About :

DSF is a French international solidarity NGO working in the field of health and more specifically in the field of pain management and palliative care. The association’s head office, located at the Lariboisière hospital in Paris, has a permanent team of 10 people (employees and volunteers). The association’s leaders are mainly health professionals.

The local branches have 8 expatriates on long-term missions and 50 local employees to coordinate actions. The actions developed in 5 countries: Cambodia, Haiti, Madagascar, Mozambique and Armenia are carried out in partnership with local structures (hospitals, associations, universities, etc.). A network of specialized health professionals (doctors, nurses, psychologists, child psychiatrists, etc.) provides voluntary expert missions as part of training and technical support for the various programs. The association’s resources mainly come from funding from public institutions (European Commission, international cooperation, regions, departments, AFD), products from public generosity and corporate sponsorship.

The DSF program team is made up of 5 National Directors, an Accountant, an Administrative and Financial Manager, a General Coordinator, a Public and Private Financing Officer, a Communications Officer, a Medical Referent, a Programs and Finance Assistant as well as volunteers at headquarters or attached to the missions including 6 Health Professional Program Directors.

Position context:

For two years, DSF has seen its activity develop and to cope with the desire for growth, the association is strengthening its headquarters team with the creation of a position of international project management controller.

The organization is currently going through an important moment in its history following the reaffirmation of the desire for growth and professionalization. Many projects are being opened, particularly with regard to the design and harmonization of tools and policies on missions.

Main responsibilities:

Under the responsibility of the Administrative and Financial Manager and in direct contact with the administrative coordinators in the field, the international project management controller is responsible for the proper management of programs and missions in terms of accounting, administrative and financial .

The international project management controller:

  • Guarantees the analytical quality of accounting and compliance with the accounting cycle – Ensures budgetary management of the mission(s).
  • Anticipates and issues recommendations to facilitate decisions for both donor financing contracts and equity.
  • Ensures the financial and administrative management of contracts (proposals, reports, amendment request, payment request, contract closure and audit)
  • Controls needs and cash flow on missions
  • Functionally manage the administrative coordinators of the missions (validation of candidates during recruitment, training, operational monitoring, annual interviews, debriefings)
  • Participates in the annual programming of missions: verification, validation and monitoring of administrative and financial annexes
  • Field support and supervision of administrative and financial procedures put in place on missions.
  • Participates in updating and developing management procedures and tools

PROFILE :

FORMATION

  • Higher business school type training, master’s degree in management/finance, Bioforce​

EXPERIENCES

  • Minimum experience of 2 years in the field as an administrative and financial coordinator or base admin manager (of a large base)

Conditions :

Workplace: Paris 10th, Lariboisière Hospital – Occasional field visits

Contract start date: June-July 2024

Type of contract: CDI Status Full-time executive

Indicative salary: According to the DSF salary scale
