International Consultant “Assessment Of Skills Needs And Mapping Of Employers In Selected Canadian Provinces” At International Organization for Migration


The consultant will be recruited in Canada and will work in close collaboration with the IOM office based in Ottawa, the IOM Djibouti project team, the members of the steering committee based in Djibouti, and the point migration focal point of the Ministry of Labor responsible for formalization and social protection. A regular online meeting mechanism will be put in place to facilitate coordination.

  1. Identify sectors and occupations by province with employment programs for labor mobility. This includes the analysis of the opportunities offered by the provinces to Djiboutian migrant workers, as well as the different employment markets. Identify the employment promoting sectors by province,
  2. Map private employers in the identified provinces and conduct an assessment of the skills needs of Canadian businesses in ONTARIO and QUEBEC based on existing information on the Canadian job market.
  3. Recommend the institutional mechanisms, training programs and job matching approach needed to facilitate mutually beneficial skills-based migration from Djibouti to the identified Canadian provinces.
  4. Integrate gender considerations in the identification of sectoral opportunities and in carrying out employer mapping and skills needs assessment.
  5. Participate in online progress review and project operational committee validation meetings.
  6. Consultancy deliverables

An inception report detailing the methodology, the work plan and the interview guide with the different companies, and the consultancy schedule.

Qualitative and quantitative data collection tools for mapping and assessments.

  • A skills assessment and matching report, consisting of a situational analysis report aimed at developing a detailed understanding of the context and dynamics of labor migration, including an inventory of key markets identified and businesses friendly to Djibouti migrant workers, and recommendations for institutional mechanisms and approaches for skills matching and labor mobility from Djibouti to Canada. The results of the evaluation will be presented during an online feedback meeting with stakeholders.
  • Powerpoint slides on the inception report and methodology, mapping and assessment tools, and assessment results to be presented during stakeholder progress reviews and validation meetings.
  1. Technical qualifications and experience
  • Advanced degree in public administration, international relations, political science, economics, social sciences or other relevant fields.
  • More than 7 years of professional experience in policy/strategy development, including 2 years of relevant experience in the field of labor migration or similar field.
  • Have good knowledge and experience of issues relating to labor migration in Canada, including legal frameworks,
  • Have experience in conducting remote assessments,
  • In-depth understanding of the Canadian labor market,
  • Knowledge of the different private sectors and Canadian provinces.
  • Prior experience working with IOM on labor migration would be an asset;
  • Have good teamwork and fieldwork skills
  • Good interpersonal and communication skills.
  • Excellent oral and written expression skills in English and French.
  • Good computer skills, knowledge of internet communication and MS Office applications (Word, Excel, Power Point) Zoom and MS Teams.
  • Similar evaluation mission experience is an advantage.
