Mission
Geneva Call is a neutral, impartial and independent international humanitarian organization dedicated to promoting international humanitarian standards and protecting civilians in conflict situations.
Present in Burkina Faso since 2021 with one-off activities in Niger, Geneva Call works with communities, civil society organizations and all relevant actors whose behavior can contribute to improving the protection of civilians. After a series of exchanges with the Nigerien authorities in 2022 and 2023, and the holding of one-off activities in Niamey, Tahoua and Tillabery, Geneva Call plans to recruit a Consultant for a prospecting process in Niger.
This consultation should lead to a proposal for intervention by Geneva Call in Niger. It will establish a map of the most relevant state and non-state actors to engage for a better understanding and adherence of the Nigerien authorities to the approach of the Geneva Call. It will also allow for a better understanding of the context and the central Sahel region.
Functions and responsibilities
Country context, actors and issues of protection of civilians
- Produce an analysis report on the context and dynamics of the conflict in Niger, including an overview of regional dynamics, as well as the situation regarding the protection of civilians
- Produce a concise report on the regional nature of the crisis in the central Sahel
- Produce a map of state and non-state actors responsible for issues of the protection of civilians, or likely to contribute to them
Scenarios d’intervention
Develop a brief document of possible intervention scenarios in Niger for the Geneva Call with a SWOT analysis and with the identification of priority protection themes
Prepare and facilitate the holding of two round tables in Niger
- Develop and propose TDRs for two round tables, one with state actors and another with members of civil society, to present the Geneva Call and collect recommendations and suggestions for a possible deployment of GC in the country
- Facilitate exchanges with the Nigerien authorities for the holding of the two exchange round tables, including the submission of invitation letters to all participants targeted by the two round tables
- Facilitate the logistical and material organization of the round tables
Consultant Profile
- Have a minimum of a BAC + 5 level diploma in the field of social sciences;
- Recent humanitarian work experience in the Central Sahel, with a specialization in the field of protection of civilians – Head of Mission or Program/Advocacy Manager level
- Experience in the field of conflict management prevention and engagement with actors (state, non-state and representatives of civil society).
- Good knowledge of quantitative and qualitative data collection techniques, as well as their analysis
- Demonstrated experience in carrying out monitoring and evaluation of projects/programs;
- Application of the gender approach in project evaluations;
- Good writing and synthesis skills;
- Fluency in French (English desirable);
- Knowledge of security management in the humanitarian field;
