International consultant for the assessment of the maturity of the supply chain of health products in Togo | Lomé, Togo | 2024 At Chemonics


  1. Context

Securing health products is one of the pillars guaranteeing the continuity of services, improving the level of health of the population and the success of health programs, more specifically those related to HIV/AIDS, tuberculosis and malaria which ranks first among the main conditions receiving particular attention from the Ministry of Health. In order to guarantee the availability and accessibility of health products at all levels of the health pyramid and to ensure that logistics management activities are carried out according to standards, financial resources have been mobilized for the acquisition of health products according to estimated needs; this thanks to the support of Technical and Financial Partners (PTF).

Since 2012, Togo has had a National Pharmaceutical Policy (PPN) which is based on the same guiding principles as the National Health Policy (PNS) for 2030. This PPN places particular emphasis on the availability and universal access to medicines. essential and generic products of good quality and at an affordable cost throughout the health pyramid.

In 2014, a National Pharmaceutical Supply System (SNAP) was set up to facilitate the accessibility of products to health facilities.

In 2019, the ministry responsible for health adopted, with the support of its TFPs, a strategy for optimizing the health products supply chain (CAPS) over the period 2019-2022, which which demonstrates its desire to make CAPS in Togo more efficient. The evaluation of the implementation of the CAPS 2019-2022 strategy was carried out in July 2023 with a view to developing a strategic plan for the period 2023-2026 in alignment with the vision of the PNS horizon 2030 and the National Health Development Plan (PNDS) 2023-2027. This new strategic plan is structured around five pillars: 1) Governance of SNAP, 2) Management of supplies and stocks of health products, 3) Integration of management of health products from programs into SNAP 4) Regulation and quality control of health products 5) Financing the supply system and strengthening human resources.

To have a more efficient supply chain, it requires evaluating the efforts made by the ministry responsible for health in the implementation of the various mechanisms put in place, in order to redirect actions if necessary for greater impact. in strengthening this supply chain. It is with this in mind that the Ministry of Health and Public Hygiene benefits from the support of the Global Health Supply Chain – Technical Assistance Francophone Task Order (GHSC-TA-FTO) project for the recruitment of an international consultant for assess the maturity of CAPS in Togo.

The Maturity Model (MM) is a self-assessment and monitoring approach that helps country, regional, district and site supply chains assess performance and identify needs for improvement. It is a sustainable approach capable of supporting the process of continuous improvement of supply chains in the field of health, with the key being a perspective of certification at several levels demonstrating continuous improvement.

The GHSC-TA-FTO project responds to the technical assistance needs of USAID, partner country governments, and NGOs in order to make medicines and other health products available and to strengthen their management. The activities of the Togo office are part of this project. The implementation of this key activity will significantly improve the performance of CAPS in Togo.

  1. Goals :

The objective of this mission is to assess the maturity of the health products supply chain in Togo based on the Global Health Supply Chain Maturity Model.

Specifically, the consultant will assist the national consultant to develop and update the supply chain maturity assessment tool which is inspired by GHSC-PSM/Chemonics tools or those of the Global Fund…. The spirit of the tool must be able to cover the following aspects: “people, process and technology” to assess the maturity of the supply chain. The functions of the chain to be covered during this evaluation will be confirmed during the scoping meeting.

  • Methodology :

The international consultant will work in close collaboration with the Directorate of Pharmacy, Medicines and Laboratories (DPML) and a national consultant. He (she) will have to carry out the following activities:

  • Develop, update and contextualize the maturity assessment tool, drawing on existing tools in collaboration with the national consultant.
  • Propose the evaluation methodology including data collection and analysis in collaboration with the consultant
  • Participate in the review meeting of the supply chain maturity assessment tool,
  • Finalize the collection tool,
  • Participate in the development of training tools on data collection,
  • Participate in the data collection debriefing meeting.
  • Lead the development of documents with a view to sharing the results of the assessment of the maturity of the health product supply chain and including the action plan.
  • Finalize the health product supply chain maturity assessment report.

  1. Profile of the international consultant:
  • Expert in health product supply chain management
  • Have at least fifteen (15) years of experience in the health product supply chain strengthening system.
  • Have carried out at least two similar consultancies in the last five (5) years;
  • Have good oral and written communication skills;
  • Have the ability to work in a team and independently with minimal supervision.
  1. Duration of the mission :

The CAPS maturity assessment mission will be carried out for a duration of: 30 working days

  • Evaluation methodology: each bidder must submit the main lines to be followed;
  • A financial offer;
  • A curriculum vitae: maximum 3 to 4 pages highlighting work experience and qualifications relevant to this assessment;
  • A cover letter ;
  • Two certificates of successful completion of execution
  • Two proofs of similar consultations in the last five (05) years.
