TERMS OF REFERENCE

Monitoring and Evaluation INTERN (2 positions)

  1. Location of the consultancy: La Libertad, El Salvador
  2. Duration of the consultancy: October 2024 to June 2025
  3. Nature of the consultancy: Support to the Monitoring and Evaluation team of the Scholarship Project for Educational Opportunities through the construction, analysis and visualization of databases
  4. Project context and scope:

IOM is committed to promoting humane and orderly migration for the benefit of all. In doing so, it provides services and advice to governments, migrants and their host communities.

In El Salvador, the Scholarship Project for Educational Opportunities is being implemented to strengthen the labor skills of migrant populations and improve their livelihoods, funded by the United States Agency for International Development (USAID), which seeks to contribute to reducing irregular migration by promoting safe, orderly, and regular migration processes.

Under the supervision of the Senior M&E Assistant, the intern will support data construction and analysis tasks, and preparation of narrative reports to provide visibility on the scope of the project.

Responsibilities

  • Construction, cleaning, processing and analysis of databases from collection instruments implemented in the project.
  • Data analysis: construction and updating of indicator figures, creation of beneficiary profiles, design of dashboards in Power BI to visualize the main results and progress of the project.
  • Support in the implementation of the Cost-Effectiveness and Conditional Cash Transfer Impact Evaluation studies.
  • Organization of verification means corresponding to the project indicators provided by the technical teams.
  • Follow-up to ad hoc information requests from the project’s technical teams.
  • Design of digital forms (Microsoft Forms, Kobo Toolbox) for data collection; process and analyze the databases from these instruments.
  • Follow-up on counterpart references for registration of beneficiary population and preparation of reports on results of the selection process.
  • Support in writing key materials, such as PowerPoint presentations, for internal and external use.
  • Participation in meetings or training opportunities necessary to improve job performance.
  • Support in any other assigned activities, according to your level of experience, knowledge and needs of the M&E team.

Required Education, Experience and Skills

  • Fifth-year student or recent graduate (maximum 1 year) of a Bachelor’s degree in Sociology, Economics, International Relations, Political Science, Statistics or other related fields from an accredited academic institution.
  • Intermediate-advanced handling of data processing programs: Excel, Word, Power Point, Access, as well as other Office programs or other systems.
  • Handling of statistical programs for data analysis (RStudio is required, any additional program such as Stata and Python is an advantage).
  • Handling of data visualization programs (Power BI is required, any additional program is an advantage).
  • Basic knowledge of quantitative and qualitative data collection methods, as well as monitoring and evaluation processes.
  • Good spelling and grammar. Report writing skills.
  • Basic – intermediate skills in data analysis and interpretation.
  • Experience in international cooperation and/or international humanitarian organizations will be an advantage.
  • Previous experience in migration and/or development will be an advantage.

Languages

Fluent Spanish (oral and written).

For this position, an intermediate level of English (written and spoken) is required. An advanced level of English will be an advantage.
