ORGANIZATIONAL CONTEXT

Each of these programmatic work areas comprises a number of individual programs implemented holistically to achieve effective results and impacts through UNIDO’s four key functions: (i) technical cooperation; (ii) analysis and research, and policy advice; (iii) normative functions and quality-related standards and activities; and (iv) partnerships for knowledge transfer, networking and industrial cooperation. These core functions are carried out in departments and offices at Headquarters, regional offices and centers and country offices.

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), oversees the development of industrial development capacities as well as industrial policy advice, statistics and research activities and the normative contribution of the Organization for the achievement of the SDGs. The Management Board also ensures the application of strategies and interventions for sustainable industrial development related to the environment, energy, SMEs, competitiveness and job creation, as well as digitalization and to artificial intelligence. Through coordination internally and with Member States and industry stakeholders,

The Board houses the following technical divisions: Capacity Development and Industrial Policy Advice (TCS/CAP); Circular Economy and Environmental Protection (TCS/CEP); Decarbonization and Sustainable Energy (TCS/DSE); SMEs, Competitiveness and Job Creation (TCS/SME); Digital Transformation and Artificial Intelligence Strategies (TCS/DAS). The Management Board also ensures close coordination and collaboration between the divisions as well as with the relevant entities of the Global Partnerships and External Relations Department (GLO) and the SDG Innovation and Economic Transformation Department (IET). ).

This position reports to the SME Development and Job Creation Unit (TCS/SME/SDJ) which assists Small and Medium Manufacturing Enterprises (SMEs) to take advantage of new technologies, business and organizational support, the promotion of investments, the development of business clusters and partnerships to improve their activities and their competitiveness.

CONTEXT OF THE PROJECT

The EU is funding the Comoros program to support production, industrialization and free trade (APILE-Comoros). Through this programme, the EU aims to encourage and facilitate at the national level the production of consumer goods of sufficient quality to be considered for sale in the Comoros, and on regional and international markets, following the ratification of the Agreement. Economic Partnership Agreement (EPA) in January 2019 by the country, as part of the Eastern and Southern Africa (ESA) group.

This program is divided into three components:

  •  technical and strategic support for young entrepreneurs (women and men) wishing to create or develop a processing activity on the national territory (implemented by UNIDO);
  •  improving the investment climate and the business environment through enhanced public-private dialogue that is conducive to the industrialization of the country (implemented by ITC);
  •  the promotion of a culture of quality at the national level, both at the level of local producers and end consumers (implemented by ITC).

The coordination and monitoring of the implementation of the three components with the national strategies and the Comorian public authorities is assigned to the Integrated and Reinforced Framework (CIR).

In this context, the United Nations Industrial Development Organization (UNIDO) has been mandated by the European Union to assist the Union of the Comoros in carrying out the activities necessary to strengthen the technical capacities and competitiveness of VSEs/ Private sector SMEs for the processing and marketing of innovative and quality local products.

Through an integrated approach centered on the incubation and support path for VSEs/SMEs, the expected objective of the project is to strengthen the entrepreneurship ecosystem in the country, and improve technical capacities and competitiveness. Comorian processing companies, while guaranteeing a better system of incubation and support at the local level, in order to ensure the sustainability of the results obtained by the project.

In this context, specific technical expertise made available by UNIDO will support, from the start of the project, the upgrading, industrialization and strengthening of the competitiveness of existing Comorian companies in the priority sectors identified during the start-up phase of the project. Direct business support will be provided on the basis of a call for expressions of interest at national level. The areas of support will be in line with UNIDO’s areas of expertise, namely: quality, industrialization, improvement of manufacturing processes, standards, marketing, analysis and access to markets, etc.

UNIDO’s technical support implemented under this project will also aim to strengthen and network Entrepreneurship Support Structures (SAE) in the Comoros for greater efficiency and technical and technological capacity. supervision of VSEs and a broader impact of their actions. To this end, the project will support the strengthening of the specific technical skills of the SAEs selected through interventions aimed at defining training curricula and specific support, in line with the priority sectors and the specific needs related to the competitiveness of VSEs, the expansion of the services offered, training of trainers, digitalization, as well as the definition and operationalization of a business plan and a marketing plan per incubator, with a view to ensuring their sustainability.

ACTIVITIES

Under the direct supervision of the national coordinator and the project manager at UNIDO headquarters level, the expert will play a key role in the transmission of technical and practical knowledge to improve productivity, health and well-being. be poultry while promoting sustainable and environmentally friendly practices. Based on the established work plan, and in collaboration with the other experts and consultants mobilized by the project, the Expert will be in charge of providing comprehensive training to entrepreneurs on good chicken farming practices and broilers, diagnostic monitoring in the field, target recommendations and tools for improving production.

He/She will have to carry out the tasks below: Main functions

  •  Exchange with the APILE project team and definition of the expectations and the training program and its beneficiaries.
  •  Design a detailed training program on the management of improved poultry houses, covering key aspects of:
    •  Effective management of poultry farms
    •  Methods and techniques for optimized egg production and broiler rearing, including nutrition, health, hygiene, housing, and flock management
    •  Facility cleaning and hygiene
    •  Waste Management
    •  Biosecurity protocols and pest control
    •  Feeding techniques to reduce production costs
    •  Poultry farm management tools, including food stock monitoring sheets, daily activity monitoring, poultry health monitoring, material and equipment monitoring, etc.
    •  Integrate concepts of environmental sustainability and animal welfare to promote responsible poultry practices.
  •  Developing training tools
  •  Animate the training

Based on the training, develop:

  •  A practical guide to good farming practices for hens and broilers
  •  Posters/diagrams illustrating key animal husbandry and food safety principles that companies can use in their places of production

Follow-up of at least 5 companies having participated in the training for the use of the tools provided and development of:

  •  Preliminary diagnosis and identification of non-conformities
  •  Personalized improvement plan
  •  Follow-up visit
  •  Final evaluation and verification of the improvements made
  •  Rapport final

QUALIFICATIONS ET EXPERIENCE

Education : Higher university degree (at least Bac + 5 years) in animal husbandry, agronomy, agronomic science and technology, agro-food engineering, agro-industrial engineering, or similar fields is required.

Professional and technical experience :

  •  A minimum of 5 years of professional experience in poultry farming and poultry farm management;
  •  Proven experience in good breeding practices, nutrition, animal health, and animal welfare standards, in Africa and preferably in the Comoros;
  •  Experience in training MSMEs and ability to deliver interactive training and adapt content according to the specific needs of entrepreneurs;
  •  Excellent command of the main computer software, in particular the MS Office suite (Word, Excel and PowerPoint) and online meeting/training tools/solutions (Zoom and others);
  •  Excellent communication and writing skills;
  •  Ability to work under pressure;
  •  Ability for teamwork with good interpersonal skills.

Languages : Mastery of the French language, good knowledge of English is required . Fluency and/or knowledge of Comorian is desirable .
