International Consultant on Police Special Operations (SSAs), Vushtrri / Vucitrn, Kosovo At Organization for Security and Co-operation in Europe (OSCE)

Background:

The OSCE Mission in Kosovo (the Mission) is implementing a comprehensive project on “Advancement of strategic and operational capacities and human rights compliance within security sector institutions”. This project targets the Ministry of Internal Affairs (MoIA) and Kosovo law enforcement institutions, including the Kosovo Police (KP), Kosovo Police Inspectorate (PIK), Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), and Kosovo Forensic Agency (KAF). Activities of this project focus on enhancing their operational capacities and specialised skills to effectively respond to criminal behaviour. Specifically, the project foresees numerous specialised and advanced trainings, and workshops to support implementation of local strategies and associated action plans to improve operational effectiveness in tackling all forms of criminal activities, as well as the development and review of the sub-legal framework.

The project overall objective is to support the security sector institutions to advance their strategic and operational capacities, and human rights compliance within the police, forensics, police oversight, and correctional services. This will be covered through three specific objectives:

  •  Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation;
  •  Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
  •  Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address VERLT.

As part of the project’s overall aim to build the operational effectiveness of local law enforcement, and at the request of the KP, the Mission will organize a five-day “Advanced training on police operations in urban areas” for 20 participants from specialized unit, which will equip them with knowledge about tactics and operational methods performed in cases of high-risk interventions and armed resistance in urban areas. The training is part of continued support of the Mission to various KP special operations units and will contribute to their sustainable development and compliance with international practices.

The Mission will hire an international consultant with extensive experience in police operations, in particular on interventions in urban areas, in order to ensure that the beneficiary will learn the main concepts and the best pactices in the area from an active practitioner in the field.

The training will cover:

  •  Principles of police urban operations
  •  Rural vs urban police operations
  •  Planning and management of urban police operations
  •  Communication and coordination of police operations in urban areas
  •  Safety and security of urban police operations
  •  Methods of patrolling in urban areas
  •  Tactical movement in urban areas
  •  Vehicle movement in urban areas
  •  Breaching – mechanical, shotgun, explosives
  •  Planning considerations
  •  Approaching the combat area
  •  Isolation and surrounding
  •  Reporting
  •  Practical exercise and case scenario drills

Objective of Assignment:

The main purpose of the proposed consultancy is to provide participants with hands-on knowledge on planning, conducting and reporting on special police operations in urban areas. In particular, the training will enhance the knowledge and skills of KP SOU officers in urban movement techniques, operational considerations in the urban environment, planning and operation orders.

Duration of Assignment:

The consultant will be hired for eight working days.

Tasks and Responsibilities:

Under the supervision of the PDMS project/activity manager, the international consultant will provide five-days advanced training and familiarize the 20 KP participants with best practices in conducting special interventions in urban areas.

The consultant will be responsible for:

  •  Conducting pre-training evaluation to understand the prior knowledge of the recipients of the topics covered in the training, in order to adjust a course flow that would be appropriate for their level.
  •  Developing the training methodology and materials in consultation with the project/activity manager and deliver the agenda, presentation slides, case studies and practical exercises prior to the training.
  •  To deliver a five-day “Advanced training on police operations in urban areas” for 20 participants from KP Specialised Unit.
  •  Conducting post-training evaluation in order to determine whether the training was beneficial to the participants.
  •  Producing post-training evaluation included in the final report and recommendations for further action by the OSCE Mission in Kosovo.

Deliverables:

  •  By 04 September 2023, submit the presentation, agenda and corresponding materials to the project/activity manager for review and potential amendment;
  •  By 11 September 2023, incorporate PDMS comments in training agenda and material and submit the final version to project/activity manager for approval;
  •  From 18-22 September 2023, conduct a five-day training for 20 KP participants;
  •  By 29 September 2023 deliver a final report, including the results of pre-post evaluation, to the PDMS Project Manager summarizing the observations during the training and providing recommendation on further activities.

Performance Indicators:

  •  Final training plan, agenda, presentations, practical exercises, case studies and a training evaluation questionnaire submitted to the project/activity manager on time and according to the OSCE official templates;
  •  Training delivered as scheduled/planned in a requested format, and meeting the requirements of the project/activity manager;
  •  The completed pre and post course evaluation test and the training evaluation questionnaire;
  •  The final consultancy report is submitted to the activity manager on time, and meeting the requirements of the Project Manager;
  •  Positive feedback from participants (verbally and written) is received.

Necessary Qualifications:

  •  A bachelor degree in Criminal Justice, Criminology, Law, Intelligence Studies, Political or Social Sciences or other similar vocational qualifications relevant to the topic or graduation from a recognised police academy or police college
  •  Minimum of ten years of relevant professional experience in the area of special police operations
  •  Proven experience in delivering specialized training courses to law enforcement agencies and public institutions
  •  Cultural sensitivity and sound professional judgment
  •  Previous experience of working in a capacity-building role
  •  Excellent spoken and written English language is essential Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender, cultural sensitivity and judgment

Remuneration Package:

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates
