Duties andResponsibilities

1.Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. UNEP works closely with governments, industry, and civil society organizations around the world to develop mainstream solutions for the sound management of chemicals and waste. UNEP West Asia Office is supporting the Environment Public Authority (EPA) Kuwait to develop a national chemical safety programme. Considering the emerging chemicals management challenges, Law No. 42 of 2014 on Environmental Protection requests the regulatory authorities in Kuwait to prepare the National Plan on Chemical Safety in collaboration with concerned authorities in the country. This TOR is for an international part-time consultant to contribute to developing the National Plan on Chemical Safety for the State of Kuwait. The Consultant will report to the activity leader on chemicals in the West Asia Office and work closely with the Project Management Unit and technical Working Groups established with the support of the EPA in Kuwait. 2. Duties and Responsibilities : The Consultant will carry-out the following duties & responsibilities: 1. Contribute to developing the National Plan on Chemical Safety for the State of Kuwait a. Contribute to developing the National Plan on Chemical Safety for the State of Kuwait, leading on the below chapters: o Chapter 1: Introduction o Chapter 4: Risk Assessment o Chapter 7: Legal, Regulatory, and Institutional Systems o Chapter 8: Enforcement

  •  Section 8.2: Chemical audits o Chapter 9: International Obligations (MEAs) o Chapter 10: Capacity Building o Chapter 11: Information Sharing and Data Access b. Partially contribute to developing the National Plan on Chemical Safety for the State of Kuwait, where needed and appropriate, namely on the below chapters: o Chapter 2: Classification and Hazard Communication o Chapter 3: Chemical Registration System o Chapter 5: Pollution Release and Transfer Register (PRTR) o Chapter 6: Chemical Emergency and Response Plan o Chapter 8: Enforcement
  •  Section 8.1: Licensing and Permitting c. Present the relevant chapters of the draft National Plan on Chemical Safety at a national stakeholder workshop. d. Finalize the National Plan on Chemical Safety based on stakeholders’ recommendations.

Qualifications/special skillsMaster’s (or higher) in Environmental Sciences or fields related to environmental policies, chemical and waste or equivalent Minimum of 10 years’ experience working in the environmental field preferably on chemicals and waste management issues preferably in the region is required. Familiarity with chemicals conventions and their compliance frameworks is an asset Previous working experience in the area of the environment and chemicals management, Chemicals MEAs, relevant to the assignment is an asset Deep knowledge of institutional and legislative set up related to chemicals management is an asset

LanguagesProficiency in English and Arabic is required.
