International Operations Manager Africa M/F At French Red Cross


A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. A member of the largest humanitarian network in the world, the French Red Cross employs more than 17,000 employees who, through more than 70 professions, put their professionalism at the service of the most vulnerable in medico-educational institutes, daycare centers, retirement homes, functional rehabilitation centers, emergency accommodation centers, training, international missions, etc.

In addition to its achievements on French national territory, the French Red Cross, through its International Operations Department (DOI), manages more than a hundred international emergency, post-emergency or post-crisis and development support projects, for an average financial volume of 85 million euros.

Thus, the French Red Cross, within the framework of the International Red Cross and Red Crescent Movement, maintains relations with the other entities of the Movement: International Committee of the Red Cross (ICRC), International Federation of Red Cross and Red Crescent Societies (IFRC) and the 189 other National Societies (NS).

It has extensive cooperation with 26 of these National Societies, which it supports through the implementation of international solidarity projects to deal with one-off or chronic crisis situations.

In this capacity, it has a permanent presence in several countries internationally, in which it conducts operations with the relevant National Society in the fields of emergency, post-emergency and development. It intervenes in different ways depending on the scale and nature of humanitarian needs, the capacities of the National Society and local authorities, the positions of other actors in the Movement, the resources at its disposal, etc.

Job

The Geographic Department Manager reports to the Director of International Operations and is also a member of the International Operations Management Committee.

It ensures the development and management of programs in Africa in accordance with the strategic guidelines for the international action of the French Red Cross, by providing advice and support to the services of the central directorates (headquarters and Dakar office) and delegations of the French Red Cross.

The geographic department manager is responsible for the operational management of a program of approximately 65 million euros per year, 8 delegations, in West Africa, Central Africa and the Great Lakes.

He has under his direct management 4 geographical desks, including the regional office based in Dakar, an administrative assistant and under his overall supervision 114 delegates on international missions and 698 national collaborators.

He is responsible for the quality and performance of the French Red Cross’ international strategy in Africa. More specifically,

– It provides a global analysis of the geopolitical situation and current and future humanitarian needs in the geographical area;

– It supports the development policy of the French Red Cross through the design and implementation of quality international programs linked to the themes supported by the French Red Cross;

– It contributes to the development of a strategy of financial and operational partnerships in the Africa region

– He is responsible for the development and implementation of the strategy to support the development of national companies in the Africa region;

It ensures the adequacy of means and resources in relation to the strategy;

– He ensures the safety of the teams on the ground

– He is responsible for operational and financial results at the international level within his geographical scope;

Thus, the main missions expected of the Geographic Department Manager are:

– Institutional representation and humanitarian diplomacy in its area

– The development of the programmatic and financial strategy in its area

– Operational and financial management of the geographical area

– Supervision, management and coordination of the activity of the team under his responsibility

– Steering internal and external communication of projects in its area Structuring and developing the Africa department from an organizational point of view and in conjunction with the other geographic department

With higher education in political science, international solidarity or any related field , you have proven experience in managing humanitarian operations in the field and at the headquarters of humanitarian organizations in coordination or management roles. You also have a solid understanding of operational issues.

You demonstrate a strong capacity for representation as well as strategic thinking.

You have proven knowledge of current issues in Africa and the challenges of the international solidarity sector.

Experience with a Red Cross and Red Crescent Movement actor would be an asset.
Fluency in French and English is essential.

Autonomous and proactive, you understand the importance of the collective, multidisciplinarity and multiculturality.
With excellent interpersonal skills, you are recognized for your managerial skills and your leadership.
