International Contracting Office Senior Finance Advisor At Médecins Sans Frontières

I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 21 sections, 24 associations and other offices together. Based in Geneva, MSF International provides coordination, information, and support to the MSF movement, and implements international projects and initiatives as requested. MSF International also provides administrative support to the MSF Access Campaign.

II. POSITION BACKGROUND

The Senior Finance Advisor (SIFA) reports to the Head of International Contracting Office (ICO) of MSF International (part of the department of Resources) for roles and responsibilities related to ICO.

The Senior Finance Advisor reports to the Director of Resources for any other roles regarding (not exhaustive): Fin-Admin digitalization, administrative & compliance support, Finance Audit and Budget expertise, to IO resource department, services, projects, and investments.

The Senior Finance Advisor will work in close collaboration with the Finance Manager and the Finance team when necessary.

The objective of the position is to provide support to the Director of Resources for administration and finance.

III. RESPONSIBILITIES
The SIFA has responsibility to:

ICO Finances:

  • Responsible Fin-Tech of the project, then of the service,
  • Setting up and maintaining financial and payroll policies & processe,
  • Strategic support on ICO global contracts (Workday, UP, HR Path MSH..), including budget and presentations,
  • Develop, implement, test, and maintain related accounting policies & processes and internal controls (reconciliations, intersectional reinvoicing…),
  • Liaison and collaboration with the 5 OCs + WACA, and with IO Resources staff on accounting impacts and cash needs for ICO,
  • Ensure interfaces with ICO HRIS and MSF International bank & payment services for the payroll, are working and maintained,
  • Review and benchmark international banking solutions for salary payments and other cash needs in various locations, in partnership with International Treasury Center Lead (RFP Launch),
  • Responsible for interfaces with MSF ERPs including relevant accounting solutions & processes for the IO, the 5 OCs and WACA, according to planned ICO rollout in 2024 and potential further evolution,
  • Collaborate with the International Coordination Finance team for the combined accounting of MSF International, regarding NCRs accounting if necessary,
  • Supporting the Head of International Contracting Office on ad hoc strategic requests, presentations and reporting needs.

IO Administration & Finance support:

  • Support to International Office’s Coordinators for finance, budget, audit, or admin expertise upon request and upon delegation by the Director of Resource,
  • Collaborate with the Finance Manager or the International Finance coordinator for any digital improvement related to IO Finance or International Finance,
  • Support Director of Resources with ad hoc strategic analysis, resource mapping and process review.

Miscellaneous:

  • Any other tasks or role, as proposed by the Director of Resources, provided SIFA workload, as above-mentioned responsibilities prevail.

IV. JOB REQUIREMENTS

Education & Experience:

  • Master’s in business administration or equivalent in relevant fields,
  • Minimum 10 years of various experiences as Business analyst, PF&A, Senior Finance Manager, or Chief of staff,
  • Exposure to international Finance in multinationals or International Organisations,
  • Project management experience, among other in payroll is an asset.

Technical competencies

  • Expertise in budget cycle management,
  • Good knowledge of Swiss GAAP RPC, IFRS or IPSAS standards,
  • Familiarity with auditing standards,
  • Good knowledge of ERP (Dynamics365, Workday,…) and Business intelligence tools (PowerBI, etc…),
  • Mastery Good command of Excel, Word and Powerpoint.

Languages

  • Fluent in both French and English / Spanish or German is an asset.
