being available or making arrangements to be released/freed from your usual duties during the investigation period or be able to devote time to investigations, as agreed by your direct line manager.

This role is open to people working in all MSF offices, in national programmes and MSF staff between missions.

PLACE IN ORGANIZATION

MSF is looking for internal investigators/investigators (people already working with MSF or between two missions with MSF) with an adequate profile to be part of the internal pool of behavioural/abuse investigators. As’ in-house investigators/investigators for the Global Investigation Pool (GPI), you will be responsible for conducting the behavioral investigations requested by MSF regarding human abuse. You will be under the coordination of the Global Investigation Pool Manager (GIPM), which will assign you to MSF entities in need of an investigation.

This is not a full-time position. You will be in your regular position and will be invited/invited to conduct surveys as required.

Once assigned/assigned to a file, you will work under the coordination of an investigation officer or the behavioral committee of the operational center (OC) or the relevant partners section. You will work on the entire investigation process, including conducting interviews, analyzing evidence, managing the confidentiality of the process, and writing the investigation report, and, in accordance with the requirements of the CO investigation officer or the partner section.

Selected individuals will be part of the international investigator pool/MSF investigators and will be hired by the 6 MSF operational centres (COs) (Amsterdam – Paris – Brussels – Geneva – Barcelona – West and Abidjan) and MSF entities, including, as required, to conduct investigations into human abuse.

JOB OBJECTIVES

The position is intended to assist MSF in investigating human abuse and/or violations of MSF behavioural commitments and/or codes of conduct.

MAIN RESPONSIBILITIES

  • Conduct investigations into abuses as defined in MSF’s behavioural commitments, MSF codes of conduct, etc. This includes allegations of sexual exploitation, abuse and harassment, intimidation, discrimination, harassment, abuse of power, assault and other forms of abuse in accordance with the typologies of abuse of MSF.
  • Ensure that investigations are conducted in accordance with the established safeguard principles and the standards for records management, in particular by taking a victim/affected person-centred approach and by ensuring due process.
  • Respect the principles of confidentiality at all times.
  • Declare any real or potential conflict of interest.
  • Collect evidence, interview data subjects, witnesses and persons subject to a complaint, review documents and analyse the information collected.
  • For each investigation, keep and update case files in accordance with the requirements of the investigator.
  • Complete the forms and templates required for the survey, including, but not limited to, the following, the investigation reports assigned by the head of the’unit of the investigation and agreed in the terms of reference of the investigation. Provide the required forms/reports in a timely and professional manner to the person in charge of the’unity of the investigation.
  • Prepare complete and well-written investigation reports of consistent quality with sound conclusions and appropriate recommendations.
  • Ensure that the data is secured in accordance with the data protection policies of MSF entities.
  • Any other tasks assigned by the investigation officer or the behavioural unit officer in relation to the investigation.
  • Make recommendations to improve the investigation procedure.

VI. QUALIFICATIONS REQUIRED

Experience
Degree or equivalent experience in the field of human resources, psychology, sociology, law or human rights or as a field coordinator, country director/mission leader.
OR
Experience working with an MSF field operation or office – not currently working in frontline operations or human resources or on a board of directors MSF to avoid potential conflicts of interest.
AND
Strong interest and commitment in conducting investigations and advancing MSF’s commitment to not tolerate abuse in its operations and offices.

  • Experience in conducting administrative investigations is an asset.
  • Experience in conducting administrative investigations in MSF national programmes or with a behavioural committee, or training in MSF abuse investigations is an asset.
  • Other investigative training is an asset (for example, CHS, OSACO or other investigative training).

Expected

  • Understanding, willingness and commitment to training on MSF case management standards and investigative principles and procedures.
  • Strong motivation to support MSF in the protection and fight against abuse and to learn about the protection and management of abuse within MSF.
  • Guarantee and respect confidentiality.
  • Willingness and ability to work as’’ investigators/investigators in addition to the usual duties, to devote time to investigations within MSF without additional remuneration.
  • Be willing/disposed to travel and work in emergency situations, remote locations and high-risk environments, if necessary.

Technical skills

  • Knowledge of backup case reporting systems (e.g., Clue, Ethicspoint, Integrity line, and others) is an asset, but not necessary.

Languages
It is recommended to have a good command of french or english. Knowledge of other languages is considered an asset, as MSF is looking for a diverse group of investigators/investigators capable of working in multiple languages and in multiple contexts.

Conditions

  • Start date: this is not a full-time position; you will be integrated/integrated into the international pool and contacted/contacted based on survey needs.
